About this file

This document is an amendment to a solicitation for the operation of the Cascades Job Corps Center. The key details are:

The U.S. Department of Labor, Office of Job Corps has a requirement for operating the Cascades Job Corps Center located in Sedro Woolley, Washington. The contractor shall provide academic, career technical, career success skills, career development training, and related support services for a planned on-board strength of 300 students. The contractor shall also provide outreach and admissions services to ensure the arrival of a minimum of 470 students annually. This is a total small business set-aside with a NAICS code of 611519 and a $47M size standard.

This amendment updates Section L.7 and Attachment J-1 (Price Detail Template) of the solicitation. It also extends the due date for clarification requests to October 10, 2024. Offerors are advised that the minimum wage for federal contractors will increase to $17.75 per hour effective January 1, 2025, and shall consider this in their price proposals. The government is providing a "plug" number for utilities and facilities management that all offerors must use in their pricing.

L.7 Proposal Content

Offerors shall submit a proposal to accommodate on campus (in person) 100% of the OBS stated in Section C, the Statement of Work. Proposals that fail to demonstrate technical approaches and staff resources adequate to accommodate 100% of the OBS on campus (in person) may be deemed deficient and ineligible for award.

The Government strongly encourages vendors to propose innovative practices and procedures in their technical approaches and staffing practices. Proposals should explicitly identify such innovative practices and procedures, and also provide information to assess the effectiveness and feasibility of such innovations. See Section M for evaluation criteria, which now includes assessment of innovation.

The page limitation for the proposals has been increased from prior solicitations in order to allow for vendors to explain what innovations they propose. Offerors are cautioned that “parroting” of the PRH and SOW with a statement of intent to perform does not reflect innovation, nor does it reveal the Offeror’s understanding of the requirement or their capability for addressing it.

Each offeror’s proposal shall include four separate Volumes, each Volume addressing a separate topic, as set out below.

VOLUME 1. TECHNICAL APPROACH

The Technical Approach Volume shall be comprised of seven sections: (1) Outreach and Admissions, (2) Career Pathways, (3) Academic and Career Technical Training, (4) Career Counseling, Readiness and Transition, (5) Role in the Community and Linkages to Key Partners, (6) Facility Management, Safety and Security, and Positive Center Culture, and (7) Continuous Improvement. The content of each section is described below:

(1) Outreach and Admissions (OA):

Outreach - The offeror shall describe a detailed plan (including at minimum its strategies, methods, and relationships) it will utilize to refer and recruit prospects in the defined Recruitment Zone, taking into consideration the defined NEAP plan and arrival schedule cited in Section F of this RFP. The offeror shall describe its strategies, methods and the relationships it will leverage to promote a positive image of the program. The offeror shall describe its plan for engaging the center’s applicable state and local workforce systems (e.g., including employers, unions, post-secondary institutions, etc.) and influencers (e.g., school counselors, community/youth groups, family, and friends, etc.). The offeror shall describe how it will effectively leverage updated Job Corps policy, tools and technology during the outreach phase. The offeror shall identify any recruitment related risks associated with the Recruitment Zone and detail its approach to overcoming those risks.

Admissions - The offeror shall describe how they will implement operational workflows to conduct applicant screening through use of updated Job Corps policy, tools and technology, with an emphasis on conversion of prospects to applicants, and continuous support to applicants leading to enrollment of a sufficient number of student arrivals to operate continuously at full OBS.

This section shall also describe the proposed customer service model throughout the Outreach and Admissions period. The section shall describe how the offeror will serve historically underserved youth in its recruitment zone(s) (e.g., people of color, native youth, low-income families youth, foster youth, individuals with disabilities, youth experiencing homelessness, etc.).

(2) Career Pathways: The offeror shall propose the activities undertaken to ensure that each student successfully embarks upon a career pathway and receives individualized training and support services utilizing the MyPACE career planning system. On a separate page, the offeror shall include a Gantt chart that details the length of time, activities and staff involved in the CPP stage of a student’s time in the program. The career pathways section must address the offeror’s approach to the following:

· Career Exploration/Shadowing (e.g., exposing students to high quality career opportunities).

