1.0 EXECUTIVE SUMMARY

Titan Environmental Solutions, Inc. (TES) was retained by APTIM, Program Manager, Tomas Perina, to conduct a limited survey for asbestos and lead-containing materials on January 14th, 15th, 16th and 17th, 2025. The survey was conducted at 320 West 4th Street, Los Angeles, CA 90013, (referred to as the

Subject Property). The primary objective was to confirm the presence of any asbestos-containing materials (ACMs), lead-based paints (LBPs), and lead-containing materials (LCMs) not initially identified in the Ninyo & Moore’s Hazardous Building Materials Survey Report, Project No. 208183020 dated

August 7th, 2013 and Advantage Environmental Consultants, LLC’s (AEC), Hazardous Building Materials

Survey, Project No. 18-119SD, dated April 18th, 2018.

The survey’s primary goal was to assess the presence of asbestos and lead in building materials anticipated for disturbance during upcoming renovation activities. The sampling scope included all accessible building components and areas within the project area at the Subject Property that had not been previously sampled. Building materials within the interior, exterior, and roof of the property that had already been surveyed were excluded from the scope. The asbestos and lead-containing materials survey was conducted in accordance with a mutually agreed-upon proposal and scope of work.

The limited supplemental asbestos and lead-containing materials survey was conducted on January 14th, 15th, 16th, and 22nd, 2025, the survey was conducted by a team of certified professionals. Owen Carl, a

California Division of Occupational Safety and Health (Cal/OSHA) Certified Site Surveillance Technician

(CSST No. 25-7537), and a State of California Department of Public Health (CDPH) Certified Lead-

Related Construction (LRC) Sampling Technician (LRCST) (No. LRC-00011495), performed this survey.

The surveys were performed under the overall direction of Robert Menald, Cal/OSHA Certified Asbestos

Consultant (CAC No. 08-4323) and CDPH Certified LRCIA (No. LRC-00005260). The final report underwent a thorough review by Ibrahim M. Sobeih, who holds certifications as a Cal/OSHA (CAC No.

06-4078), CDPH Certified LRCIA (No. LRC-00011308), and Certified Industrial Hygienist (CIH) in the

Comprehensive Practice by the Board for Global EHS Credentialing (BGC Certificate No. 5628CP).

The following summarizes the sampling and findings:

The Junipero Serra State Office Building #512, located at 320 West 4th Street, Los Angeles, California

90013, is a historic commercial office building built atop two subterranean parking levels.

The building's interior includes a mix of private and open-plan office spaces, courtrooms, multi-purpose rooms, and a cafeteria to accommodate both administrative and public services. The ceilings incorporate a variety of ceiling tiles in different sizes, along with gypsum wallboard materials. The interior walls are finished with a combination of gypsum wallboard and plaster. Flooring throughout the building consists of vinyl floor tiles and commercial-grade carpeting, designed to withstand high foot traffic while maintaining a polished appearance.

The building’s historic exterior reflects, masonry, stone, terra cotta tile, and decorative cornices.

3.0 SURVEY PURPOSE AND SCOPE

3.1 SURVEY PURPOSE

The purpose of the pre-alteration assessment of asbestos-containing and lead-containing paint was to identify, assess, and survey the building materials, which are scheduled to be disturbed by the upcoming demolition “Junipero Serra State Office Building #512”.

Additionally, the objective of the survey was to:

• Identify friable and non-friable ACM and/or ACCM in the building materials within the project area and document the material types, locations, asbestos content, friability and approximate total quantities of surveyed materials.

• Collect a representative number of bulk samples from suspect ACMs homogenous areas in accordance with the National Emissions Standard for Hazardous Air Pollutants (NESHAP) and

South Coast Air Quality Management District (SCAQMD) asbestos regulations protocol for demolition/renovation surveys, and submittal for analysis. Analysis of asbestos bulk samples using polarized light microscopy (PLM) visual estimation in accordance with EPA’s Test Method for the Determination of Asbestos in Bulk Materials, July 1993 (EPA/600/R-93/116).

• Identify if LBPs and/or LCMs are present at the Subject Property prior to the renovation activities and to document the component/substrate, locations, condition, color and lead content.

• Conduct a survey for LBPs/LCMs using an XRF paint analyzer to screen materials suspected of being coated with LBPs and/or LCMs; and

• Submit a written report, including analytical results, regulatory requirements, conclusions and recommendations.

