About this file

This is a Question and Answer document (Amendment 3) for FBI Request for Quote 15F06726Q000602 for portable X-ray systems intended for the FBI's Critical Incident Response Group (CIRG). The procurement is structured as a total small business set-aside under NAICS 334517 (Irradiation Apparatus Manufacturing) with a 1,000-employee size standard. Only quotes from small business concerns that are authorized resellers will be accepted; small business OEMs may submit quotes directly for their own products. The Government will award to the offeror with the lowest price technically acceptable quotation that conforms to all specifications.

The RFQ requires 50 portable X-ray systems with detector panels measuring 14 by 17 inches externally (with minimum active imaging area of 13.5 by 16.5 inches), pixel size of no less than 148 micrometers, and 310-micrometer minimum scintillator thickness. Systems must achieve 2 lp/mm resolution at 20% MTF using an XTK-compatible controller and integrate directly with the Persistent Systems MPU5 mesh radio via ruggedized RJ45 connection (not wireless alternatives). Internal shielding requires minimum 1mm lead equivalent, IP65 dust and water rating, and MIL-DTL 38999 connectors. Light-colored casing is required to manage thermal performance in field conditions. The Government will furnish X-ray generators, laptops (Dell Pro Rugged 14 Ultra i7/32GB/512GB running Windows 11 Pro), and MPU5 radios; contractors must provide detectors, controllers, software, networking components, protective cases, and accessories. Phased delivery is acceptable within 60 days total. Quotations were due by September 2, 2026 at 11:00am CT, with offers valid for 90 calendar days after submission. Questions address specifications, environmental standards, software compatibility with XTK 3.4.3, integration requirements, and clarification that no spectral/material discrimination capabilities or training delivery are required.

Sheet1 Federal Bureau of Investigation Request for Quote {15F06726Q000602} {Commercial X-Ray Machines}

No.Offeror QuestionGovernment Response
We are looking at the attached RFQ System Configuration and do not see specific requirements for the X-ray detector component of the system. The only specific on the detector is point no. 10. All of our models are battery powered and are ruggedized and suitable for field deployment. Can you give more specifics please?Must meet the specifications in Attachment 1.
The detector requirement states a minimum panel size of 14 by 17 inches. Would a detector marketed as 14 by 17 inches, with an active imaging area of approximately 14.0 by 16.8 inches, be acceptable?Yes, the mimum imaging area must be 13.5 by 16.5 inches.
The requirement states that the pixel size must be “no less than 148 µm.” Should this requirement state “no greater than 148 µm,” or are pixel sizes larger than 148 µm acceptable? We require a minimum pixel size of 148 µm
Does an SBA class or individual waiver to the Nonmanufacturer Rule apply to this procurement? If not, what manufacturer documentation must a nonmanufacturer submit with its quotation? There was a waiver in place at one time but it was terminated (see Federal Register Notice 87 Fed. Reg. 29424)
Is this a brand-name-or-equal requirement, and is the Government anticipating a specific NOVO DR configuration? This is a specification based purchase for commercial portable X-Ray systems that match the specifications listed
Must all 50 systems be delivered at the same time within 60 days, or will phased deliveries be accepted?Phased delivery is acceptable.
Please provide the required training location, anticipated number of students, training duration, number of training locations and whether training must be completed within the 60-day delivery period. And if travel and onsite instruction must be included in the quoteThis is no longer a needed requirement.
Will the award be based on lowest-priced technically acceptable, lowest-priced responsive quotation, or another best-value evaluation method?Award shall be made to the offeror whose quotation, conforming to this solicitation, is determined to be Responsible, Lowest Price Technically Acceptable
What are the primary operational use cases for the portable X-ray system, and what types or sizes of objects will typically be imaged?Operational use case would be bomb technician duties on small objects, connex boxes or larger in a conventional or weapon of mass destruction response.
When the requirement references a 14 × 17-inch detector, does that refer to the active imaging area, the external dimensions of the detector panel, or the minimum required field of view?14 × 17’ refers to the external dimensions of the panel, with the understanding that the imaging area will be a mimum of 13.5 by 16.5 inches.
Would a detector with a smaller physical footprint be considered if it provides comparable or enhanced image quality, resolution, portability, and overall mission effectiveness?Due to the size of objects to be radiographed smaller is not acceptable. If a larger panel that can meet the pixel and scintillator requirements and the same performance was available at a comparable price to the 14 X 17 panels on the market at this time. That would be a consideration.
Would an integrated or wireless detector architecture satisfy the requirement in place of the specified 30-foot and 160-foot cable configurations? No. The only system tested in the deployment environment is the Persistent Systems MPU5.
Is a direct ruggedized RJ45 connection to the MPU5 mandatory, or could the system connect through an approved adapter, gateway, bridge, or secure wireless configuration?Ruggedized RJ45 connection is required.
Which MPU5 model, firmware version, communications protocols, and network configuration will the X-ray system need to support? This will utilize the Persistent Systems MPU5 Mesh radio, MFR code: 4YBU2, (example Rev.8.P), Firmware version 19.9.0.1. Operation frequency S-Band, 2.2-2.5 GHz. 802.3 wired ethernet LAN
Must integration with the Sandia Toolkit and Unified Scan Control be fully completed at the time of quotation, or can integration and validation be completed prior to delivery or final system acceptance? It shall be compatible at time of quotation.
Which version of the Sandia Toolkit or Unified Scan Control will be used, and can the Government provide the applicable interface documentation, APIs, validation procedures, and testing requirements? The current version of XTK is 3.4.3. The current XTK driver list satisifies this requirement.
What environmental operating ranges and ruggedization standards must the complete system meet, including temperature, moisture, dust, shock, vibration, transportation, and field-deployment requirements?MIL-DTL 38999 for connectors and IP65 for dust and water

