RFQ / SOO Reference Question Answer 1 Reference RFQ document Will the Government grant an extension once answers to questions are posted, to allow contractors 30 days to respond based on answers? i.e., 30 days from answers being posted? Yes; Amendment A01 extended deadline to July 21, 2023, at 10AM EST.
2 Attachment A - PCMS Statement of Objectives-Final, 3.2 Configuration & Testing, p. 5
Please confirm who the necessary USAO-DC stakeholders are that will be involved in providing feedback. Is there a specific process, timeline, and criteria for providing feedback?
The Government expects to have an Executive Project Sponsor Team and a dedicated SME Team. The latter will be comprised of Government staff with experience in prosecution/prosecution support and IT, with access to their respective Division resources as needed for specific inquiries/efforts. The Government expects that the vendor will articulate the timeline, etc for feedback necessary to delivery a successful project (on-time, on-budget, as-specified)
3 RFQ 15JA0523Q00000044 - Prosecutorial Case Management System_Final_Signed, C. Special Requirements, C.3.2.1, pg. 6
Will the AUSAs, who are designated Product Owners, be familiar with Software Development Lifecycle/ Agile methodology, or will the contractor need to provide training/education as part of the project services?
The Government employs a Waterfall SLDC methodology for all in-house application development. The expectation of the new PCMS effort is that it will be Agile - and while many have passing familiarity, AUSAs in the Government have not participated in an Agile development. Offeror will be expected to educate and traing Governmetn team members to facilitate the offeror's propsoed Agile process for project success.
4 RFQ 15JA0523Q00000044 - Prosecutorial Case Management System_Final_Signed, C. Special Requirements, C.3.2.1, pg. 6
Please define “independently verified.” Is the Government planning to use an Independent Verification and Validation (IV&V) contractor alongside the implementation Contractor? Is there a specific process, timeline, and criteria for verification? The term "independently verified" has been removed from the RFQ.
5 Attachment A - PCMS Statement of Objectives-Final, 3.4.1 Deployment & Cutover Plan, p. 8 Please clarify preference of format, if any, desired to communicate the schedule of tasks to stakeholders along with expectations of performance.
The Government expects a detailed cut-over plan in the form a Gantt chart with other supporting documentation. The Government expects the vendor to document the expectations of performance that are required to ensure a successful cut-over. Additionally, the Government expects the the plan to be verbially discussed during status meetings and any tasks and due dates should be covered during those meetings. The intention is for the vendor to identify its proposed solution and asociated pricing structure using any format that suffices to convey the proposed solution.
6 Attachment A - PCMS Statement of Objectives-Final, 3.4.1 Deployment & Cutover Plan, p. 8 Please clarify preference of format, if any, desired to communicate the schedule of tasks to stakeholders along with expectations of performance. The intention is for the vendor to identify its proposed solution and asociated pricing structure using any format that suffices to convey the proposed solution.
RFQ 15JA0523Q00000044 - Prosecutorial Case Management
System_Final_Signed, Part II Additional Terms and Conditions, C.3.1, Award Term Incentive, pg. 10
Please describe the difference between the “Award Term Incentive” and an “Option period” in more detail. Both appear to be six months in duration and functionally equivalent in terms of allowing the Contractor to continue to provide implementation services for the project.
See RFQ, page 10, Part II, Section C, para 3.2 Options - In the event an Award Term Incentive is not earned following the based period, the Govermetn reserves the right to exercise an Option under FAR 52.217-8/9.
8 Attachment A - PCMS Statement of Objectives-Final, 3.6.2.1, p. 11 When does USAO-DC plan to develop an external data warehouse? Are there any specifications available about platform, APIs, frequency, etc.? USADC has a Data Warehouse that is still maturing. The Government expects to evaluate vendor proposals for data warehouse capabilities (that would replace the Government's existing data warehouse) or understand how a vendor's APIs may be used to convey data to the Government's existing data warehouse.
RFQ 15JA0523Q00000044 - Prosecutorial Case Management
System_Final_Signed, Part II Additional Terms and Conditions, E.
Period of Performance, Pg. 11
Pg. 11 indicates “three Base Term Phases,” whereas pg. 8 of the RFQ specifies that the “final quantity of actual Phases […] will be determined based on the agreed upon capacity.” Please clarify the number of Base Term Phases.
The intention is for the vendor to identify and propose its own metholdoy and coresponding terms accordingly. The terms provided were for illustration purposes only as a sample/template.
