About this file

This document is an amendment to a solicitation for the operation of the Sierra Nevada Job Corps Center. The U.S. Department of Labor, Employment and Training Administration is seeking to contract for the operation of the Sierra Nevada Job Corps Center located in Reno, Nevada, which includes providing academic, career technical, and career success skills training and related support services for a planned onboard strength of 509 students. The contractor will be responsible for providing outreach and admissions to enroll a minimum of 865 students annually into residential and nonresidential programs for males and females. The contractor must also undertake efforts to ensure the center maintains an average monthly onboard strength equal to 100% of the planned onboard strength. Additionally, the contractor is required to provide career transition services for all graduates and former enrollees of the center regardless of their location. Responses to clarification questions are provided in an attachment, and revisions are made to attachments regarding staffing plans and utility usage.

Responses

Attachment J‐28 (Staff Compensation Plan)

There appears to be formula challenges for NTC and Medical subcontracts.

Additionally, OA/CTS is listed in 2 tabs. Do offerors have the ability to make minor changes to the J‐28 form to address these challenges.

Yes, offerors may revise the attachment if the minor changes are explained in terms of addressing the stated challenges.

Attachment J‐9 (Facitlity Survey)

Please provide the status of the repairs to the Comstock Hall Dorm, as listed as funded in the Facility Survey.

Because parts of the structural members in the building were in poor condition, the center contracted for repairs. The repairs were completed 12/30/2007.

Verified by PB Dewberry.

C.2.D

Can the Government confirm that the Career Technical Training (CTT) offerings and slots are correct? In comparison to the CTT‐10 report from July 2021, there are differnces. The RFP identifies 24 auto slots vs. 48 on the CTT‐10. The Medical Administration Trade has 30 slots in the RFP, but 60 were on the CTT‐10.

The center recently brought the Career Technical Training/On‐board Strength (CTT/OBS) ratio into compliance with PRH Change Notice 19‐16, thus resulting in changes. There are now 24 slots in Maintenance and 30 slots in Medical Administrative Assistant (MAA).

C.2.D The CTT‐10 report identifies Other Training Programs (OTP) / Information Technology.

Will the CTT chart be updated to reflect the OTP?

The center recently brought the Career Technical Training/On‐board Strength (CTT/OBS) ratio into compliance with PRH Change Notice 19‐16, thus resulting in changes. There are now 24 slots in Maintenance and 30 slots in Medical Administrative Assistant (MAA).

C.2.D

The current allocation of Advanced Career Training (ACT) slots at Sierra Nevada is 60 full‐time. Please confirm the RFP is correct in listing 37 full‐time ACT slots

Also, the current allocation of slots per the CTT‐10 report is 48 (24 in the RFP) slots for Auto Maintenance – Light Repair and 60 slots (30 in the RFP) for Medical Administrative Assistant. Please confirm the slots listed in the RFP are correct.

The center recently brought the Career Technical Training/On‐board Strength (CTT/OBS) ratio into compliance with PRH Change Notice 19‐16, thus resulting in changes. There are now 24 slots in Maintenance and 30 slots in Medical Administrative Assistant (MAA).

G.9 With the current COVID‐19 pandemic atmosphere and remote learning, is 100% On‐ board Strength (OBS) still the expectation after the 3‐month grace period? And if not, how does the Government expect to adjust monthly price given the current situation?

At this time, we are unable to forecast the impacts that the COVID‐19 pandemic will have on the Sierra Nevada Job Corps Center. Should the effects of the pandemic at the time of contract award require changes in the pricing of the contract, a new pricing arrangement may be negotiated with the contractor.

Attachment J‐9 (Facility Survey)

The executive summary notes there are several buildings in poor condition and the preventive maintenance needs improvement. Can the contractor assume that the necessary repairs and maintenance will be provided through funding for Construction, Rehabilitation, and Acquisition (CRA); Equipment; and/or Career Technical Skills Training (CTST) rather than funding for Center Operations?

