About this file
This is a bid schedule document for the City of Midland's Miscellaneous Concrete Program for Fiscal Year 2026. The project encompasses the furnishing of materials, equipment, labor, tools, power, and transportation necessary to complete various concrete construction tasks throughout Midland on a unit price basis. The scope includes 35 line items covering diverse concrete work such as asphalt pavement and curb removal, concrete demolition and excavation, installation of multiple curb and gutter types, concrete sidewalks and paving, ADA-compliant curb ramps, traffic control, valve cover and manhole adjustments, and stamped concrete. Quantities range significantly across items, from 10 steel bollards to 40,000 square feet of miscellaneous excavation. The initial contract term extends from the award date through September 30, 2026, with options for two additional one-year renewals (October 1, 2026 through September 30, 2028) contingent upon mutual written agreement. The contract includes six time-and-materials line items for unskilled labor, skilled labor, equipment operators, supervisors, and material mark-up to address work not covered under the primary items.
The contract will be awarded to the low bidder based on total quantities multiplied by unit prices, with an initial contract amount not to exceed $1,000,000.00 and annual renewal amounts not to exceed $2,000,000.00 each. The exact scope and value of work assignments will be determined by the City based on available funds and City Council authorization throughout the contract period. Contractors may request written unit price adjustments upon renewal to account for changes in material, labor, or equipment costs, subject to City review and approval. The City reserves the right to accept, negotiate, or reject any proposed price adjustments and may abandon any portion or the entire project without obligation to the contractor at any time before construction work begins. Work assignments will be coordinated through the City of Midland Transportation Division, which will provide plans, details, and specifications for each individual task. All work must comply with City of Midland Standard Construction Details and Design Standards unless otherwise approved or modified by special provisions.