The survey included a visual inspection and non-destructive testing methods to identify suspect materials that are readily accessible and visible. The survey did not involve removing building components or materials to access areas that are not visible or performing invasive testing that could damage the structure or equipment. As a result, there may be suspect materials that were not identified during the survey, particularly those that are concealed or inaccessible. It is important to keep this limitation in mind when interpreting the results of the survey and to take appropriate precautions when working with potentially hazardous materials.

3.2 HISTORICAL DATA

A previous survey report for the building was made available for review. The Asbestos and Lead-Based

Paint Survey was conducted by Ninyo & More, Project No. 208183020, dated August 7th, 2013 (please see Attachment I for a copy of the report). The survey did not identify any ACMs:

Additionally, the Asbestos and Lead-Based Paint Survey report identified the following regarding Lead-

Based Paint (LBP):

• Sub-basement o Concrete Floor

• Basement o Concrete Floor

A previous survey report for the building was made available for review. The Asbestos and Lead-Based

ACMs:

Additionally, the Asbestos and Lead-Based Paint Survey report did not identify any Lead-Based Paint

(LBP) materials.

4.0 ASBESTOS SAMPLING METHODOLOGY AND REGULATIONS

4.1 ASBESTOS SURVEY AND ANALYTICAL LABORATORY

The asbestos survey was conducted in accordance with NESHAP pre-renovation/demolition standards.

The asbestos survey consisted of two (2) primary field activities [(1) visual inspection of the survey area and (2) representative bulk sampling of suspect asbestos containing materials], laboratory sample analysis, and preparation of a survey report.

Asbestos Inspection

The visual inspection included the following activities: (1) identifying homogenous areas of suspect ACM,

(2) determining friability and classification [surfacing = material that is spray or trowel applied, thermal

Visual inspection and physical handling are performed for all suspect materials to ensure proper friability classification, condition and potential damage - materials are assessed for any damage by impact, water, aging, deterioration, or delaminating from their substrata.

• Good Condition: Material with no visible damage, deterioration, or showing only very limited damage or deterioration.

• Damaged: The surface is crumbling, blistered, water stained, gouged, marred or otherwise abraded over less than one-tenth of the surface if the damage is evenly distributed; or less than one quarter if the damage is localized. Accumulation of powder, dust, or debris similar in appearance to the suspect material on surfaces beneath the material can be used as confirmatory evidence.

• Significantly Damaged: The surface is crumbling or blistered over at least one-tenth of the surface if the damage is evenly distributed or at least one quarter if the damage is localized; and water stains, gouges or mars over at least one-tenth of the surface if the damage is evenly distributed or at least one quarter if the damage is localized. Accumulation of powder, dust, or debris similar in appearance to the suspect material on surfaces beneath the material can be used as confirmatory evidence.

Asbestos Sample Analysis

Upon completion of the bulk sampling activities, the samples were submitted to an accredited laboratory by the National Institute for Standards and Technology (NIST) under the National Voluntary Laboratory

Accreditation Program (NVLAP), under proper Chain-of-Custody (COC) documentation. Bulk sample analysis was conducted by Polarized Light Microscopy (PLM) with dispersion staining as described in the "Method for the Determination of Asbestos in Bulk Building Materials," Method EPA-600/R-93/116

(July 1993, Part 1). A sample is immersed in a solution of known refractive index and subjected to illumination by polarized light.

TES collected eighty-five (85) bulk samples of suspect ACMs/ACCMs representing twenty-seven (27) homogenous areas from the survey area of the Subject Property, which were analyzed for asbestos content via Polarized Light Microscopy (PLM) visual estimation by Eurofins EPK Built Environment

Testing, LLC in Tustin, California. Eurofins EPK Built Environment Testing, LLC is accredited by the

National Institute for Standards and Technology (NIST) under the National Voluntary Laboratory

Accreditation Program (NVLAP Lab Code 200757-0).

4.2 ASBESTOS REGULATORY DEFINITIONS AND STANDARDS

Asbestos Regulatory Definitions

320 West 4th Street, Los Angeles, CA 90013 Project No. 128925 – AS, XRF

The United States Environmental Protection Agency (EPA) defines asbestos-containing material (ACM) as follows:

• ACM is defined by EPA as any material containing more than one percent (>1%) asbestos as determined using the method specified in Appendix E, Subpart E, 40 CFR Part 763, Section 1, Polarized Light Microscopy (PLM). In order to verify a material with detected concentrations of asbestos is not an ACM, the EPA requires PLM point count analysis to confirm the asbestos concentration is <1.0%.

• Friable ACM as defined by the EPA, means material containing more than one percent…
