QUESTION Drawing/Reference Responses

Per SOW 1.A.3, Page 1 of 104, it states “roof structure is wood with asphalt shingles roofing system and exterior gutters/downspouts which was replaced in 2019”. Please clarify if just the downspouts and gutters were replaced or the roof and gutters/downspouts were replaced.

Roof, downspouts, and gutters were replaced in 2018/2019.

Please clarify if Building 54 is a Registered Historic Building or not. There is a conflict in the SOW. Per SOW 1.A.2 on Page 1 of 104, it states that "the Department of Labor must initiate consultation with the State Historic Preservation Office (SHPO) to seek a determination of no adverse effect or, if an adverse effect found, to mitigate said adverse effect this project may cause to any "candidate" building or property." Meanwhile Page 4 of 104, Paragraph A.1.b Historic Preservation states "N/A".

Building 54 is not one of the Candidate buildings to be registered on the National Register of Historic Places.

With respect to the Design, please confirm the Design for the entire 1st floor shall be included and completed in Phase 1 and costs included in CLIN0001.

See Scope of Work page 20 section 9.a.1 Confirmed. See SOW Section IV.B.9.a.

For Section B Pricing, CLIN0002 is for Bond Costs to cover CLIN0001. Should we include bond costs for Option Item CLIN 0003 in CLIN0003 or will you be updating this to add a 4th

CLIN.

Fourth (4th) CLIN added to include bond costs if option- CLIN 3 is exercised. Please see attachment.

Has all mold / mildew been removed from the building or will the contractor be required to conduct a Haz-Mat study as part of the D-B SOW?

SOW, I-A.4., page 6/110 Mold/Mildew will be addressed in Amendment #3. A HAZMAT study is not required .

Have the bottom of the walls removed by the previous mold remediation been replaced or are these quantities included in quantities listed in Sections C & E? I-A.4. / Section C, pages 6 / 110 & 28/110 & 73/110 All quantities are included in Part IV, Sections C and E of the Scope of Work.

Are we correct to assume that the Sustainable Design and Building Requirements only pertain to those items being repaired/replaced within the project SOW and not the entire Building Envelope?

SOW, II - Section C-2, page 11/110 Yes. Sustainable Design and Building Requirements only pertain to those items being repaired/replaced within the project SOW and not the entire Building Envelope.

It is our understanding that D-B shall conduct a Seismic Design Review IAW JCH 814. Will repairs be made by the contractor with costs compensation via a contract modification issued by the KO?

SOW, II - Section C-2 & IV - C-14, pages 10/110 & 41/110

Structural repair costs will be compensated via modification if deemed necessary.

Reference to JCH-814 additional design requirements take precedence over the requirements of the contract. Can the Government advise how this statement impacts the project SOW and requirements on this project?

SOW, B. Job Corps Guidelines 1.b, page 10/110 JCH-814 requirements do not take precedence over the requirements of the contract. Where conflicts occur the contractor shall request clarification from the CO, Additional Responses to Questions Solicitation No. 1605AE-24-R-0005 Amendment 2

Project 4179, Building 54 Renovation at Potomac Job Corps Center

Please clarify the Government's intention with regard to the following Note;-Item 14. Note:

Cutting and patching quantities are not included in the Quantities indicated in Item 14.

Contractor to include costs for cutting and patching as required.

CPM Schedule is limited to 2 pages. Would the government consider the elimination of the 2 page limit as this is too restrictive to present the information as required in section L and as stated in attachment J.3. We would recommend the page limit be deleted and the use of 11x17 sheets be permitted for the ease review by the government and to afford a complete presentation of the information required. Please advise.

Solicitation, L.12.2.2.1.2.1, page 95/98 L.12.2.2.1.2.1 SUBFACTOR 1: CPM Schedule page limit has been revised to 3 pages. The use of 11x17 sheet size is acceptable for the CPM Schedule only.

Will this building be one of the candidate buildings one of the eleven buildings listed on the National Register of Historic Places?

Duplicate - Please see question #2.

What is the maximum amount of time for Gov’t to award Phase 2 Bid Option? Page 20 “10. If the Department determines that Phase 1 and Phase 2 of the work will be awarded at the same time, all design and construction from both phases will be completed concurrently.” 2nd RFI, should we include the Option in our schedule showing the 557 days?) L.12.2.2.1.2.1 only mentions the base contract work of 467 days.