· Career Plan Development (e.g., assisting students with developing individualized career plan that leads to high quality and in-demand careers with family sustaining wages, assisting students with creating relevant and attainable career milestones).

· Career Plan Execution/Refinement (e.g., Lead and support all activities necessary to execute the career plans on center milestones) must include evening instruction, driver education, and the opportunity to participate in activities that enhance their capacity to connect to opportunities in the State and local areas in which they intend to further their career pathway progression upon program completion.

· Career Plan Aligned Placements (e.g., coordinating student placements that are aligned to each student’s individualized career plan, are high-quality and family sustaining, and are made only at the point when students are ready to transition into their post Job Corps career).

(3) Academic and Career Technical Training:

Instructional Coordination: The offeror shall describe its plan to-

· Ensure students are placed into a Career and Technical Training (CTT) program aligned with a career plan.

· Ensure that students are enrolled in academic classes aligned with career plan needs.

· Coordinate schedules across center departments or training areas to ensure training is individualized with minimal disruptions,

· Develop and implement blended learning concepts,

· Ensure personalized support for English Language Learners (ELL) and students with disabilities.

The offeror also shall describe its plan to develop and maintain individual schedules in collaboration with a student based on individualized projects, activities, and transitional support needs utilizing information from relevant sources.

Career and Technical Training (CTT): The offeror shall describe its plan to deliver quality competency-based career and technical training to ensure students are trained for careers that are high-quality, in demand, and family sustaining. Offeror shall describe how CTT offerings are continuously assessed against the needs of employers and jobseekers in the job market, and how they will apply learnings to pursue beneficial changes or additions to CTT offerings. Offeror shall describe how they will develop and sustain CTT-specific partnerships that lead to high-quality training and work-based learning opportunities.

Academic Instruction- The offeror shall describe its plan to deliver academic instruction to support student progress toward graduation and ensure students are ready for careers that are high-quality and family sustaining.

(4) Career Counseling, Readiness, and Transition:

The offeror shall describe its plan to provide pre- and post-transition services for eligible participants (regardless of where they reside or matriculate) to ensure placements that are career plan aligned, high quality, and in-demand careers with family sustaining wages. Description shall include how the offeror will ensure each student is career ready prior to transition, that placements are coordinated seamlessly with partners and students, and that high-quality post-transition services are provided to ensure career stability and partnership sustainment. On a separate page, the offeror shall include a Gantt chart that details the length of time, activities and staff involved in the Career Counseling and Readiness stage of a student’s time in the program.

(5) Role in Community and Linkages to Key Partners:

The offeror shall describe how the center will enhance overall service delivery to students by working with key partners (e.g., education providers, businesses, homeless services, healthcare providers, recovery specialists, child welfare, juvenile justice advocates, childcare providers as well as State workforce boards, local workforce boards, applicable one-stop centers, chambers of commerce, Federal entities, employers, post-secondary educational institutions, and relevant labor organizations, etc.). Description shall include how:

· Relationships will be established with community leaders and elected officials that will result in program modernization, innovations, and a network of services for opportunity youth.

· Center will sustain key partnerships within comprehensive workforce development systems.

· Center will leverage key partnerships that will provide opportunities for job shadowing, internships, and other work-based learning opportunities, and integrate employability skills development in collaboration with employer partners.

(6) Facility Management and Safety/Security & Positive Center Culture:

Facility Management - The offeror shall describe how it will operate and maintain the facilities and property including preventative and corrective maintenance, and repair of buildings and aging infrastructure; administer an effective occupational safety and health (OSH) and environmental protection program; and provide oversight and purchase of Government-owned property, management of GSA fleet vehicles, and student transportation in support of efficient and effective center operations and an overall positive student experience.

