About this file
This is a pricing schedule template (Attachment J.2) for labor category and materials pricing on a Department of Labor Frances Perkins Building modernization and space enhancement Multiple Award IDIQ contract. The schedule establishes a framework for offerors to submit fully burdened hourly rates for 18 skilled trade and professional labor categories across a Base Period, Option Period I, and Option Period II, with hourly estimates provided for each position ranging from 6,000 to 13,400 hours depending on the labor category. Labor categories include Project Manager, Interior Designer, Project Engineer, Safety Coordinator, and various skilled trades such as Carpenters, Electricians, Plumbers, HVAC Technicians, Painters, Drywall Installers, Masons, Welders, Equipment Operators, Laborers, Fire Protection Technicians, Flooring Installers, Sheet Metal Workers, and Administrative personnel. CLIN 0019 establishes a not-to-exceed amount of $8,000,000 for modernization equipment and materials across all three contract periods, with the same cap applied to each period.
The document emphasizes that submitted labor rates are for Government evaluation and source-selection purposes only and do not obligate the Government to order services at quoted rates or in the quantities specified. Offerors are responsible for providing rates that include all direct and indirect costs, wages, fringe benefits, overhead, general and administrative expenses, and profit. The pricing schedule is part of Amendment 2 to Solicitation 1605C3-26-R-00010, a 100% small business set-aside (small business size standard $45 million) issued by the Department of Labor's Office of the Assistant Secretary for Administration and Management for modernization, repair, and building improvement services at the Frances Perkins Building in Washington, DC under a multiple award IDIQ vehicle structure.