The Government reserves the right to unilaterally exercise the Option CLIN 0003 within 30 days of contract award. Please show the schedule as shown in the solicitation for the base period of 467 days. If the option is exercised, the a revised schedule will be required.

The RFP SOW mentions Lifecycle cost analysis in the Guiding Principles. Based on the prescriptive nature of the HVAC listed in the SOW, is this necessary as it will add additional costs.

Yes.

Please confirm that the winning contractor does not have any SHPO requirements relating to the renovation of Building 54.

Duplicate - Please see question #2.

Solicitation/SOW, B.2 & Section IV C,D, &E, pages- 10/98 & 37/110

Confirmed.

The following statement is included in the last paragraph of B.2 " The Government reserves the right to unilaterally exercise the Option CLIN 0003 within 30 days of the contract award. The completion date shall coincide with the completion date of CLIN 0001." This contradicts Section VII Project Schedule of the project SOW that provides for 467 days for CLIN 0001 and 557 days for CLIN 0003. Please clairfy which is correct.

Solicitation / SOW, B.2 / Section VII, pages-10/98 & 109/110

The project provides for Base only (CLIN 0001) - 467 calendar days after NTP; Base + Option, concurrently- 557 calendar days after NTP

Please confirm DOL will be responsible for all efforts regarding SHPO submissions and review on this project. In the course of the design and construction schedule, when does DOL anticipate this being completed? Should this be listed as a separate owner activity on the project schedule?

SOW, I-A.2.,page 6 / 110 Duplicate - Please see question #2.

Does the Gov't's scope and budget anticipate an upgrade to the existing electrical service to the building or is it anticipated electrical service requirements will remain the same or less based on new Mech equipment.

SOW, Section 1-A.10, page 7/110 No, the Government's scope and budget do not anticipate an upgrade to the existing electrical service to the building .

The sections of the SOW regarding the electrical service for the building appear to be contradictory and unclear as to the Government's intentions. The documents appear to indicate that the existing electrical panels are to be reused as stated in item c.1). However item a. states that the Contractor shall comply with JCH 814 and provide load calculations for compliance with the National Electrical Codes. If the load calculations determine that the existing electrical service is inadequate and require modifications or replacement will the Government issue a Contract Modification to the D-B for the additional costs to be incurred for Design and Construction?

SOW, Section 1-A.10 & Section 15. Electrical, pages 7/110 & 42/110

The SOW indicates that the distribution panel and down stream panels are to remain. However, load calculations must verify the new and existing loads are not exceeding the rating of the panel.

How will the DOL-Initiated / DOL - Provided service for compliance with Section 106 of the Historic Preservation Act impact the project scope of work and schedule through out the project design and construction phases of the project?

SOW, Section 1-A.2, page 6/110 Duplicate - Please see question #2

Re: "The roof structure is wood with asphalt shingles roofing system and exterior gutters/downspouts which was replaced in 2019 and is under the manufacturer’s warranty" Please confirm all of the following were replaced in their entirety: Roofing;

Gutters; Downspouts; and that all are functioning properly now. DOL noted that the damage was severe; were wood components of the roof system also replaced during repairs? If so are there any scope/ contract documents available regarding the work performed by others?

SOW, Section 1-A.3, page 6/110 The roof and all affected components were addressed in the 2019 roof project.

Please confirm that ongoing leaking into the envelop of the building has been resolved.

SOW, Section 1-A.4, page 6/110 Confirmed. Leaking into the envelop of the building has been resolved.

When was the elevator last inspected? Can records of the prior inspections be provided?

SOW, Section 1-A.4, page 6/110 Last date of inspection is unknown. No records are available.

Was the original elevator machine room constructed to code? Is achieving a fire rating included in the project RFP "repair work" or something else not done in the original construction?

SOW, Section 1-A.5, page 6/110 Any work associated with the elevator machine room is not required by the scope.

Can DOL provide the make, model, & rating of the elevator and associated equipment?

SOW, Section 1-A.5, page 6/110 No.

The existing HVAC is a DX system. Please confirm we are replacing generally "in like-in-kind" to avoid extensive alterations to associated pipe, ductwork, and other equipment.

Please confirm its the Governments expectation to provide a contemporary, controllable, energy efficient system in keeping with current LEED / Sustainable Construction Standards as maybe available, but without extensive modification to the existing building systems?

SOW, Section 1-A.6 &7, page 7/110

Confirmed. The system will be replaced "in like-in-kind" to avoid extensive alterations to associated pipe, ductwork, and other equipment. It is the Government's expectation to provide a contemporary, controllable, energy efficient system in keeping with current LEED / Sustainable Construction Standards as maybe available, but without extensive modification to the existing building systems.