Safety and Security & Positive Center Culture - The offeror shall describe how the center will implement and maintain a safe and positive living and learning environment free of drugs, alcohol, and violence for youth and young adults through the development of a Safety and Security Program and a positive center culture. This description shall include:

· Proactive approaches on how the offeror will manage the components of PRH 5.3 Safety and Security.

· How physical security assets will be utilized to the maximum extent possible (e.g., staff are trained and/or have experience to operate)

· How the center will utilize Job Corps participants’ voices in the design of the Safety and Security Program and the establishment of a positive center culture.

(7) Continuous Improvement: The Offeror shall describe strategies to implement continuous evaluation of plans, Standard Operating Procedures, and service delivery to facilitate quality improvement and positive outcomes for students. The offeror shall describe its strategies to use data to inform instruction, decision-making, and engage in continuous improvement.

VOLUME 2. STAFF RESOURCES

The Offeror shall describe in the Staff Resources Proposal how the offeror’s proposal responds to the following areas. The page limitation for this section excludes the organizational chart (Attachment J-4) and staff schedules.

Organizational & Staffing Charts: The Offeror shall provide a detailed organization chart covering all staff positions proposed for Center operations, OA and CTS. Include any contracted or National Training Contractor staff with each, if applicable, and a completed Staffing Chart (Attachment J-4).

Staff Schedules: The offeror shall describe in its proposal its approaches (including any proposed innovative practices, e.g., extended staff scheduling, and increased availability to respond to customer base 24/7) to staffing the center by schedule, demonstrating that the appropriate number of qualified staff will be available at the appropriate times so as to provide coverage of critical functions, such as residential living, outreach and admissions, career preparation, academic and career technical training, counseling, health services staffing, and security, as well as a description of how this approach complies with the PRH. The offeror shall describe staff schedules reflecting required services for OBS levels in accordance with this solicitation, Section C.2.C. Outside of approved student non-training days, the offeror shall describe staff training and professional development schedules ensuring no interruption to student training.

Corporate Oversight and Capacity: The offeror shall describe the corporate services and other resources (e.g., functions generally covered under General and Administrative such as corporate leadership, and corporate finance) that will be dedicated to the operation of the center under this contract. The offeror shall describe the experience and specific areas of expertise of the corporate staff that will provide oversight. The offeror shall describe the number of hours per week corporate support will be provided on this contract (e.g., quality assurance (PRH 5.1, R2), training, assessments, monitoring, etc.). The offeror shall also describe its plan for providing corporate oversight at the center level (physical presence at center).

Staff Recruitment, Retention and Risk Management/Intervention: The offeror shall describe its approach to staff recruitment and retention, to include specialized approaches to staffing areas (e.g., health and wellness, security, academic instructors, etc.). The offeror shall describe its approach to manage staff vacancies, staff training and professional development. The proposals should describe proposed approaches to minimize staffing shortages and fill vacancies promptly, including any innovative practices proposed in this area. The offeror shall describe its approach to performance oversight and risk management and intervention from the corporate level through to center staff.

VOLUME 3. STAFF COMPENSATION PLAN

The offeror shall submit a Staff Compensation Plan, using Attachment J-28. That Plan shall include proposed salaries and fringe benefits for all employees working on the contract.

If a position is hired through a fee for service subcontracting arrangement, the offeror shall specify such in lieu of providing the salary and fringe benefits. The government anticipates that very few positions will be procured through a fee for service arrangement, namely optometrist services. When a function is provided through a fee for service arrangement, it must be otherwise clear in the offeror’s staff resources proposal how that function will be provided to meet requirements identified in the PRH; merely indicating fee for surface may not suffice.

Offerors are advised that this plan will form the basis upon which the monthly salary value is determined for each position under the contract, and will be used to calculate the reduction in payments under the contract for exceeding the maximum vacancy rate (see Section H.26, Failure to Maintain Staffing Levels, above). Accordingly, offerors shall include a line for each position and shall number each position, even those positions that are less than a full time equivalent.