10 Attachment A - PCMS Statement of Objectives-Final, 3.6.2.6 Government of Attorney Arrest Transfer Interface Data, p. 12 Currently, how does USAO-DC notify OAG? How is this notification documented? Please elaborate on if this is done via phone, email, or by another means of communication. As noted in the document, "This data runs through the Criminal Justice Coordinating Council (CJCC)", The USAO-DC has an interface with the CJCC where the CJCC acts as a central hub for law enforcement partner messages. At this time, the interface is via a SOAP-XML interface.
11 Attachment A - PCMS Statement of Objectives-Final, 7. Place and Period of Performance, Pg. 19
On pg. 19, the Government indicates “the total duration of this contract including the exercise of any options and/or award of an Award Term Phase shall not exceed thirty (30) months.” However, pg. 13 of the SOO indicates “Ongoing system support must be available from the contractor for a total of four (4) option years following the implementation.” Please clarify the period of performance.
The intention for the system creation, testing and implemenation portion of the requiremetn is for the vendor to identify and propose its own metholdoy and coresponding terms accordingly for the Base Contrat Term and any awarded Incentive or Option Terms for new system implementation efforts not to exceed 30 months. If any system maintenance and support is determined to be required after this PCMS implementation requiremetns has been completed will be addressed at a later date outside of this contract.
12 RFP Part I, Section G, Page 11-12, Award Term Incentive & SOO Section 3.9
In the RFP section G, the Government states that "the total duration of this contract, including the exercise of any options under this clause, shall not exceed 30 months" and the SOO states in section 3.0 that "ongoing system support must be available from the contractor for a total of four option years following the implementation." What contract length does the Government anticipate to fulfill the requirements and is this this a currently funded project?
The intention for the system creation, testing and implemenation portion of the requiremetn is for the vendor to identify and propose its own metholdoy and coresponding terms accordingly for the Base Contrat Term and any awarded Incentive or Option Terms for new system implementation efforts not to exceed 30 months.
See Question 11 Above.

3.10 Licensure Agreement
The sample Pricing Schedule does not denote a CLIN for software licenses. Is it acceptable for the vendor to add its own CLINS for software per the instructions on Page 76 of the RFQ ``Alternatively, the quoter may propose its own pricing structure including its own CLINS. The intention is for the vendor to identify its proposed solution and asociated pricing structure using any format that suffices to convey the proposed solution.
14 Part I, B. Project Objectives Objective #4 mentions “higher visibility case management data for both historical and active data analysis;” higher than what? Will the government provide offerors tangible pains/limitations of the current system to propose a contrasting solution?
In context the existing RCIS (which will be repalced by this Soliciation's PCMS solution) has been in continual development for over a decade. Much of its mechanisms for presenting data and information are antiquated. The notion of "higher visibility" indicates more modern data/information presentation. In some part this is to include cleaner information architecture and user experience.
15 Attachment A – Statement of Objectives (SOO). Para 3.2.2.3 Hosting Requirements
Question: a. Will the government enable the contractor to perform a Discovery with an eDiscovery automated tool to enable us to learn more details about the legacy RCIS CMS legacy system Oracle Forms and Reports client functionality, RCIS Database, and external interfaces to support our requirements review process in the PCMS Milestones?
b. Does the government plan to provide the Development, Test, Staging/UAT and Production environment in the cloud?
c. We assume the government is providing the Work Management, DevSecOps and CI/CD Pipeline tooling in the cloud. We assume the government will support contractor requests and enable the contractor to acquire additional automation tooling required by the contractor’s solution to meet the base period schedule requirements. Are these correct assumptions?
a. The Government does not wish to replicate the existing RCIS as a baseline for the new PCMS solution in terms of business logic or data architecture. The Government expects that the new PCMS will include a new novel API for interfacing with external systems.
b. The Government will provide access to external systems/interfaces that are not included as part of the vendor's proposed solution.
c. The Government will not provide work management, DevSecOps, or CI/CD Pipeline tooling in the cloud. The vendor should include any needed tooling, etc that they may require to develop/complete the project.
16 Attachment A – Statement of Objectives (SOO), para 3.3 Formal Testing Support and 3.3.1 Systems Integration Testing (SIT).
