About this file

This is a Questions and Answers document for the FPB Enhancement IDIQ RFP 1605C3-26-R-00010, a brand-new indefinite-delivery/indefinite-quantity contract for modernization services at the Frances Perkins Building (FPB). The contract will support a broad range of modernization requirements including interior office upgrades, major office buildouts/reconfigurations, mechanical improvements, electrical upgrades, fire protection/safety, and security improvements. The solicitation was issued under RFO Parts 12, 15, and 19, with no target price range developed. The contract maximum value and individual order limitations remain "TBD" pending offeror proposals and will be established prior to award. A ceiling will be established within each ID/IQ contract at the time of award, with a minimum guarantee of $500.00.

Offerors must submit three current or previous contracts within the last three years demonstrating similar scope and complexity as past performance references, though exact dollar value matching is not required. Volume III submissions must include a signed SF 1449, proof of insurance detailed in Section H.3 (page 25), and a completed GSA Form 527. The pricing schedule requires all-inclusive labor category pricing for evaluation purposes only, using best professional judgment regarding typical effort, labor, materials, equipment, supervision, subcontractor costs, overhead, and profit. Past Performance Questionnaires from references are required; CPARS evaluations are not accepted as substitutes. Site visits will be held at the order level, not for ID/IQ awards. The contract manager requires a minimum low-risk investigation including identity verification, criminal history check, employment history, and residence history. Specific personnel security clearance requirements will be determined at the order level. Historic preservation reviews will be coordinated with DOL, GSA, and NCPC during performance. For hazardous materials, the government will provide existing surveys where previously sampled and identified; offerors may need to sample areas not previously accessible before order issuance.

FPB Enhancement IDIQ RFP 1605C3-26-R-00010 Questions & Answers

1) We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Response: There is not an incumbent contractor, this is a brand-new requirement.

2) Offeror’s must submit the following documents with Volume III:

• A signed SF 1449 and any amendments.

• Proof of the amount and types of insurance detailed in solicitation section H. 17.

• A completed and signed copy of GSA Form 527 – Contractor’s Qualification and

Financial Information.

I did not see section H 17.

Response: The minimum insurance requirements are listed in solicitation section H.3 on page 25. The updated instructions are attached.

3) The Offeror must provide relevant past performance information of three current or previous contracts (within the last three years) of similar dollar value, scope, and complexity.

What is the estimated value so that we can provide project within that range. If possible, could you please provide a response as soon as possible to see if we have the projects needed to participate in bidding this.

Response: The solicitation was issued in accordance with RFO Parts 12, 15, and 19, so a target price range was not developed.

4) Pricing Schedule (Attachment J.2). Please explain how offerors should complete the pricing schedule. Projects within each category will vary in size and scope, and no project parameters are provided. What assumptions should offerors use to develop a single price per project for each category, and are these prices for evaluation purposes only?

Response: Offerors shall complete the pricing schedule in accordance with Section B and the instructions provided in the solicitation and are not expected to develop a firm-fixed price for an actual modernization project since specific projects/requirements will be competed on the order level.

The Pricing Schedule (Attachment J.2) has been updated and is attached. The “Labor Category Pricing” tab was added solely for Government evaluation and source-selection purposes. The evaluated labor rates shall not be interpreted as a Government estimate or representation of the labor categories, labor hours, or labor mix that will be required during the ordering period.

Offerors shall provide an all-inclusive price for each labor category using their best professional judgment and reasonable assumptions regarding the typical level of effort, labor, materials, equipment, supervision, sub-contractor costs, overhead, profit, and other direct and indirect costs.

5) Past Performance Questionnaires (Attachment J.1). Due to the busy procurement season, references may not be able to return questionnaires by the proposal due date. Will the Government accept recent CPARS evaluations in lieu of completed questionnaires?

Response: No

6) Seed Project / Site Visit. Will a seed project be issued with the ID/IQ awards? Will the

Government hold a pre-proposal site visit?

Response: No, a seed project will not be issued with the ID/IQ awards. Also, a site visit will not be held for the ID/IQ awards. Site visits will be held (as applicable) prior to the award of orders under the resulting ID/IQ contracts for specific requirements. The solicitation on the ordering level will provide the applicable site visit information, PWS/SOW/SOO, specifications, quantities, and performance requirements.

