Questions and Answers

Q: Can the Government consider extending the due date to the beginning of the new year to allow all time for holidays?

A: No extension is being made at this time.

Q: Would you like section B CLINs to be completed? If yes where do we include them since Volume 3 is Excel?

A: Please fill out the pricing for the individual CLINs in the Pricing Schedule attachment. The total amounts for the years can be filled out on the SF-1449.

Q: For Reps and Certs would a statement that we are registered in SAM be acceptable?

A: If you are registered in SAM, please provide a copy of your SAM registration.

Q: When it says "paragraphs are to be double spaced" does it mean to double space all lines or just lines between individual paragraphs?

A: The technical proposal should be double spaced, not just the lines between paragraphs.

Q: Does "professional certifications of all proposed personnel (to include pilots)" count towards the 25 page limit? How about the sample ad?

A: The technical proposal page limit is 30 pages, not 25. Professional certifications and sample ads are excepted from the page requirement, just as tables, charts, photos. All of these should be provided as an “addendum” to the technical proposal and labeled clearly.

Q: Will you consider allowing tables and graphics to be 8pt font to allow us to properly address sections?

A: See previous answer. These are not part of the page requirement but still need to be submitted according to the formatting requirements.

Q: What volume do you want us to include the SF 1449, reps and certs, etc. in and do they count against the page limit?

A: The SF-1449, Offeror Information Page, any signed SF-30s, SAM documentation, past performance worksheets, MOU or lease agreement and physical security plan are not considered part of the technical proposal. These do not count in the page requirements.

Q: Will the government consider increasing the page limit or reducing the font size?

A: There are no changes to the page limit or formatting.

Q: Is past performance as a subcontractor accepted?

A: Relevant subcontractor performance can be submitted.