Visitor access: Please identify the anticipated number of supplier personnel requiring Quantico/FBI access and whether access processing may occur after award without affecting technical acceptability. This is no longer a needed requirement.
Can you provide salient characteristics of the "Diagonal tripod mount for the detector" in line 1 of the system configuration requirements? If our system comes standard with a compact, lightweight and easily attachable/detachable tripod mount for the detector will that suffice? The detector must include a mount that securely holds the detector panel and provides attachment points for tripod or rail‑based mounting systems.
Can you define what is meant by "Controller" in line 3 of the system configuration requirements? Is this referring to a communication module between the panel, generator and laptop/tablet or is it the laptop/tablet itself that controls the entire X-ray System? The “controller” referenced in line 3 of the system configuration requirements refers to a communication module that links the panel, generator, and cabling, or the MPU5 radio, to the laptop or tablet.
Can you specify which attachments you would like stored in the backpack as required in line 9 of the system configuration requirements? The backpack should accommodate the imaging panel, cabling, and accessories in a compartmentalized and secure manner.
Specification 9 states " The system shall include an external battery charger compatible with commercially available rechargeable packs". Can you please specify what you mean by "rechargeable packs"?The Program would like a rechargable battery pack cradle that can control the x-ray system, if internal batteries fail or are not charged.
There is no mention in this RFQ for providing a laptop or tablet to control the entire X-ray System. Is the FBI providing their own laptops/tablets? Should the vendor include pricing for a laptop/tablet in their pricing proposal? The FBI is providing its own Golden X-ray generators and Dell laptops.
If the FBI is providing their own laptops/tablets , can the FBI provide the laptop/tablet characteristics to the vendors to ensure software compatibly?Dell Pro Rugged 14 Ultra i7/32GB/512GB running Windows 11 pro.
Can you please clarify if the FBI is looking to procure a X-ray source with this solicitation? If yes, which source? If not, please specify which source the FBI is planning to utilize with the system.FBI is providing its own source.
Please clarify the intended interface for this cable. Is it intended to connect the controller cable to: laptop, detector, x-ray generator, or another device. The MPU5 will connect to the x-ray system controller, which will then interface with another MPU5 at a laptop. All connections between controller, panel, generator, should be wired.
Please clarify which component(s) of the system is expected to connect directly to the MPU5 radio via the ruggedized RJ45 interface. Specifically, is the Government expecting the connection to be between: Controller and MPU5, Laptop and MPU5, Detector and MPU5, or another configuration. The MPU5 will connect to the x-ray system controller, which will then interface with another MPU5 at a laptop. All connections between controller, panel, generator, should be wired.
The Description of Requirements states that only quotes from small business concerns that are authorized resellers will be accepted, while Section 3.0 contemplates quotes submitted by an OEM. Please confirm whether a small business OEM may submit a quote directly for its own products.A small business OEM may submit a quote for its own products.
The requirement that offerors be authorized resellers of "these products" suggests a specific OEM is intended. Please identify the manufacturer and model, or confirm that any product meeting the specifications in Attachment 1 is acceptable for award. Each system and its included parts must meet or exceed the minimum specifications listed in Attachment 1.
