About this file
This document is a Request for Proposal (RFP) from Harris County for maintenance, repair, and modernization services of vertical transportation equipment across various county facilities. The contract term is set to begin on or about November 1, 2025, for twelve months, with the possibility of four one-year renewal options. A mandatory pre-proposal conference is scheduled for July 28, 2025, at 8:30 a.m. CST, with an immediate walk-through following. The scope covers comprehensive maintenance for elevators, escalators, and vertical platform lifts across eight regions, including Business Operations Services and various county facilities. The vendor will be responsible for monthly, semi-annual, and annual preventive maintenance tasks, emergency response, reporting, and potential modernization services.
The RFP requires an all-inclusive pricing model that covers maintenance, routine repairs, parts, and labor. The vendor must maintain a dedicated contract emergency fund reserve equal to 5% of the annual contract value and provide a comprehensive maintenance plan with digital tracking capabilities. Performance requirements include specific metrics for elevator speed, stopping accuracy, door operations, and callback frequencies. The modernization aspect allows for comprehensive elevator system upgrades, including mechanical, electrical, and aesthetic improvements, with task orders subject to individual approval and bonding requirements. No single modernization task order can exceed $1,000,000, and task orders over $50,000 require Commissioners Court approval.

The vendor may offer for the sale of additional items related to the scope of goods and/or services described and/or listed on the BidTable(s), of this solicitation by identifying other items and/or brands not identified by Harris County in this solicitation. Though the “related items” offered may be considered during the award recommendation, and/or may be made a part of a subsequent contract, if any, with Harris County, the effect of the related items cannot be extended and totaled in determining the highest qualified bidder since an estimated usage is unknown. Purchases by Harris County of related items should not exceed 20% of the total annual purchases under the contract.
The vendor shall provide all labor, materials, software, diagnostic tools, keys, and equipment, as required, and as needed, to perform all applicable services described in this Request for Proposal (RFP) to each County facility listed on the BidTable(s), and any additional facilities added during the execution of the contract. All vendors are advised, and encouraged, to inspect facilities to be serviced prior to submitting a proposal. Vendor accepts elevators and equipment as they are when contract commences, and no claims will be accepted for any portion of the cost of initial replacement of parts, labor for replacement, etc.
The rates quoted on the BidTable(s) must be all-inclusive. “All-inclusive" shall be construed as costs incorporating all charges for labor, material, equipment, and any other cost incurred. Prices listed on the BidTable(s) shall be all-inclusive of maintenance, routine repairs, parts, and labor involved with this service. No separate line-item rates or charges will be accepted. Rates for related service not described here in, when approved by Harris County and as listed in the Related
Services BidTable, will only be paid in the event of requirement for code compliance, force majeure, fire, floods, water, earthquake, vandalism, terrorism, theft, misuse and/or abuse. The vendor may be required to perform these services at any time of day or night seven (7) days a week, including Harris County holidays. Rates for “related services” will not be paid in the event of callback due to vendor error, a passenger entrapment, service elevator malfunction/failure, two (2) or more passenger elevators in the same building out of service due to malfunction/failure, or all elevators in a single building out of service due to malfunction/failure.
I. GENERAL INFORMATION
a. Equipment – All work under the resulting contract shall be performed in accordance with all the requirements and specifications given in this solicitation and under the guidance and direction of the appropriate Harris County Department Representative (HCDR). Any equipment, devices, etc. used or installed by vendor in performance of the required services must be state-of-the-art and in accordance with current industry standards, regulations and codes. When particular material manufacturers, brand names and/or model numbers are identified in this solicitation, the vendor shall use such manufacturers, brand names and/or model numbers in connection with the performance of the services. All manufacturers’ articles, materials and equipment shall be applied, installed, connected, erected, used, cleaned, etc., in accordance with the manufacturers’ published instructions, as directed by the manufacturers’ representatives, or as directed by a licensed professional overseeing the work. In the event the vendor determines that any instructions from a manufacturer or licensed professional are not appropriate, vendor shall immediately notify the HCDR prior to following said inappropriate instructions.
The vendor shall examine, operate, clean, lubricate, and adjust the vertical transportation equipment pursuant to the specified servicing intervals, and repair or replace during specified servicing intervals all portions of the equipment in accordance with the most current version, that has been adopted, of the American Society of Mechanical Engineers (ASME) A17.1 safety code for elevators and escalators. Harris County may add locations and equipment to, or delete from, the resulting contract as necessary.
The services for the added locations and equipment must be priced comparably to similar equipment then currently on the contract. Deletions from this contract may be permanent or temporary, but the cost of service for a deleted unit will not be paid until the unit is returned to service. Both parties shall agree that any additions, removals, or modifications to equipment or locations detailed in specifications shall only become effective upon mutual written agreement. These changes and modification shall be documented as a formal amendment to the award contract and signed by authorized representatives of both parties. Each amendment will clearly identify the specific changes, their effective date, and any resulting adjustments to compensation, service fees, or delivery schedules.
Harris County may inspect and test, at its convenience, any vertical transportation equipment and/or related equipment to verify that the contract requirements are being fulfilled. Deficiencies shall be expeditiously corrected. Failure to begin to correct any deficiency within forty-eight (48) hours of notification will be justification for Harris County to satisfy the deficiency outside of the current contract and deduct all costs for such services from the vendor's monthly charge for service. Harris County may utilize a consultant to determine the condition of the vertical transportation equipment at any time and requires the vendor to correct any and all deficiencies.