Offerors are advised that the “Crosswalk Table for JCC Personnel and BLS Occupational Code Equivalent” (Attachment J-29) is only intended to be an assistance tool to aide offerors in matching OJC personnel positions with positions listed in BLS OEWS. This crosswalk shall not take the place of the offeror’s own efforts to analyze the work to be performed by the position under the contract and to use the offeror’s own judgement as to which position in the SCA Directory of Positions and BLS OEWS best matches the work to be performed. Offerors are also advised that the BLS OEWS Regional Report (Attachment J-30) is provided as a resource to inform offerors of the annual published employment and wage estimates for the region in which the Job Corps Center is located.

When listing a Service Contract Act covered position, offerors shall specify in Column E of Attachment J-28, the position title as it appears in the SCA Wage Determination (if applicable).

Offerors shall identify in Column E of Attachment J-28 which positions meet the definition of Professional Employee as defined in 29 CFR 541, by designating “Professional” in that column. Offerors are further advised that the Agency will rely upon Attachment J-28 in identifying each offeror’s proposed professional employees and the proposed salary and fringe benefits of each professional employee. The proposal should include supporting data on the compensation for each Professional occupation sufficient to evaluate the adequacy of the offeror’s proposed professional compensation in accordance with the requirements of FAR 52.222-46. Failure to provide this information may lead to a determination that the proposal is deficient in this regard.

All offerors shall propose staff salaries and health and welfare benefits with a yearly escalation factor of not less than 3%.

Note: DOL intends to provide the awarded contractor with the seniority list at the beginning of the phase-in period. For the purpose of proposal development and submission only, offerors shall assume that all incumbent employees are entitled to two weeks of vacation. If the awarded contractor, upon receipt of the seniority list during phase-in, determines that a retained incumbent employee is entitled to more than two weeks of vacation based on their period of service, the contractor may submit to the Contracting Officer a request for an equitable adjustment (REA) of the contract price, in accordance with applicable contract clauses and law.

The Staff Compensation Plan must be filled in completely to detail an hourly rate, the level of effort (full time or decimal thereof) and all other pertinent personnel expense such as fringe benefits, G&A, profit, etc. A full-time effort shall be considered 2080 hours. The staff compensation plan shall separate staff in tabs by their associated CLIN (Center Operations Personnel, OA, and CTS).

In a separate section of Volume III, the offeror must answer two questions: “does your proposed price for Operations Personnel (CLIN xx02) fall below your Total Operations Personnel Expense (in the offeror’s J.28);” “Do your combined proposed prices for Outreach and Admissions and Career Transition Services (CLINS xx04 and xx05) fall below your Total OA/CTS Personnel Expense (in the offeror’s J.28).” “Yes or No.” If the answer is “Yes,” the offeror must provide a narrative explaining how it plans to operate at a loss and specifically how it will be able to pay salaries and staff benefits to achieve recruitment and retention levels and an overall satisfactory or better performance. This information will be utilized solely in the responsibility determination, should the offeror’s proposal be selected for award.

VOLUME 4. PAST PERFORMANCE

Offerors shall include in their proposal information regarding their past performance record. The information will be used by DOL to identify past projects and determine their relevance to the evaluation of past performance, in accordance with Section M. Note: Offerors are not being requested to provide their opinion of the quality or effectiveness of their past performance, but only to identify those projects which they consider relevant and should be considered by DOL when evaluating past performance.

Identify past or current projects whether at a Job Corps center or a similar facility that demonstrate a record of:

0. Assisting individuals in achieving the primary indicators of performance for eligible youth described in WIOA Section 116(b)(2)(A)(ii) or similar measures related to credential attainment, placement in employment, or post-secondary education, and earnings;

0. Assisting opportunity youth to connect to the workforce, including providing them with intensive academics and career and technical education and training,

0. Placing opportunity youth into employment and postsecondary education.

0. Offering career and technical education and training that reflected employment opportunities in the local areas in which enrollees at the center intend to seek employment.

The projects identified in your past performance submission should include those performed within the most recent three (3) years preceding the proposal submission due date.