The government states: “… Initial deployment, setup, and full iterative configuration of a TEST environment to include all elements that have been configured during Configuration and Testing (Section 3.2) and the attached Requirements Traceability Matrix. Post-configuration of the TEST environment, Systems Integration Testing (SIT) will occur to test the validity of end-to-end processes, functionality, and all interfaces. All necessary USAO-DC stakeholders will be involved to provide feedback along the way and to provide final sign-off on completion of the task.”
Question: This SIT TEST environment requirement precludes the ability of the offeror to configure and setup a DevSecOps CI/CD Pipeline process with Development, Test, Staging/UAT and Production configured to support an agile development process for PCMS delivery. Will the government remove this SOO requirement and enable the offeror to propose setup and configure automated CI/CD Pipelines in the PWS to perform iterative integration, functional and security testing activities in the contractor Development and Test environments and enable the government to perform UAT and Security Controls Assessment in a Staging/UAT environment?
Yes. The Government will consider a CI/CD pipeline that includes all aspects of testing for the daily/periodic builds.
Attachment A – Statement of Objectives (SOO), Para 4.0
GOVERNMENT FURNISHED EQUIPMENT AND GOVERNMENT
FURNISHED INFORMATION.
The government states; “… If a cloud-based solution is proposed and selected, the contractor must provide all neccessary equipment to perform this scope of work. If a system is proposed which requires DOJ network access, USAO-DC will supply Government Furnished Equipment (GFE), specifically laptops and PIV cards to the contractors who will be directly working with the information systems in the test environment.
Question: This solution requirement may place offerors who are proposing a Cloud based solution at a disadvantage. We request the government provide equal development, test, staging and production GFE/GFI support for the cloud-based solution as is provided for the on-premises solution to avoid partiality for one solution over another. That is, we request the government to pay for the costs of the offeror’s cloud-based GFE just as they are paying for the costs of the on-premises based GFE solution.
No; regardless of whether the proposed solution is on-premise or cloud based, vendor's are required to provide all requisite hardware, equipment and materials necessary to support its prposed solution.
18 Reference Document: RFQ
4.3 Pricing Volume Information
Please confirm that the pricing volume should include the price for software licenses associated with the proposed SaaS Solution. If software licenses are not to be included in this RFQ, please identify how the government will obtain those licenses.
The intention is for the vendor to identify its proposed solution and asociated pricing structure using any format that suffices to convey the proposed solution. If licenses are part of the quoter's porposed solution they must account for them in the PWS and proposed pricing structure.
19 Attachment A – Statement of Objectives (SOO), Para 7, Proposed Project Milestones.
The government proposed Project Milestones state; “…This contract is for an initial 18-month Base Term effort and includes one 6-month Phase Zero, one 3-month Baselining Phase and an estimated three 3-month Base Term Phases.” This implies a waterfall-like lifecycle development process.
Question - Will the contractor be permitted to use their Agile lifecycle development process and tailor deliverables and milestones to an incremental development process (i.e.
SAFe, Scrum, Kanban, XP) that can also efficiently and effectively achieve the same results as the government’s proposed Milestones and phases for the PCM Go Live and HyperCare end state in the Production environment?
Yes; the intention is for the vendor to identify and propose its own metholdoy and coresponding terms accordingly. The terms provided were for illustration purposes only as a sample/template. The goal of this requirement is that early in the project and at regular intervals thereafter, the Government can inspect actual, functioning elements of this system. The expectation is that these functioning components are completed and fully capable, and only deployed to production if they provide enough capability to be useful, thereby demonstrating a consistent likelihood of overall project success. The vendor may propose an alternate process as long as it meets the goal of this requirement.
Given that the government is conducting a multi-phase approach to this procurement, will the government consider requiring only the relevant subset of the RFQ contents to be submitted at a given phase in the procurement. For instance, only the information needed to determine who advances to Phase 2 would be required for initial (Phase 1) submission by offererors. This reduces burden on the offeror, alleviating those not down-selected of performing additional work, which is especially important for small-businesses.
No; submissions must include all requisite infomation identified in in Part IV Section D, paras 4.1, 4.2 and 4.3 of the Soliciation at time of initial submission. The Government will then evaluate offeror's submissions as stipulated in (new) Section E (formerly Section D, para 4.4) and (new) Section F (formerly Section D, para 4.5) which descrbies the multiphased evlaution process. All required Technical and Pricing Volumes documentation must be submitted at time of initial submission deadline. To assist in clarifying the oral presentation and multi-phased evlaution process, see renumbered Part IV section E (new) and D (new).
21 Part V, D, 4.5 “The quoter must submit a correct, complete Checklist and all required documents to pass this phase of the evaluation process.”
