About this file
This document is a solicitation instruction section addressing past performance evaluation requirements and price proposal submission guidelines.
The past performance section requires offerors to provide comprehensive documentation of prior contract performance, including explanations for any schedule or technical performance shortfalls, delivery schedule revisions, Requests for Deviation or Waiver, Cure Notices, Show Cause Letters, and contract terminations with stated reasons. New corporate entities may submit data on prior contracts of officers and employees but must detail their roles in those contracts. Offerors must complete Part I of a Past Performance Questionnaire and distribute it to Government and private sector points of contact (POCs) responsible for past/current contracts. POCs must complete Part II and return the questionnaire to the Contract Specialist by a specified deadline. Offerors must also submit a list of all POCs contacted, formatted as a Word table with specified fields including RFQ Number, Company Name, Contract Number, Government Agency, POC identification information, and submission date.
The Price Proposal section (Volume III) requires offerors to provide pricing for each Contract Line-Item Number (CLIN) detailed in Schedule B for the base and option periods. The Government will evaluate pricing for reasonableness and completeness using RFO Subpart 15.4 procedures, with unbalanced pricing grounds for rejection. Offerors must justify any inconsistencies between proposed performance and price, including documentation of unique approaches underlying abnormally low prices. The Government may reject proposals with unrealistically low prices that suggest inadequate understanding of technical requirements or performance risk. Required submissions with Volume III include a signed SF 1449 and amendments, proof of insurance as detailed in solicitation section H.3, and a completed GSA Form 527 (Contractor's Qualification and Financial Information).

VOLUME III – PRICE PROPOSAL
The Offeror must provide pricing for each Contract Line-Item Number (CLIN) detailed in Schedule B (Attachment J.2) for the base and each option period.
The Government intends to assess the proposed pricing to determine reasonableness and completeness. Any inconsistencies between proposed performance and price must clearly be justified. For example, if unique and innovative approaches are the basis for an abnormally low proposed price, the nature of these approaches and their impact to the proposed price must be clearly documented.
The burden of credibility of price (ex. abnormally low) rests solely with the Offeror. The following evaluation criteria must apply:
o Price reasonableness evaluations will use the procedures and techniques of RFO Subpart 15.4. Unbalanced pricing will be grounds for finding an offer unacceptable.
An Offeror’s price proposal will be evaluated to determine whether the Offeror provided sufficient data as required by the solicitation.
An analysis may be used to determine if the proposed pricing is unrealistically low in relation to the Government's Independent Cost
Estimate, market conditions evidenced by other competitive proposals received, and the Offeror's technical / management approach, such that there is a risk the Offeror does not understand the procurement’s technical requirements or may not satisfactorily perform at the proposed price. The government will reject proposals for offering prices that are determined to be unrealistic.
Offeror’s must submit the following documents with Volume III:
o A signed SF 1449 and any amendments.
o Proof of the amount and types of insurance detailed in solicitation section H. 17 H.3.
o A completed and signed copy of GSA Form 527 – Contractor’s Qualification and Financial Information.
