About this file
The document is an asbestos and lead-based paint survey report prepared by Group Delta Consultants, Inc. for the Junipero Serra Building located at 320 W. 4th St. in Los Angeles, California, commissioned by IDS (client). The survey was conducted on May 19-20, 2022, and covered the chiller area/basement, floors 1-9, and the cooling tower/roof. The purpose was to test for and identify locations of asbestos-containing materials (ACMs) and lead-based paint (LBP) in support of upcoming renovation projects, specifically for CCTV, chiller, and cooling tower work.
Group Delta collected 89 bulk samples of suspect materials, which were analyzed using Polarized Light Microscopy (PLM) by AmeriSci Los Angeles. The laboratory reports showed no asbestos or lead-based paint detected in any of the samples across various materials including CMU and mortar, concrete, drywall, ceiling tiles, plaster, stucco, and various other building components. The survey was performed by certified asbestos and lead inspectors, including Jerry Sherman (Certified Asbestos Consultant) and David Raver (Certified Asbestos Consultant). The report notes that while no asbestos or lead was found, all painted components should be presumed to contain some detectable levels of lead, and any renovation activities should follow applicable federal, state, and local regulations.