Question – What is the timeframe from the time of downselection from Phase 1 to Phase 2 after the June 30 submission date? For example, a period of 5 to 10 days?
Timeframe wil be subject to the quantity of quotes received. Pleae note a full submission of all required Techincal and Pricing Volumes are required at time of initial quote submission.
See Question 20 Above.
22 Attachment A – Statement of Objectives (SOO), Para 5.2
Required Key Personnel are defined as Lead Project Manager (Primary POC), Development Lead, and Senior Systems Analyst. These key personnel are defined for a waterfall-like lifecycle process.
Question: a. Will the contractor be permitted to define Key Personnel Roles for their proposed technical approach? b. Will the contractor be permitted to specify key government roles in the PWS that will facilitate an efficient and effective PCMS agile development lifecycle?
The Government employs a Waterfall SLDC methodology for all in-house application development. The expectation of the new PCMS effort is that it will be Agile - and while many have passing familiarity, AUSAs in the Government have not participated in an Agile development. Offeror will be expected to educate and traing Governmetn team members to facilitate the offeror's propsoed Agile process for project success.
See Question 20 Above.
23 Part V, 4.4 (B, iii) Should past performance include that of the subcontractor since they would be a part of the proposed team, and would play a major role in the solution/implementation? Selection of submitted Corporate Expereince & Past Performance project examples is the vendor's discretion. See RFQ, page 75, Part V, Section 4.2(iii)
24 Part V, D, 4.2, ii, B, iii “Quoters must submit a total of three (3) projects for the proposed team that have been performed…” Question – Please clarify what the proposed team on a project means. Will the government allow projects for subcontracted work? Will the government allow projects from teaming partners?
Composition of the vendor's proposed project team is at its discretion. Selection of submitted Corporate Expereince & Past Performance project examples to demonstrate the project team's qualificatiosn and experience is likewise at the vendor's discretion. See RFQ, page 75, Part V, Section 4.2(iii).
See Question 20 Above.
25 General May offerors submit documentation in Phase 1 in one (1) document to include a cover sheet, table of contents, information required in General Information to include the cover letter, and information required in 4.3 Pricing Volume?
No; submissions must include all requisite infomation identified in in Part V Section D, paras 4.1, 4.2 and 4.3 of the Soliciation at time of initial submission.
See Question 20 Above.
26 Part V, D, 4.5 Phase 2 Status bullet 2 seems to contradict previous guidance on what is included in the Written volume Question – Please confirm that only General Information and Section 4.3 Pricing Volume Information are due on June 30 as Phase 1.
See Question 20 Above.
27 Para 4.5 MULTI-PHASED EVALUATION PROCESS INFORMATION
a. Requiring all proposal artifacts up front as required in the Appendix B Solicitation Package Checklist which seeks to minimize proposal effort and government review effort for unsuccessful offerors who do not advance after Phase 1, Phase 2 and Phase 3 rounds. Will the government consider paring down the Phase 1 Attachment B Solicitation Package Checklist to remove the checklist requirement items for: the Performance Work Statement (PWS); Quality Assurance Surveillance Plan (QASP); Complete Technical Volume (except for Evaluation Factor 3 – Corporate Experience & Past Performance); Complete Pricing Volume; and the PWS Reference Crosswalk?
b.Instead could the government combine the Phase 1 Attachment B Solicitation Package Checklist as amended with the above removal and the Evaluation Phase 2:
Corporate Experience and Past Performance Validation. We recommend that to streamline the selection processes and right size the effort, contractors will need to expend to complete combined Phase 1 and Phase 2 artifacts for evaluation so will the government consider combining Phase 1 and Phase 2? Successful combined Phase 1 and Phase 2 offeror’s, would then advance to Evaluation Phase 3: Oral Presentation which would proceed as described in the solicitation.
c.We recommend only offerors who are selected by the government to advance after Phase 3: Oral Presentation be required to submit the balance of the Attachment B Solicitation Package Checklist items: the Performance Work Statement (PWS); Quality Assurance Surveillance Plan (QASP); Complete Technical Volume (except for Evaluation Factor 3 – Corporate Experience & Past Performance which we recommend be evaluated in the Combined Phase 1 and Phase 2); Complete Pricing Volume; and the PWS Reference Crosswalk.
d.The government would then proceed with Evaluation Phase 4: Technical & Price Evaluations with a technical evaluation panel as currently described in the RFP Instructions to Offerors and Evaluation Factors in the solicitation.
e.Phased submittal of the Attachment B Solicitation Package Checklist as we have recommended will streamline the acquisition process and right size the effort required by the government and offeror’s alike. Will the government make the changes we have recommended to the RFP solicitation?