Is the sprinkler system currently operational? When was the last sprinkler test performed and can system records be provided?

SOW, Section 1-A.9, page 7/110 Contractor to assume existing sprinkler system is currently operational. No sprinkler test data is available.

With regard to Project Scope Intent, how long has the building been out of service? Have utilities and building HVAC Systems been maintained since 2019 or has the building been subject to long term non-occupancy without regard to maintaining the systems and environment within the building? Has the Owner/government performed a Facility Condition Assessment or other evaluation of the building and the MEP Systems operational functional conditions to determine the SOW for this project? If so can these documents be provided?

SOW, Section 1-B, page 7/110 The building has been out of service since 2019. Contractor to assume all utilities and systems are functional.

Due to the protracted 180 Day Award Period, please confirm that the application of all codes, rules, standards, & regulations will be as of the date of the proposal submission to the Government as oppsed to the contract award date.

SOW, Section II, page 8/110 The application of all codes, rules, standards, and regulations will be as of the date of the proposal submission to the Government.

Re: "If lead paint is discovered during the work the Contractor shall immediately contact the Contracting Officer" Based on the age of the building it is unlikely that any hazardous material such as lead, asbestos.. etc. will be encountered, please confirm that any work associated with surveying, testing, abatement or remediation work of hazardous material is outside of the current scope and will be a change order.

SOW, Section II - A.1.a.2, page 7/110 Unknown and/or unforseen site conditions will be addressed as discovered during the work in accordance with Section H.28 NOTIFICATION OF DIFFERING SITE CONDITIONS of the Solicitation.

Re: Permits and Licenses, will the Gov't please provide a list of permits and approving authorities/ jurisdiction's related to the original building designed in 1997.

SOW, Section II - A.3 A list of Permits and Licenses of the building built in 1997 is not available.

Reference Drawing Photo copies have been provided. Are electronic / AutoCAD or equal versions available? If not, please confirm that the Government's schedule and budget anticipates the considerable A/E efforts of as-built verification and development of AutoCAD documents required prior to the 15% Design Submission.

SOW, Section II - D.13., page 22/110 Electronic/AutoCADD or equal reference drawings are not available. The Government Schedule and Budget anticipates the level of effort required to verify reference drawings and develop Auto-CAD documents.

Will the Government permit submitting and acquisition of Architectural Elements including items for wall construction, doors, hardware, and selected surface finishes SOW, Section II - D.3.b.2)c., page 16/110

Submitting and acquisition of Architectural Elements is permitted upon Government acceptance of the Design Submissions identified in Section II.D.3 of the Solicitation Scope of Work.

Due to the stringent requirements of JCH - 814 should the SOW take precedence over the JCH 814 versus what is stated in the referenced guideline paragraph B?

SOW, Section II -B.1.b., page 10/110 The Scope of Work takes precedence over the JCH-814.

Will Commissioning & Recommissioning Services be performed by a third party retained by the Government or by the D-B Contractor? Please confirm its the gov't intent to only commission those NEW system elements proposed for the building and not the existing systems to repaired, patch or simply remain.

SOW, Section II -C.5., page 14/110 Commissioning and re-commissioning is to be performed by Design/Build Contractor. Reference page 9 item 5 and page 51 item 37. It is the Government's intent to commissioning and re-commissioning both the new system elements and existing systems to be repaired.

Firestopping - Is the D-B team expected to inspect the entire building and provide firestopping as required at each rated wall/floor penetration or only in new penetrations created during the project? If firestopping of the entire facility is required does the existing building firestop application log exist? If so can the Government provide a copy?

SOW, Section IV - 18, Page 62/110

Firestopping is required only for new penetrations created during the project.

Does the government have any O&M Manuals and/or maintenance records for the building? If so can copies be provide to the D-B Contractors?

SOW, Section IV - C & E, page 28/110 No O&M Manuals or maintenance records are available.

If permitted by building codes is the use of MC Cable for branch circuits permitted in lieu of EMT or RG Conduit?

SOW, Section IV - C.15.c., page 42/110 If permitted by Building Codes, the use of MC Cable is acceptable.

Please clarify the SOW does not mention HVAC Humidity Control as a requirement for the project. In the JCH 814 humidity control is a design requirement, is this being waived by the Government for this project?

SOW, Section IV - C.15.c., page 52/110 Humidity control is required.
