About this file
This is Addendum 1 to Bid 26000448R for the City of Midland, Texas FY 2026 Citywide Concrete Program, issued on December 19, 2025. The addendum addresses clarifications requested by proposers regarding the bid process and contract terms. The original bid opening date has been moved back one week to Thursday, January 15, 2026, at 2:00 p.m. to accommodate holiday scheduling. The contract covers labor, equipment, material, supervision, and concrete necessary to complete various concrete projects for the City of Midland in accordance with general notes and city and state specifications. This is a re-bid opportunity, and the City has the option to renew the contract for up to two additional one-year terms.
Regarding pricing and contract modifications, the City has made several adjustments to the original bid documents in response to proposer inquiries. Language has been added to allow contractors to adjust unit prices during the renewal process for the two optional one-year terms to account for material and labor cost increases. The City declined to add a separate Project Mobilization pay item, instead requiring bidders to include performance and payment bond costs and other up-front expenses within their unit bid prices. The unit of measure for traffic control has been changed from per each to per day to allow contractors to provide more accurate pricing based on daily rates rather than project-specific unknowns. Additionally, a new pay item for supervisor at an hourly rate has been added to the Extra Work Items section to address supervision costs. Bidders must return the signed addendum with their bid submission by the closing date.

ADDENDUM
BID # 26000448R
TO ALL BIDDERS ON THE SUBJECT BID:
ADDENDUM # 1
DATE: December 19, 2025
The following questions were raised by one or more of the proposers. The answers are provided as a matter of clarification for all proposers as follows:
1. Will the City consider moving the bid date back 1 week to give more time Due to the two Holidays?
a. Yes, the City will move the bid date back 1 week to give more time due to the Holidays. New Opening date is Thursday, January 15 at 2:00pm.
2. The City has the Option to renew the contract for up to two additional one-year terms, but there are no provisions for Escalating the Unit Prices for the additional two one-year terms. Will the city consider modifying the Option Year Terms as they did for the Citywide Paving & Drainage contract, to give the contractor a means to recover material and labor cost increases in the option years?
a. Language has been added to allow the Contractor to adjust their unit prices during the renewal process.
3. When a contract is awarded and the Contractor acquires Performance & Payment Bonds they receive an invoice at that time. Most contractors put the Bond premium in Mobilization so they can bill for the money to pay the Bond premium and other miscellaneous up-front costs. There is no item for Project Mobilization to put the P&P Bond premium or other up-front costs. Will the city consider adding a Project Mobilization item (Lump sum)?
a. The City does not anticipate adding a separate Mobilization pay item to the Citywide Concrete Program. Bidders should include the cost of performance and payment bonds and other up-front/overhead costs in their unit bid prices. This program consists of smaller-scope work performed through monthly invoices, and the City’s payment structure remains based on measured quantities of completed work.
4. Traffic Control is paid by the EA for the various types of streets (Arterial, Collector, Residential), but If the Contractor Doesn’t know the scope, size or location of the projects how can they put a Per Each price on Traffic control? If the city would consider changing the Unit to per “Day”, at least the contractor could give a more responsible unit price.
a. The unit has been changed to per "day" for traffic control items.
5. In the Extra Work Items, there is no Hourly rate for a Supervisor/Foreman. How does the City intend to pay for Supervision?
a. A pay item has been added for supervisor at an hourly rate.
