1. INTRODUCTION

In accordance with your request and authorization to proceed, Ninyo & Moore has performed a limited hazardous building materials survey (HBMS) at the Junipero Serra Building at 320 West th

Street, Los Angeles, California (site; Figure 1). The survey was performed in support of the upcoming renovations for the “Access Compliance Project.” Our services included performing an asbestos-containing materials (ACMs) survey and lead containing surfaces (LCSs) survey and a survey of miscellaneous hazardous building materials including potential polychlorinated bi-phenyls (PCBs) containing materials and materials listed under the California Department of

Toxic Substances Control (DTSC) Universal Waste Rule (UWR). This report has been prepared in accordance with generally accepted environmental science and engineering practices. This re-port is based upon conditions at the site at the time of the sampling activities and provides documentation of our findings and recommendations.

2. PURPOSE AND SCOPE OF SERVICES

The objective of this survey is to provide information about current conditions within the build-ing areas associated with the upcoming renovations for the “Access Compliance Project,” regarding the potential presence potential presence of ACMs, LCSs and miscellaneous hazardous building materials. For the purposes of this assessment, LCSs refers to both lead-based paint

(LBP), as defined by the California Department of Public Health (CDPH) and United States De-partment of Housing and Urban Development (HUD), and other potential lead-containing materials, including, but not limited to, ceramic tile and porcelain bathroom fixtures. The CDPH stipulates that paint or other surface coatings containing an amount equal to or in excess of 1.0 milligram per square centimeter (mg/cm ), or more than 0.5 percent by weight, constitute a LBP.

The HUD guideline for designating a painted surface as lead-containing is consistent with the

CDPH. In the County of Los Angeles, Title 11 Health and Safety Chapter 11.28 “Lead Hazards” stipulate that materials containing lead or its compounds in excess of 0.7 mg/cm , constitutes a lead-bearing substance (LBS). For the purpose of this survey a LBS is also considered a LCS.

Paint that is chipping or peeling, or that may be removed from surfaces, and has a lead content equal to or greater than 1,000 milligrams per kilogram (mg/kg), requires handling as a California

Title 22 hazardous waste. Under California Occupational Safety and Health Administration Con-

208183020 R HBMS.doc 2 struction Safety Orders, Lead, Title 8, Section 1532.1 California Code of Regulations, “Lead In

Construction Standard,” specific worker protection measures are required in construction pro-jects where lead is present. Our scope of services is identified as follows.

Performance of a visual reconnaissance of the designated areas to be renovated at the site to evaluate the possible presence of ACMs and LCS.

Collection of 25 suspect asbestos bulk samples and submittal of these samples to an inde-pendent laboratory for analysis of asbestos content. Samples were analyzed via the United

States Environmental Protection Agency (EPA) recommended method of Polarized Light

Microscopy (PLM) in accordance with EPA Test Method 600/R-93/116 July 93.

Collection of 293 X-Ray fluorescence (XRF) readings of potential LCS (including calibra-tions).

Preparation of a site plan showing suspect asbestos bulk samples and lead containing surface sample locations (if applicable).

Performance of a visual evaluation and quantification of miscellaneous hazardous building materials including but not limited to wet electrical transformers (possible PCB containing oils), fluorescent light bulbs (possible mercury), fluorescent light ballasts (possible PCB-containing oils), high intensity light bulbs (possible mercury), thermostat switches (possible liquid mercury and/or batteries), emergency lighting and exit signs (possible lead acid or other metal containing batteries or tritium), heating, ventilation, and air conditioning

(HVAC) and refrigeration systems (possible chlorofluorocarbon [CFC] gas), and other pos-sible hazardous materials.

Preparation of this HBMS report which summarizes our field activities, presents our survey data, and summarizes descriptions and quantities of assessed materials. This report includes sample location maps, a site description, a summary of our field activities, laboratory testing information, conclusions, and recommendations.

3. SITE DESCRIPTION

The areas within the Junipero Serra Building planned for renovation include the following fin-ishes. The concrete flooring substrate was finished with vinyl floor tiles. The walls are drywall and, in some areas, are also finished with ceramic tiles. The ceilings are drywall and, in some areas, are finished with a drop in ceiling tile panel system. Suspected thermal system insulation on piping was not observed within the accessible areas of the ceiling plenum areas.

208183020 R HBMS.doc 3

4. PHYSICAL LIMITATIONS OF THE FIELD INSPECTION

The surveys were limited to the areas planned for renovations which were provided to Ninyo &

Moore based on the drawings titled, “Access Barrier Removal Plans,” dated June 26, 2013.