No; submissions must include all requisite infomation identified in in Part V Section D, paras 4.1, 4.2 and 4.3 of the Soliciation at time of initial submission.
See Question 20 Above.
28 Part V, D, 4.2, ii, B, iii “Quoters must submit a total of three (3) projects for the proposed team that have been performed…” Question – Please clarify what the proposed team on a project means.
See RFQ, page 75, Part V, Section 4.2(iii)
29 Part V, 4.5 (Relevancy Validation)
“Quoters who has not performed in a prime role on relevant projects, or which fail to demonstrate relevant experience in similar efforts are not desired and may be eliminated from further award consideration.”
Question - Does the above statement on relevancy imply size/complexity of previously performed projects by the prime, or is it a specific requirement regarding the subject matter (i.e. prosecutorial case management)?
Specific subject matter is a component of relevancy. Relevancy is defined on page 78, Part V, Relevancy Validation, first bullet as relevant experience with the scope, magnitude, and complexity of the PCMS requirmetn of this RFQ. The second bullet sets forth the Government's ability to assign higher relevancy weight to similair PCMS projects within the procedutorial arean and/or Federal government.
30 Part V, D The quotation shall consist of an oral presentation and a limited written volume. Quoters interested in this solicitation shall submit a written volume containing the following information:”
Question – What follows in Section D consists of Sections 4.1 – 4.5. Please clarify what the “limited written volume” consists of in Phase 1.
The work "limited" should not have been included. See corrected RFQ which has removed the word "limited".
31 RFP Part V, Section D Quotation Format and Content, Page 73 Does the government wish to have the Contractor PCMS Team Structure & Key Personnel Resumes, PWS, QASP, and Corporate Experience and Past Performance submitted in one document or separately? Yes; only two volumes shall be submitted (Tehnical and Volume). See RFQ, Part V, page 73, Section 4.2 for all required Techincal Volume information.
32 Attachment D PCMS Requirements Traceability Matrix Final Does the government wish to receive Attachment D populated and incorporated into quoter's performance work statement? A cross-walk between vendor's proposed PWS objectives and all Appendix D Traceability Matrix items must be provided.
Given that the government intends to award using a “best value trade-off methodology” (page 80, Solicitation), will the government consider providing a price range (or at least a not-to-exceed) which is acceptable? Otherwise, the government runs the risk of ruling out an offeror solely on price (in Phase 1) without considering the associated technical approach, team structure, etc. that would allow a best-value determination as a higher-price bid may also offer significantly more value to the government.
The Government estimates the order of magnitude of this requirement to be between $4M - $6M.
What are the page limits for the various sections of the proposal? Specifically, what are the page limits for the following sections?
a.Proposed Organizational Chart b.Proposed Performance Work Statement (PWS) c.Proposed Quality Assurance Surveillance Plan (QASP)
There are no page limits specified for these items; key personnel resumes are limited to 2 pages each.
35 Are there page limits for any of the other sections (e.g., Resumes) No.
36 Reference RFQ document Block 10 NAICS code is blank. Can the NAICS code be provided? The applicable NAICS is: 541512.
RFQ 15JA0523Q00000044 - Prosecutorial Case Management

53 Attachment+A+-+PCMS+Statement+of+Objectives-Final Will the Government confirm there is not a testing requirement once the solution moves to production? It appears in figure 2, that all testing is done prior to deployment in the production environment.
Figure 2 is for illustration purposes only and depicts only mininal testing required; it is incumbent upon the vendor to propose how it will ensure both Test and Production functioatnility, including testing protocols, based on its proposed solution. Through testing the Government desires proof that the system functions as specified; integrates with other systems as required; and operates in a consistent manner across Dev, Test, Prod and any other environments. While testing that the system functions as specified will be accomplished in a Test environment, the Government expects testing in Prod to verify the system integrates with other Prod systems that it is integrated with, and operates in a manner consistent with Dev/Test. The scope of this testing may be greater or lesser, depending on the implementation details (eg, if the same cloud environment with the same specifications is used for Test and Prod, such as build verification testing or confidence testing (sometimes called a "smoke test") to verify the systems operates the same way in the Prod cloud environment as it did in Test).
