About this file
This document is an attachment containing 21 questions from vendors and the Department of Justice's responses regarding solicitation 15JPSS25R00000004 for Financial & Performance Management System (FPMS) SaaS subscriptions and support services.
Key clarifications include: there are only four proposal volumes required (Technical, Past Performance, Price Proposal, and Pricing Tables), not six as originally stated; the Executive Summary page limit is 3 pages; vendors can add additional FPMS activity use cases in their pricing; templates must be automatically updated by the software manufacturer at no cost; contractor personnel require a T2 Public Trust Investigation with a 5 Sensitivity Level clearance (no FCL required); vendors cannot submit multiple product SKUs for a given use case; and pricing discounts in the tables represent the discount off commercial prices that becomes the IDIQ contract price, with additional task order discounts encouraged. The government also confirmed that the CGI Federal Momentum Financial Suite has a robust API for integration and that archiving capabilities must work across all tools, not just select ones.

Pricing Table
All tabs Are vendors permitted to submit multiple product SKU’s for a given use case, or the same SKU for multiple use cases?
No.
5 Attachment 1: IDIQ
Pricing Table
All tabs Please confirm that the discount in the pricing table establishes the minimum discount afforded to the government.
The discount in the pricing table is the discount off the vendor’s commercially offered price. This becomes the IDIQ contract price. When orders are placed, the vendors are encouraged to offer additional task order price discounts in addition to the already discounted IDIQ price.
6 Attachment 1: IDIQ
Pricing Table
All tabs Please confirm that the vendor may adjust licensing/pricing table to
Yes, the Agency is requesting pricing at both the component level and enterprise level. Items under reflect appropriate licensing.
Examples: 0001C Department-wide would indicate an enterprise licensing solution. 0002C, “component based” enterprise licensing should not be required when there is licensing for
Enterprise established in 0002D. The
Agency is requesting Agency
Financial Reporting pricing at both an individual component level and at an enterprise level, correct?
CLIN 0001 are individual component-based licenses. The Items under CLIN 0002 are enterprise licenses for the entire DOJ Agency. See Section 4
Licensing Requirements 2) b for definition of component and enterprise.
7 Attachment 1: IDIQ
Pricing Table
All tabs Please confirm whether the vendor is able to adjust pricing tables for the base and option years to ensure
CLINs 0001B, 0001E, 0001I are defined as Component-based licenses; and 0002B, 0002E, and
0002I are defined as Department-based (Enterprise) licenses.
The headings “Component Based Licenses” for
CLIN 0001 and “Enterprise Licenses” for 0002 are indicated by the heading in the gray box. The point size has been increased to better differentiate between the two license types.

All of the tools.
17. Section L, 7.
Volume 2 – Past
Performance
48 Under the definition of recent, the government states that past performances being used must have been “performed for at least one year”.
Will the government consider allowing past performance references for federal contracts that have been performed for 7 months or more? This is enough time for a contractor to have completed transitions and preliminary work on a contract, as well as deliver tangible value to government clients. PPQs on projects that have been recently awarded (less than one year) can also be a strong indicator into how well an offeror can transition into performance of a contract.
Past Performance requirements remain the same.
18. 6. Volume 1 –
Technical Proposal
Content
46 Under Key Personnel letter a, the
RFP reads “the PM… shall be pre-screened by the Offeror to ensure the ability to obtain a security clearance required to perform the work”. We cannot find other mentions of the type of clearance the PM must be eligible to receive.
Can the government clarify what type of clearance the PM must be eligible to receive?
Additionally, can the government clarify if offerors must possess any grade of FCL?
Contractor personnel working on contract require a
T2 – Public Trust Investigation with a 5 Sensitivity
Level clearance – No FLC is required.
19. 4. Proposal
Submission
43 Under letter d, the RFP reads
“Offerors shall submit proposals in six separate files” but only lists four volumes.
Can the government confirm if two more volumes should be included in the RFP? If so, what should those volumes be and what are the instructions to offerors?
See answer to question #1.
20. Attachment 1 – IDIQ
Pricing Table
All tabs In the pricing table the government is asking for a “contractor part number”, “% discount”, “discount amount”, and “DOB Total
See answer to question #5
Discounted Price”.
Can the government please confirm that these sections are irrelevant, as this in not a GSA eBuy procurement.
If so, can the government please provide an updated pricing document?
21 Kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details?
Not necessary to bid on this requirement.