Since non-destructive sampling techniques were used, there is a possibility that additional ACMs and LCS may be encountered in inaccessible areas (e.g., interstitial wall and ceiling spaces as well as roof areas) during building renovation activities.

5. SAMPLE COLLECTION AND RESULTS

On July 23, and 24, 2013 Ninyo & Moore personnel conducted the ACM and LCS surveys. The survey followed EPA and HUD guidelines, within the limits of the project scope of work. The

ACMs survey was conducted and performed by a California Division of Occupational Safety and

Health (DOSH) Site Surveillance Technician under the direction of a DOSH Certified Asbestos

Consultant. The ACM survey consisted of visually locating suspected ACMs, inventorying and quantifying homogeneous sampling areas, and collecting suspect building materials from the homogeneous sampling areas. The LCSs survey was performed by a CDPH Certified Lead Certi-fied Lead-Related Construction Inspector/Assessor. The LCSs survey consisted of visually locating suspected LCSs, and conducting XRF analysis on the building components which may be affected by the renovation activities. Inspection certification documentation is presented in

Appendix A.

5.1. ACM Survey

A preliminary visual assessment of the areas planned for renovations was performed. Repre-sentative samples of suspected ACMs were collected after identification of homogeneous sampling areas (areas in which the materials are uniform in color, texture, construction or application date, and general appearance). Each homogeneous area was observed for materi-al type, location, condition, and friability. Representative samples were collected from each homogeneous area except areas that were inaccessible, or areas of assumed ACMs, within the limits of the project scope of work. Samples were collected using EPA-recommended sampling procedures.

208183020 R HBMS.doc 4

Twenty-five samples consisting of 42 layers of suspect ACMs were collected and transferred to LA Testing for asbestos analysis. LA Testing is an accredited laboratory in the National

Voluntary Laboratory Accreditation Program for bulk asbestos fiber analysis. Samples were analyzed using PLM with dispersion staining, for the presence and quantification of asbestos fibers, in general accordance with EPA method 600/R-93/116 July 93. The lower limit of re-liable detection for asbestos using the PLM method is approximately 1 percent by volume.

California regulations define asbestos containing construction materials (ACCMs) as those materials having asbestos content of greater than 0.1 percent. Materials in which no asbestos was detected are defined in the laboratory report as “None detected.” Materials containing asbestos, but in amounts less than 1 percent, are defined as containing “trace” amounts and are classified in this report as ACCMs.

Building materials which were sampled and analyzed for the presence of asbestos are presented in Table 1. Locations of bulk asbestos samples are shown in Figures 2 through 13.

A copy of the laboratory analytical report and chain-of-custody record is presented in

Appendix B.

5.2. LCSs Survey

Lead testing for suspect lead containing ceramic tile, porcelain fixtures, and bathroom parti-tion walls was conducted using a portable NITON XLp 300A XRF spectrum analyzer in accordance with accepted environmental science and engineering practices. The testing methodology used is presented in Appendix C. A total of 293 XRF readings (including cali-brations) were collected from the suspect lead containing surfaces. Note that the LCS detection limit used for the survey was 0.7 mg/cm

5.3. Miscellaneous Hazardous Building Materials Survey

Ninyo & Moore conducted a visual survey and inventory of miscellaneous hazardous build-ing materials. Materials of potential concern including but not limited to wet electrical transformers (possible PCB-containing oils), fluorescent light bulbs (possible mercury), flu-orescent light ballasts (possible PCB-containing oils), high intensity light bulbs (possible mercury), thermostat switches (possible liquid mercury and/or batteries), emergency lighting

208183020 R HBMS.doc 5 and exit signs (possible lead acid or other metal containing batteries or tritium), HVAC, and refrigeration systems (possible CFC gas). In accordance with the scope of work, positive identification of the suspect miscellaneous hazardous materials, via analytical testing, was not performed.

6. SURVEY RESULTS

The following sections summarize the results.

6.1. ACMs

Based on observations and the analytical results of bulk samples collected during this survey, ACMs, and ACCMs were not detected in the areas inspected at the Junipero Serra

Building. Bulk sampling results and laboratory analyses is summarized and presented in

6.3. Miscellaneous Hazardous Building Materials

Miscellaneous potential hazardous building materials observed within the designated areas within the scope of work areas included 2 and 4-foot fluorescent light bulbs and associated light ballasts, and freon associated with the drinking fountains. Table 3 below represents the quantity of bulbs and ballasts observed during the inspection.

