About this file
This file is a pricing schedule template (Attachment J.2) for labor category pricing under a Multiple Award Indefinite-Delivery, Indefinite-Quantity (ID/IQ) contract for the Department of Labor's Frances Perkins Building (FPB) modernization and space enhancement services. The template requires offerors to submit fully burdened hourly rates for 19 specified labor categories, including professional positions (Project Manager, Interior Designer, Project Engineer, Safety Coordinator) and skilled trades (Carpenter, Electrician, Plumber, HVAC/Mechanical Technician, Painter, Drywall Installer/Finisher, Welder, Mason, Flooring Installer, Sheet Metal Worker, Fire Protection Technician, Equipment Operator, Laborer, Administrative, and Other Skilled Trade). Each labor category specifies a unit of measure (hours) and estimated hours for the base period and two option periods, with proposed hourly rates and total prices to be provided by offerors along with escalation percentages for each period.
The pricing submission emphasizes that all rates must be fully burdened, including wages, fringe benefits, overhead, general and administrative expenses, and profit as applicable. The document explicitly states that submitted labor rates are for Government evaluation and source-selection purposes only and do not obligate the Government to order labor at the quoted rates or in the specified quantities and mix. Offerors must ensure formulas calculating total prices are accurate, and labor rates are to be kept separate from project/modernization category pricing submitted on other tabs. The Government will determine actual pricing for individual orders based on specific project requirements, scope of work, quantities, materials, equipment, design requirements, site conditions, and schedule factors.

| KEY COMMENTS |
| §The labor rates submitted under this section are solely for Government evaluation and source-selection purposes. |
§The Government's use of the labor rates for evaluation purposes does not create an obligation to order labor hours or services at the quoted rates. The evaluated labor rates shall not be interpreted as a Government estimate or representation of the labor categories, labor hours, or labor mix that will be required during the ordering period.
§The labor rates provided on this tab are separate from the project/modernization category prices on the tabs entilted Base Period, Option Period I, and Option Period II. Offerors shall not incorporate the labor rates into the project/modernization category prices solely for evaluation purposes.
§The Government will determine pricing for orders based on the actual requirements of each project, including the applicable scope of work, quantities, labor mix, materials, equipment, subcontractor requirements, design requirements, site conditions, schedule, and other project specific factors.
