About this file

This file is a Questions and Answers document from the Virginia Department of Transportation (VDOT) addressing bidder inquiries regarding IFB #161286 for the delivery of aggregate materials to Area Headquarters in the Martinsville Residency. The solicitation seeks qualified firms to furnish, deliver, and stockpile various aggregate types on an as-needed basis to locations in Carroll, Henry, and Patrick counties. The document clarifies three key issues raised by potential bidders: unit of measurement specifications (short tons versus long tons), the correct delivery destination for Line Item 50 (Class A1 riprap), and expected tonnage volumes per delivery order. Bidders must submit questions by October 28, 2026, with bids due November 2, 2026, at 10:00 a.m. The virtual public bid opening occurs November 4, 2026. Deliveries must be completed within five business days of notification with at least 24 hours' advance notice. The contract term is one year from award with no renewal options. Awards are made line-by-line to the lowest responsive and responsible bidder.

Unit prices are firm per ton and include transport and delivery costs. Materials must originate from VDOT pre-approved plants or quarries listed on Approved List #5, and bidders must identify their quarry source and complete State Corporation Commission registration to avoid bid rejection. Each bid requires a Small Business Subcontracting Plan. Bidders certified as micro or small businesses by the Virginia Department of Small Business and Supplier Diversity (DSBSD) complete only Section A; all other bidders must identify contract portions to subcontract to DSBSD-certified small businesses to support the Commonwealth's 42 percent small business procurement goal. Proposed participation percentages become contractual requirements, and failure to meet them may constitute breach of contract. Estimated quantities reflect historical and proposed usage only; VDOT reserves the right to add, eliminate, or modify quantities at its sole discretion without liability for contractor cost changes or damages. Payment is due within 30 days of a valid invoice under the Virginia Prompt Payment Act. No contract value is specified in the file.

1. Q. Section IV.2 specifies a short ton of 2,000 pounds, while the eVA Items tab displays “ton (UK) or longton

(US).” Please confirm whether all listed numeric quantities and electronic unit-price entries are intended to be based on 2,000-pound short tons, without conversion, and whether the eVA unit label will be corrected?

A. Reference Addendum #1 Addendum #2

2. Q. Line #50, Delivery Destination: This line specifies 1,000 units of Class AI riprap at Martinsville Area Headquarters, 399 Weeping Willow Lane, Bassett, duplicating line l1_45. It appears between Horsepasture lines l1_49 and l1_51. 3. Q. Section IV.11 requires completion of the ordered quantity within five business days after notification unless otherwise specified. What maximum tonnage per order, per location and/or across concurrent locations should bidders plan to deliver within that window? If no maximum is established, can VDOT provide typical historical order sizes and indicate whether large orders may receive a mutually agreed delivery schedule?

A. Reference page 13, Section X, #9:

ESTIMATED QUANTITIES: Estimated quantities provided within are reflective of past usage and proposed usage only. The contractor shall supply at bid prices actual quantities as ordered, regardless of whether such total quantities are more or less than those shown. Factors that may contribute to the actual quantities, frequencies of service and/or level of include, but are not limited to Executive Orders, Department directives affecting changes in funding allocated for the services described in this solicitation.

The quantities are estimates only and VDOT does not guarantee that the contractor will perform the estimated quantities. At VDOT’s sole discretion, any or all of the quantities may be added or eliminated and by signing this bid, the bidder agrees that no claims for contractor costs or damages will be allowed for an increase, decrease or elimination of the estimated quantities.