Table 3 – Inventory of Hazardous Building Materials

Material Location Estimated Quantity

2-foot fluorescent light bulbs Hallways 600 each 4-foot fluorescent light bulbs Bathrooms 200 each

Light Ballasts Bathrooms & Hallways 400 each Drinking Fountains (CFCs) Hallways 20

Fluorescent light bulbs are classified as light tubes under the DTSC UWR (i.e., containing mercury gases). Light ballasts manufactured until the late 1970s commonly contained PCBs.

7. RECOMMENDATIONS

Since LCSs were identified at the site, the following recommendations are provided:

Applicable laws and regulations should be followed, including those provisions requiring notification to regulatory agencies, building occupants, renovation contractors, and workers of the presence of asbestos and LCSs.

The identified LCSs should not be disturbed. Any LCSs in a non-intact condition should be abated or the component properly removed or encapsulated.

Prior to any demolition or remodeling activities, a composite sample of removed LCS mate-rial should be analyzed for total lead by EPA reference method SW846 for comparison to the

Total Threshold Limit Concentration. If the concentration of total lead is greater than 1,000 mg/kg the LCS waste material must be disposed by a landfill which can handle such wastes.

If the concentration is less than 50 mg/kg the sample may be disposed as construction de-bris, if it is to remain in California. If the result falls between 50 mg/kg and 1,000 mg/kg, the sample must be further analyzed for soluble lead by the Waste Extraction Test for compari-son to the Soluble Threshold Limit Concentration (STLC) as described in 22 California

Code of Regulations 66261.24a. Additionally, if the total lead result is greater or equal to

100 mg/kg the sample must be further analyzed for soluble lead by the Toxicity Characteris-tic Leaching Procedure (TCLP). Based on the comparison of the results of the soluble lead testing to the STLC and TCLP, the waste material may require disposal as a Resource Con-

208183020 R HBMS.doc 18 servation and Recovery Act (RCRA) hazardous waste or non-RCRA (California hazardous) waste.

Miscellaneous hazardous building materials discussed in this report, should be removed and properly recycled or disposed by a licensed contractor if these materials are to be impacted by the planned renovation activities.

8. LIMITATIONS

Ninyo & Moore’s opinions and recommendations regarding environmental conditions, as pre-sented in this report, are based on limited sampling and chemical analysis. Further assessment of potential adverse environmental impacts may be accomplished by a more comprehensive as-sessment. The samples collected and used for testing, and the observations made, are believed to be representative of the area(s) evaluated. However, if additional suspect ACMs or LCSs are en-countered during demolition activities, these materials should be sampled by a qualified person, and analyzed for content prior to further disturbance. In addition, please note that quantities of

LCSs are approximate. These numbers should be confirmed prior to removal activities.

The environmental services described in this report have been conducted in general accordance with current regulatory guidelines and the standard-of-care exercised by environmental consult-ants performing similar work in the project area. No warranty, expressed or implied, is made regarding the professional opinions presented in this report. Variations in site conditions may ex-ist and conditions not observed or described in this report may be encountered during subsequent activities.

This document is intended to be used only in its entirety. No portion of the document, by itself, is designed to completely represent any aspect of the project described herein. Ninyo & Moore should be contacted if the reader requires any additional information, or has questions regarding content, interpretations presented, or completeness of this document.

The environmental interpretations and opinions contained in this report are based on the results of laboratory tests and analyses intended to detect the presence and concentration of specific chemical or physical constituents in samples collected from the subject site. The testing and analyses have been conducted by an independent laboratory which is certified by the State of

208183020 R HBMS.doc 19

California to conduct such tests. Ninyo & Moore has no involvement in, or control over, such testing and analysis. Ninyo & Moore, therefore, disclaims responsibility for any inaccuracy in such laboratory results.

Our conclusions, recommendations, and opinions are based on an analysis of the observed site conditions. It should be understood that the conditions of a site can change with time as a result of natural processes or the activities of man at the subject site or nearby sites. In addition, chang-es to the applicable laws, regulations, codes, and standards of practice may occur due to government action or the broadening of knowledge. The findings of this report may, therefore, be invalidated over time, in part or in whole, by changes over which Ninyo & Moore has no control.

EMSL maintains liability limited to cost of analysis. This report relates only to the samples reported and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. Interpretation and use of test results are the responsibility of the client. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Samples received in good condition unless otherwise noted. Estimated accuracy, precision and uncertainty data available upon request. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Reporting limit is 1%