7) Section L provides that the Government may consider past performance of predecessor companies, key personnel with relevant past performance, or subcontractors that will perform key aspects of the requirement, consistent with FAR 15.305(a)(2)(iii). For purposes of the Past Performance evaluation, will the Government also consider relevant past performance performed by an Offeror's affiliated company under common ownership or control, provided the Offeror demonstrates that the affiliate's relevant management, personnel, systems, resources, and/or capabilities will be available to support performance of the resulting contract?

Response: Yes, but the offeror shall clearly identify the affiliated company, describe the specific relevant past performance being submitted for consideration, and explain the relationship between the affiliate’s past performance and the offeror’s proposed approach to performing the requirements under the resulting ID/IQ contract.

The Contracting Officer will evaluate the relevancy and quality of the affiliate’s past performance record in accordance with sections L and M of the solicitation.

8) Volume II requires Offerors to provide past performance references of “similar dollar value, scope, and complexity.” However, the solicitation currently specifies an ID/IQ minimum guarantee of $500.00 but leaves the overall contract ceiling value as “TBD” in Section B.2 and does not cite an anticipated average task order value. To ensure offerors select the most relevant past performance references for evaluation, could the Government please provide the anticipated ceiling value of the IDIQ or an estimated annual/per-project dollar range?

Response: The ID/IQ contract will support a broad range of modernization and related requirements at FPB, so the size, scope, complexity, and value of individual orders are expected to vary based on the specific requirements identified at the order level. Also, a ceiling will be established within each ID/IQ contract at the time of award.

Offerors should select past performance references that demonstrate their ability to successfully perform requirements that are similar to the types of modernization requirements detailed in the solicitation. Offerors are not required to identify past performance records/references that match a contract ceiling and/or order value exactly.

9) Attachment J.2 requires Offerors to provide pricing for anticipated project categories (e.g., Interior Office Upgrades, Major Office Buildouts/Reconfigurations, Mechanical Improvements, Electrical Upgrades, Fire Protection/Safety, Security Improvements).

However, the solicitation does not provide defined quantities, square footage, design criteria, material/finish standards, existing conditions, labor assumptions, or representative scopes of work for each category.

a. Please clarify the basis and assumptions Offerors are expected to use in developing the fixed prices requested in Attachment J.2. Will the Government provide representative scopes, quantities, or pricing assumptions to establish a common basis for competition?

Response: See the response to question 4 above.

b. Alternatively, are the amounts in Attachment J.2 intended to represent ceiling prices, not-to-exceed prices, or evaluated pricing models, with actual fixed prices to be separately proposed, negotiated, and competed based on the defined scope of each individual task order?

Response: See the response to question 9(a) above.

c. Please define what constitutes one “project” within each category for pricing purposes.

Response: ”One project” represents a single, modernization effort within the applicable project category. Since the resulting ID/IQ contracts are intended to accommodate requirements that may vary significantly in size, scope, complexity, and existing conditions, a standardized project size or scope for each category cannot be defined.

Specific projects/requirements will be defined at the order level.

10) Section L contains placeholder language for the Past Performance Questionnaire (PPQ) submission email address and due date/time and requires the Offeror to email the Contract Specialist a list of all points of contact (POCs) who were sent a questionnaire.

a. Please confirm the specific calendar date and time by which the list of POCs must be submitted to the Contract Specialist.

Response: The information listed is correct.

b. Please confirm that Offerors should follow the detailed submission instructions contained in Attachment J.1.

Response: Correct

c. Given the use of PPQs, are Contractor Performance Assessment Reporting System (CPARS) evaluations a suitable and accepted replacement for individual PPQs?

Response: No

11) Will individual task orders identify specific areas or building components within the

Frances Perkins Building (FPB) subject to historic preservation requirements, and will task-order packages identify any required coordination with preservation authorities or special design standards applicable to the work?

Response: Yes

12) Please clarify the anticipated design responsibility associated with individual task orders.

Will all task orders require full A/E design services and sealed construction documents, or will certain task orders provide Government-furnished designs with construction-only requirements?

Response: Individual orders will vary in their design requirements based on the scope and complexity of the specific project. The extent of A/E services will be determined at the order level and will be identified in the applicable solicitation before the order is awarded.

