About this file

This document is a Questions and Answers record from the Virginia Department of Transportation (VDOT) regarding Invitation for Bid (IFB) #161286 for the delivery of aggregate materials to Area Headquarters in Carroll, Henry, and Patrick counties within the Martinsville Residency of VDOT's Salem District. The solicitation seeks qualified firms to furnish, deliver, and stockpile various types of aggregate on an as-needed basis. The Q&A addresses three substantive inquiries from prospective bidders: clarification regarding unit measurements (short tons versus long tons) for quantity and pricing entries; confirmation of the correct delivery destination for Line 50 (Class A1 riprap), which appears to contain duplicate information; and guidance on maximum tonnage quantities and delivery schedules for orders that must be completed within five business days of notification per Section IV.11 specifications.

VDOT's responses direct bidders to Addendum #1 for the first two questions and to Section X, Number 9 regarding estimated quantities for the third question. The agency emphasizes that estimated quantities provided are reflective of past and proposed usage only and do not constitute guaranteed work volume. VDOT reserves the right to add, eliminate, or modify any or all quantities at its sole discretion, and bidders acknowledge by signing their bids that no claims for contractor costs or damages will be permitted for increases, decreases, or eliminations of estimated quantities. The solicitation indicates that actual delivery quantities will vary based on factors including Executive Orders and Department directives affecting funding allocation.

IFB #161286 – Delivered Aggregate - Martinsville Questions/Answers #1

1. Q. Section IV.2 specifies a short ton of 2,000 pounds, while the eVA Items tab displays “ton (UK) or longton

(US).” Please confirm whether all listed numeric quantities and electronic unit-price entries are intended to be based on 2,000-pound short tons, without conversion, and whether the eVA unit label will be corrected?

A. Reference Addendum #1

2. Q. Line #50, Delivery Destination: This line specifies 1,000 units of Class AI riprap at Martinsville Area Headquarters, 399 Weeping Willow Lane, Bassett, duplicating line l1_45. It appears between Horsepasture lines l1_49 and l1_51. Please confirm whether line l1_50 is intended for Martinsville or Horsepasture Area Headquarters, 18151 A L Philpott Highway, Ridgeway, or whether another correction applies?

A. Reference Addendum #1

3. Q. Section IV.11 requires completion of the ordered quantity within five business days after notification unless otherwise specified. What maximum tonnage per order, per location and/or across concurrent locations should bidders plan to deliver within that window? If no maximum is established, can VDOT provide typical historical order sizes and indicate whether large orders may receive a mutually agreed delivery schedule?

A. Reference page 13, Section X, #9:

ESTIMATED QUANTITIES: Estimated quantities provided within are reflective of past usage and proposed usage only. The contractor shall supply at bid prices actual quantities as ordered, regardless of whether such total quantities are more or less than those shown. Factors that may contribute to the actual quantities, frequencies of service and/or level of include, but are not limited to Executive Orders, Department directives affecting changes in funding allocated for the services described in this solicitation.

The quantities are estimates only and VDOT does not guarantee that the contractor will perform the estimated quantities. At VDOT’s sole discretion, any or all of the quantities may be added or eliminated and by signing this bid, the bidder agrees that no claims for contractor costs or damages will be allowed for an increase, decrease or elimination of the estimated quantities.
