If so, what is the cost breakdown by period for both Utilities and Facilities Maintenance? On the J-12, Utilities annual cost is $502,200 alone. If not, are these considered not-to-exceed amounts? The amounts listed in the priciing schedule represent plug numbers based on what DOL expects expenses in these areas to be. Post award, the contractor shall bill actual expenses incurred, which may total more than what DOL anticipated. For the purpose of the evaluation and award, the plug number shall be used for all offerors, plus the offeror's G&A, and then fixed fee based on DOL's plug number.
Section G.18 Utilities and Facilities Maintenance (non-personal)On page 45, the estimated direct costs for Utilities and Facility Maintenance costs is being represented as a “plug” number. Post award, the contractor shall bill actual expenses incurred, which may total more than what DOL anticipated. Is only the Attachment J-28 required for Volume 3 or is the Government also expecting an SCP narrative volume and, if so, will the Government provide clarity as to what the narrative should include at a minimum? b. If required, is the narrative to address only the prime Offeror’s SCP or 1st tier subcontractors (teaming partners) as well? c. Does the Government expect or want a company’s employee benefit guide?Pleae refer to the last paragraph in Section L.7 (Volume 3 / Staff Compensation Plan) of the solicitation, which states: "In a separate section of Volume III, the offeror must answer two questions…." The explanation of proposed prices would include the costs for subcontractors. The contractor shall also include its employee benefits guide.

L.7 Volume 3 Staff Compensation Plan (SCAPThe RFP states “In a separate section of Volume III, the offeror must answer two questions: “does your proposed price for Operations Personnel (CLIN xx02) fall below your Total Operations Personnel Expense (in the offeror’s J.28);” “Do your combined proposed prices for Outreach and Admissions and Career Transition Services (CLINS xx04 and xx05) fall below your Total OA/CTS Personnel Expense (in the offeror’s J.28).” “Yes or No.” If only the Attachment J-28 is required for Volume 3, can a separate tab be added to the spreadsheet to address these two questions?Yes, a separate tab may be added to the staff compensation spreadsheet to address the two questions in Section L.7 (Volume 3 / Staff Compensation Plan) of the solicitation.
L.7 Volume 5, Item #1 Pricing by Year Attachment J-1 Page 102Aside from the Phase-In/Phase-Out CLIN pricing required in the Attachment J-1, does the Government expect or want additional documentation (e.g., a separate spreadsheet) that provides more detail of these costs such as travel and other recruitment and administrative expenses for Phase-In and earned but unpaid employee leave for Phase-Out?Please submit the information specified in the solicitation. If additional documentation is required, it will be requested accordingly.

Any cost associated with employee leave is expected to be paid in the CLIN associated with those costs, such as Operations (personnel), OA or CTS. Only the costs of phasing out shall be associated with the phase-out CLIN.

L.7 Volume 5 Item #3 (ETA 8554) Statement of Financial Capability Page 102What financial data should be used to complete the Attachment J-2/ETA 8554 (e.g., year to date, most recent month/quarter, last annual audited, Offeror’s choice)? In the "Comments" section of the Statement of Financial Capability, offerors may explain the choice of finanical data presented and the related rationale.

L.7 Volume 5 Item #4 NICRA Page 103Will the Government confirm the NICRA is only required of the prime Offeror and not subcontractors? The first sentence in Section G.19 (Indirect Costs) refers to "this contract," which refers to the prime contract resulting from the solicitation.
L.7 Volume 5 Item #7 Fiscal Controls Page 102To exemplify fiscal controls, does the Government expect or want a prime Offeror’s most recent financial audited statement? If the most recent audited financial statement describes fiscal controls that ensure proper accounting of federal funds, then the statement may be included with the proposal.
L.7 Volume 5 Item #11 Compliance with Basic Health and Safety Codes Page 103The requirement in the Business Management Proposal (BMP) is to provide “assurance of compliance” with basic health and safety codes, including disciplinary measures. As Volume 1 (Technical Approach), Safety and Security section already addresses “how” the Offeror will implement and maintain a safe and secure Center, is the Government expecting the Offeror to essentially repeat this for the BMP response or will a statement acknowledging compliance constitute “assurance” to satisfy the requirement?A statement acknowledging compliance will satisfy this requirement.
Attachment J-8 Statement and AcknowledgementAttachment J-8 (SF 1413) is provided with the solicitation. We understand it is to be used for identifying subcontractors and is intended to be completed after contract/subcontract award. Sections L & M are silent on any requirement to include this form in the proposal. Positions not being proposed may be left blank with no full-time equivalent employees (FTEs) specified.
GeneralIf proposing with a subcontractor or as a joint venture, is a Prime/Sub teaming agreement or Joint Venture Agreement required to be submitted with the proposal and, if so, in what Volume/Section?Teaming agreements and other related information may be submitted according to the requirements of Section L.7 (Volume 4 / Past Performance) of the solicitation. The past projects performed by a subcontractor or joint venture may be considered for evaluation of past performance.
Attachment J-28 Staff Compensation PlanJ.28 (Staff Compensation Plan) asks for a Total Loaded Position Hourly Rate and has columns for Fringe, G&A and Fee, but not Overhead. Overhead is a FAR-permissible expense separate from G&A. Will the Government add a column for Overhead or may Offerors do that?If offerors have overhead, it sould be combined with the G&A and provided in that cell. The offeror shall also explain what makes up that rate. Generally, overhead is not expected because performance is either at the center itself or at a location leased by the contractor at direct cost to the government.
Attachment J-28 Staff Compensation PlanJ.28 has columns to state whether the LCAT is a Prime or Sub but only a single column for G&A and fee. Is it permitted to add columns to show the Prime loadings on Sub labor?Prime loadings on sub labor shall be included in the fee/profit column, along with the subcontractor's fee. DOL is not concerned with the breakout of these individual amounts, just the total impact. And, we require that prime contractor's G&A and fee on its subcontract employees will be a part of the takeback for the purpose of staff vacancies.
Attachment J-28 Staff Compensation PlanThe J.28 instruction states, "Enter the percentage of your fringe benefits to your base wages. Should be rate DOL approved for your contract or latest mod." What is the meaning of that second sentence? Please provide the fringe benefit rate that is being proposed. Please disregard the second sentence.
Attachment J-28 Staff Compensation PlanJ.28 uses 2080 as the factor for the annual expense per FTE, which includes the fringe. If an offeror's fringe buildups include non-productive time, is it permitted to change the formulas so that the Hours column reflects productive hours rather than total hours? No. The inclusion of 2080 is used as a common measure of a full time employee so that all offerors are using the same unit of measure for an FTE.
L.7, Volume 5, Item #1 Pricing by Year Attachment J-1 in ExcelFor CLIN XX10, the instructions in Volume 5 state to escalate each year by 3%, but J.1 keeps the value static for the option periods. Please confirm that we are to escalate the plug values for CLIN XX10.The offeror does not need to include the escalation factor for utilities.
Attachment J-9 Facility Survey V1 Page 20 Studdent housingAt the time of the survey, Building 12 (Mount Rainier Dorm) was vacant due to decrease in student population. Please confirm what dormitories are currently open and which, if any, are closed? And if so, are they expected to be open at the start of the contract? All dorms are open.
Attachment J-9 Facility Survey V1 Page 20 Student housingThe dormitory information in the Facility Survey is not consistent with what was observed during the site visit. We recognize the information in the survey may be dated. To provide clarity, how many residential floors and beds are there in each dorm building (specifically how many floors are used for student housing and how many beds in total available in each building) a.