13) Will the Government provide existing record drawings, BIM models (if available), utility information, hazardous material surveys, and existing condition documentation for each task order, or should Offerors assume that field investigation, verification, and hazardous testing are required as part of each project?

Response: Since the resulting ID/IQ contracts are intended to accommodate a broad range of modernization services at FPB that significantly range in size, scope, complexity, and existing conditions, specific requirements will be determined at the order level.

14) The PWS states that contractors must possess or be eligible to receive and maintain the required clearance level detailed in each order. However, a DD254 was not included in the solicitation documents. What specific facility and personnel security clearance levels are anticipated for the ID/IQ base contract and initial task orders?

Response: For the ID/IQ contract, the Contract Manager shall undergo an investigation (at minimum a low-risk investigation) prior to being granted access to FPB. The investigation will include the following: identity verification, criminal history check, employment history, residence history, and may require a credit history check.

Specific personnel security clearance requirements will be determined at the order level based on the work, required access, and information involved.

15) What is the basis of design for Volume III J.2-Section B pricing matrix? Would it be possible to receive as-built drawings with a narrative that includes the scope of work, and square footage for each area that is referenced in the Volume Ill J.2 -Section B pricing matrix? Having this information will help ensure our pricing is based on the correct building areas and aligns with the requirements of the pricing matrix.

Response: Individual orders will vary in their design requirements based on the scope and complexity of the specific project. The extent of services will be determined at the order level and will be identified in the applicable solicitation before the order is awarded.

The Pricing Schedule (Attachment J.2) has been updated and is attached.

16) Section B.9; Attachment J.3: Section B.9 references the Davis-Bacon Act, while Attachment J.3 appears to include a Service Contract Act Wage Determination. Please provide the current and applicable DBA WD.

Response: Attachment J.3 has been updated and is attached.

17) Section B.2: Section B.2 states the contract maximum amount is “TBD.” Please provide the planned maximum value for the total IDIQ across the Base Period and all Option Periods?

Response: A specific maximum ID/IQ value cannot be determined at this time since offerors have not submitted their proposals yet. The “TBD” description will be updated prior to contract award (as applicable).

18) RFO 52.216-19; RFO 52.216-22: RFO 52.216-19 and RFO 52.216-22 include “TBD” values for maximum order limitations and final delivery/performance limitations. Please provide the maximum single-order value, cumulative ordering limitation, and final date through which performance may continue under orders issued during the ordering period.

Response: Specific values and dates cannot be determined at this time since offerors have not submitted their proposals yet. The “TBD” description will be updated prior to contract award (as applicable).

19) Attachment J.2; Section L, Volume III – Price Proposal; Section M, Factor III – Price:

Will the Government evaluate price solely based on completed Attachment J.2 category pricing, or will the Government also evaluate supporting assumptions such as labor mix, subcontractor content, material allowances, overhead, profit, bonding, insurance, and escalation for realism and consistency with the technical approach?

Response: See the response to question 4 above.

20) Attachment J.2; Section H.3; Section L, Volume III – Price Proposal: Attachment J.2 includes separate lines for Insurance and Performance & Payment Bonds, while Section H requires evidence of insurance with the proposal and identifies insurance requirements applicable to orders. Should offerors price estimated IDIQ-level annual insurance and bond costs in the separate Attachment J.2 lines, include those costs within each category/project price, or reserve project-specific insurance and bond costs for individual task order proposals? Please advise.

Response: See the response to question 4 above. Insurance and Performance & Payment Bonds costs will be addressed at the order level.

21) Attachment J.2; Section B; Section L, Volume III – Price Proposal: Can the Government provide representative project assumptions for each Attachment J.2 modernization category, such as historical or anticipated average order value, approximate square footage, typical scope elements, phasing assumptions, or magnitude ranges, so offerors can develop consistent and comparable category/project pricing?

Response: See the response to question 4 above.

Individual orders will vary in their design requirements based on the scope and complexity of the specific project. The extent of services will be determined at the order level and will be identified in the applicable solicitation before the order is awarded.

22) PWS Sections 1.2, 1.4, 5.1, 5.1.3, and 5.1.4: For task orders affecting historic architectural features or finishes at FPB, please identify the reviewing and approving authority or authorities, such as DOL, GSA, SHPO, NCPC, or other stakeholders, and describe whether these reviews will be completed before task order issuance or during performance.

