The project encompasses comprehensive bridge reconstruction including structural design, approach roadway construction, temporary excavation support systems, and erosion and sediment pollution controls. The work involves either construction of the as-designed bridge structure or contractor-designed alternate bridge structures meeting specified equivalency requirements. Key contract items include the bridge structure (lump sum), steel bridge structure with alternate design options (lump sum), temporary excavation support and protection systems (lump sum), approach roadway construction (lump sum), maintenance and protection of traffic during construction (lump sum), shop inspection of fabricated structural steel (lump sum), and erosion and sediment pollution controls (lump sum). Bids will be received via PennBid until 10:00 a.m. local time on April 30, 2026, with opening and public announcement by the County Bridge Engineer at the Mercer County Bridge Department, 104 Mortensen Road, Greenville, Pennsylvania. The anticipated notice to proceed date is May 28, 2026, with a contract time requirement of 395 consecutive calendar days for opening Bridge 2904 to unrestricted traffic. Detailed structural drawings, construction plans, and technical specifications are available online at no cost through PennBid at https://pennbid.bonfirehub.com/.

Contractors must demonstrate prequalification and adequate work capacity capacity and submit certifications including the Worker Protection and Investment Certification Form (BOP-2201) within seven calendar days of bid opening. Road user liquidated damages of $930.00 per day will be assessed for failure to open the bridge to unrestricted traffic within the 395-day requirement. The contract permits foreign steel or iron materials up to 0.1% of the total contract amount or $2,500 (whichever is greater), and manufactured products not complying with Buy America provisions up to the lesser of $1 million or 5% of applicable project costs. The Mercer County Commissioners reserve the right to reject any or all submissions and may waive informalities in the bidding process. Payment will be made through current estimate payments with retainage provisions: 10% retainage prior to 50% completion, reduced to 5% after 50% completion if work is satisfactory, with semi-final estimates due within 30 days of substantial completion.

PART A
DESCRIPTION— This work is either construction of the bridge structure as designed or designing and constructing an equivalent bridge structure of an alternate design in place of the “as-designed” bridge structure. If the proposed alternate design is determined not to be equivalent to the “as-designed” bridge structure, this work is the construction of the “as-designed” bridge structure at no additional cost to the Owner.
DESIGN—

(1) If an alternate design bridge structure is bid, furnish to the Owner, preliminary conceptual design calculations and drawings for the alternate bridge structure. Provide an alternate design equivalent to the original design and meeting applicable design criteria for strength and serviceability.
(2) If the equivalency of an alternate design cannot be clearly established, the Owner will be the final arbiter, and the Owner’s decision will be final.
(3) Furnish with the preliminary conceptual design submission, a tabulation identifying the differences between the “as-designed” bridge structure and the alternate design structure.
(4) Any delay in submission and acceptance of a proposed alternate design, or a revision and/or approval of required permits, will not extend the Contract Time.
(5) If an alternate design structure is bid, and an acceptable preliminary conceptual design is not approved within 30 calendar days from the award date (6 days for the submission and 24 days for the Owner’s review), construct the “as-designed” bridge structure at no additional cost to the Owner.
(6) Alternate designs which take advantage of any errors and/or omissions in the plans for the “as-designed” bridge structure or discrepancies between the “as-designed” bridge structure plans and the special provisions covering alternate designs, will not be accepted. In the event any such error, omission, or discrepancy is discovered, immediately notify the Owner. Failure to notify the Owner will constitute a waiver of all claims for misunderstandings, ambiguities, or other situations resulting from the error, omission, or discrepancy.
(7) Experimental or demonstration-type design concepts; or products, structures, or elements not preapproved by the Owner for general usage will not be allowed in the alternate design.
(8) Only eligible types of bridge structures, as shown in the Project Items and Quantities, bid documents, or special provisions are allowed as contractor-designed alternates.
(9) Value Engineering will not be allowed for elements changed by an approved alternate design.
(10) Use the same type of foundation for an alternate design as that indicated for the “as-designed” bridge structure. Contractor-designed alternate foundation types will not be allowed, but Value Engineering of the as-designed foundation will be allowed.
(11) The alternate design shall be prepared by an engineer licensed in the Commonwealth of Pennsylvania. Submit an affidavit, before or along with the preliminary conceptual design submission, stating that the designer is familiar with AASHTO, PennDOT, and other applicable design criteria, standards, and construction specifications. Also submit a list of similar bridges designed by the engineer within the past five years.

(7) Submit shop drawings to the Owner as specified in Section 105.02 for review and acceptance.
The Owner is not responsible for work done without approved shop drawings.
(8) If any provisions in Part B conflict with those in Part A, the provisions in Part B are to govern.
