Potomac Job Corps Center Design-Build | National Project 1 of 104

RENOVATION OF DORMITORY BUILDING 54

I. GENERAL

A. SCOPE BACKGROUND

1. The Potomac Job Corps Center is located in Washington, DC and was activated in 1978. It is one of the largest job corps facilities operated and sits on approximately 46 ½ acres. The facility is operated by Ekerd Connects under federal contract. All land, improvements and structures on this site are leased by the U.S. Department of Labor (Department).

2. The center has eleven “candidate” buildings to be listed on the National Register of Historic Places (NRHP). Prior to any work being performed on these buildings, and in accordance with Section 106 of the National Historic Preservation Act and 36 CFR Part 800, the Department of Labor must initiate consultation with the State Historic Preservation Office (SHPO) to seek a determination of no adverse effect or, if an adverse effect found, to mitigate said adverse effect this project may cause to any "candidate" building or property.

3. Male Dormitory Building 54 is a two-story I-prototype structure with approximately 25,580 GSF, built in 1997. The building has concrete foundation with loadbearing masonry walls. The roof structure is wood with asphalt shingles roofing system and exterior gutters/downspouts which was replaced in 2019 and is under the manufacturer’s warranty.

4. The building interiors were severely damaged by continuous roof leaks, causing mold/mildew issues in the building. Mold was observed primarily on the first floor.

As part of mold remediation, the bottom 24 to 30 inches of drywall was removed from all partitions on the first floor leaving metal studs exposed.

5. The building has a hydraulic elevator serving the first and second floors. The elevator machinery room is located on the first floor and will require fire rating for the walls and ceilings, doors and frames as required by code. The Contractor shall include the inspection and issuance of an elevator operators permit at Substantial Completion Any additional required work necessary to obtain an elevator operation permit shall be submitted to the CO for approval.

6. The building HVAC system consists of two split systems manufactured by York model L1EU360AA with direct expansion (DX) cooling and hydronic hot water heating, served by a gas-fired heating boiler manufactured by RBI model CB1000 with 1,000 MBH heating input which is in the first-floor mechanical room. The

Potomac Job Corps Center Design-Build | National Project 2 of 104 condensing units are manufactured by York models HA300C00A2CAA2BE (25 ton) and H2CA360A25C (30 ton) and utilize R-22 refrigerant.

7. The air handling units (AHUs) are constant air volume designed with four variable air volume bypass dampers, 14 zone dampers (by ETI) and airside economizer with associated relief fans.

8. Domestic hot water is provided by a gas-fired water heater manufactured by RBI model FW750 with 750 MBH heating input and two 200-gallon vertical storage tanks in the second-floor mechanical room.

9. The entire building is protected by an automatic fire sprinkler system, including the building attic spaces which utilizes a dry pipe fire sprinkler system.

10. The building electrical service is provided through an underground conduit from an 800A switch located in D-2 dormitory Building 62 to a 1200A two-sectional main distribution panel with a 1200A main circuit breaker. The distribution panel has two

(2) 40A, one (1) 100A, one (1) 150A, one (1) 175A, four (4) 225A circuit breakers and one (1) 150A spare circuit breaker.

11. The 100A MLO panel serves the exterior lighting. The two (2) 225A MLO panels in the mechanical rooms serve the mechanical and laundry loads.

12. The two (2) 225A MLO panels, each with a 225A MCB in RA offices on the first and second floors, provide power for general and lighting loads, elevator, condensing unit and two air handler units.

13. The building main fire alarm annunciator panel is manufactured by Fire-Lite 9200UDLS located in the sprinkler room at the first floor. One Antronnix remote annunciator panel is in the first-floor vestibule; another one Notifier is located in the first floor RA office.

14. The extender fire alarm panel is provided in the second-floor storage room. The building fire alarm system has been damaged due to continuous roof leaks, damaging the detection and notification devices.

Job Corps publication “JCH-814, September 2013 Planning, Design, and Construction Administration Guidelines for Architects and Engineers," including Amendment 1 dated September 2015, is a companion document to this scope of work. This reference will from this point forward be referenced as “JCH-814” and can be found at http://www.solicitationattachments.com (click link to view).

b. JCH-814 presents the Contractor with additional design criteria not specifically stated in the scope of work. Where conflicts occur between the requirements of the contract and JCH 814, the requirements of the contract shall take precedence.

2. Guiding Documents (Prototype Design)

a. The Contractor and its consultants shall use the “Design Guide for Prototype Buildings – Dormitory” (click link to view) as a guide and coordinate with the Engineer Support Contractor (ESC) and the Department to determine the actual equipment required.

Potomac Job Corps Center Design-Build | National Project 7 of 104

d. The Contractor shall use the Compliance Forms and instructions included in the Tool as a guide for implementing the Guiding Principles. The Summary Checklist provides a quick list of the Guiding Principles and the actions required to achieve them.

e. As Guiding Principles are met, marking the corresponding checkbox on the Compliance Forms will populate a total percentage of Guiding Principles achieved. The Compliance Forms also provide a space for notes or to list supporting documents.

f. In the event a Guiding Principle cannot be met, the Compliance Forms also provide an opportunity to explain the reason why. The Summary Checklist provides a quick view to easily review compliance overtime.

g. To the extent required by this SOW, members of the project design team are to incorporate GP requirements into the design and verify implementation. Upon project completion, each team member is to fill out and sign the compliance form for each assigned category and provide the exhibits required per the Job Corps High Performance and Sustainable Buildings New Buildings Compliance Tool.

h. Each compliance form is provided on a separate tab in the compliance tool. The team member/professional is to fill out the "Confirmation" section of each form and provide exhibits as noted in "Required Exhibits."

i. In the event special circumstances make compliance of a Guiding Principle category unachievable, the appropriate team member may use the "Compliance Notes" field to describe why the project could not achieve compliance. This field may also be used to describe any unique or alternative compliance method, if previously approved by the Department. Provide copies of emails or letters from CO that approves any decisions for non-compliance with a Guiding Principle category.

j. There shall be at least one sustainable design accredited professional as an integral and active member of the design team who shall be actively involved through design and construction.

k. The project shall also meet required energy use and sustainability goals as described below and as noted in the JCH-814.