Response: The individual task orders will identify any historic preservation considerations and will be coordinated with a review with DOL, GSA, NCPC during performance.

23) PWS Sections 1.4, 5.1, 5.1.2, and 5.1.4: Will the Government provide existing hazardous material surveys or identify hazardous materials before task order issuance, or should offerors assume responsibility for hazardous material investigation, sampling, abatement planning, and abatement execution when preparing task order proposals?

Response: Where previously sampled and identified, the government will provide existing hazardous material surveys on the order level. Areas that have not been sampled due to inaccessibility, may need to be sampled by the offerors prior to an order being issued.

24) PWS Sections 5.1.3 and 5.1.7: When BIM is required at the task order level, please identify the anticipated software platform, model exchange format, modeling/coordination standards, required Level of Development, and as-built model deliverable requirements.

Response: The individual task order may provide a design intent drawing on PDF and when available provided on AutoCAD or Revit. As-Built drawings shall be submitted on one consolidated, searchable PDF containing all drawings/ packages with bookmarks for major divisions and CAD software such as AutoCAD design files 30 days from the substantial completion.

25) PWS Sections 1.6.7, 4.2; Section M, Factor I, Subfactor 3: Are there any minimum personnel clearance, background investigation, suitability, or facility access requirements required for IDIQ award, or will all such requirements be established only at the task order level?

Response: For the ID/IQ contract, the Contract Manager shall undergo an investigation (at minimum a low-risk investigation) prior to being granted access to FPB. The investigation will include the following: identity verification, criminal history check, employment history, residence history, and may require a credit history check.

Specific personnel security clearance requirements will be determined at the order level based on the work, required access, and information involved.

26) Section M – Basis for Award; Section M, Factor I; Section M, Factor II: Section M states that offerors must receive no less than an “Acceptable” rating for Factor I and its subfactors. Please provide the adjectival rating definitions and evaluation criteria that will be used for Technical Capability and Past Performance.

Response: The Government will not provide additional adjectival ratings or definitions beyond those identified in Section M.

27) Section L, Volume II – Past Performance; Section M, Factor II – Past Performance: How will the Government assess past performance relevance for design-build modernization projects, stand-alone construction projects, and IDIQ contracts with task-order work similar in scope, dollar value, and complexity to this requirement?

Response: The Government will assess past performance based on the similarity of the work performed in the scope, dollar value, and complexity to the requirements detailed in the solicitation. Each offeror’s past performance will be evaluate in accordance with Sections L and M of the solicitation.

28) Section L – Joint Venture Partnering Arrangements; Section L, Volume II – Past Performance; Section M, Factor II – Past Performance: For offerors proposing as a joint venture, will the Government consider relevant corporate experience and past performance of individual JV members when evaluating Technical Capability and Past Performance? If so, how will member experience be weighted or attributed to the JV?

Response: Yes, but the offeror shall clearly identify the affiliated company, describe the specific relevant past performance being submitted for consideration, and explain the relationship between the affiliate’s past performance and the offeror’s proposed approach to performing the requirements under the resulting ID/IQ contract.

The Contracting Officer will evaluate the relevancy and quality of the affiliate’s past performance record in accordance with sections L and M of the solicitation.

29) PWS Section 1.6.11; Section L, Volume I, Subfactor 3; Section M, Factor I, Subfactor 3:

The solicitation identifies the Contract Manager as key personnel but also requests resumes and a personnel matrix for key and non-key personnel. Will the Government evaluate additional proposed positions as key personnel if included by the offeror, or is the Contract Manager the only evaluated key person?

Response: A resume is only required for the key personnel, which is the Contract Manager.

30) Section L, Volume II – Past Performance Questionnaire; Attachment J.1 – Return Information: Section L contains placeholder text for Past Performance Questionnaire recipient information and submission date, while Attachment J.1 instructs respondents to submit completed questionnaires directly to Helen A. Williams and Broderick Morris by 9:00 AM EDT on August 17, 2026. Please confirm the official questionnaire submission procedure, required recipients, due date/time, and whether offerors must also submit a separate POC list.

Response: The information is correct.