Necessary repairs and maintenance will be made through funds for CRA, Equipment, and CTST based on findings/recommendation by the Engineering Support Contractor (ESC) concerning Operations and Maintenance (O&M).

Attachment J‐12 (Utilities and Fuel Usage)

The Microsoft Word document titled “J12 (Utilities and Fuel Usage for Last Contract Year)” does not include utility costs for water or sewer and seems to understate the actual utility costs. Please clarify.

Referring to the file titled “J‐12 (Utility Usage for Water)," Column BH in the tabs labeled “2020 PY” and “2021 PY” is not capturing all of the costs. The formula should capture from column AF:BG (Updated total for 2020 PY ‐ $85,446.35 and 2021 PSY – $75,814.06). The present column is only capturing AY:BG. The formula needs be updated for each time period in the tabs stated above.

There are costs for utilities outside of Electricity, Water, and Natural Gas such as sewer, fuel oil, etc. Could the Government please provide updated utility information that includes these costs?

Attachment J‐12 (Utility Usage for Water) has been revised with the corrected formula. Other utilities would be oil and sewer:

Oil – 2019 ‐ $4,635.85 2020 ‐ $7,228.38 2021 ‐ $5,582.46

Sewer‐ 2019 ‐ $19,395.62 2020 ‐ $19,908.00 2021 ‐ $8,174.72

Attachment J‐23 (Utility Cost Trend)

Attachment J‐23 provides center utilities from Job Corps Program Years 2014 ‐ 2018.

Could the Government please update the tables to include PY19 and PY20?

Utilities information for Job Corps Program Year 2019 and 2020 is not available at the moment.

Attachment J‐28

For positions that are split between multiple departments, does the Government expect the Estimated Proposed Salary (Annual Salary) to be calculated based on the actual full‐time equivalency (FTE) or as if the position is a full 1.0 FTE? For example, a

1.0 FTE position is split between Academics and CTT with an annual salary of $50,000.

Would contractors enter a 0.5 FTE on Academics and CTT respectively with an annual salary on each line of $50,000 or $25,000 (0.5 of the $50,000 annual salary)?

The annual salary should be calculated based on the actual full‐time equivalency (FTE). In the example given, offerors would enter a 0.5 FTE for Academics and 0.5 FTE for CTT with an annual salary on each line of $25,000 (0.5 of the $50,000 annual salary).

Attachment J‐28 OA/CTS positions are listed at the bottom of the Staffing Calculator Center Tab, which ties to the link in the Staffing Summary Tab. The OA/CTS positions are also listed on the Staffing Calculator OACTS tab. Can the Staffing Calculator OACTS tab be eliminated? Or does U.S. Department of Labor (DOL) want the positions listed in both places?

Outreach/Admissions and Career Transition Services (OA/CTS) positions should be listed in both the Staffing Summary tab and the Staffing Calculator OACTS tab.

Attachment J‐28 It does not appear that there is a formula to sum subcontracted OA/CTS positions (Cell C335 on the Staffing Calculator Center tab and Cell C27 on the Staffing Calculator OACTS tab). Please advise.

Attachment J‐28 may be adjusted to incorporate necessary summation formulas.

Attachment J‐28 Where subcontracted medical services are provided by a subcontracted vendor, do contractor’s still need to list an annual salary and fringe benefits?

Costs associated with subcontracted vendors are established between the prime contractor and the subcontractor. However, the Government needs to know the total cost for the required service(s).

Attachment J‐28 Typically, contractors submit Attachment J‐1 (Price Detail Template) as a response to Factor 4 in the Business Management Proposal as well as a separate Excel document.

Would DOL prefer Attachment J‐28 be treated the same way? Or would DOL prefer it only be submitted in Excel?

Attachment J‐1 (Price Detail Template) should be submitted as a separate Excel document.
