About this file
This document is a Questions and Answers (Q&A) interchange form for a Federal Bureau of Investigation (FBI) solar lighting installation project at the Dona Ana Firearms Range Complex. The solicitation (15F06725Q0000091) is a competitive small business set-aside for a 365-day Firm Fixed Price contract to install solar lighting systems in the parking area of Range 58 located on Fort Bliss Military Base. Key requirements include installing complete solar light systems with poles that provide adequate illumination meeting Illuminating Engineering Society (IES) standards, with a desired operating profile of 5-7 hours at full brightness followed by 40% nighttime dimming, and systems configured with 5-7 days of battery autonomy.
The Q&A document addresses vendor questions regarding site visits, lighting requirements, pole specifications, and Buy American Act compliance. Notable details include acceptance of various pole types (wood, steel, aluminum, concrete) contingent on meeting wind resistance, corrosion resistance, and structural strength standards. The government expects work to begin within 30 days of the Notice to Proceed, with the contractor required to provide a commissioning report, maintenance documentation, and warranties covering battery units (5 years), photovoltaic panels (20 years), LED bulbs (2 years), and other parts (2 years). The project involves installing solar lighting from the entrance gate to the classroom building and extending to the far-reaching corner of the firearms range.

| Item # | Reference Document | Specification / Para. # | Question | Government Response |
| 1 | Combined Synopsis / Solicitation | Para 1 | Will a site visit be scheduled? Or can it be scheduled to verify lighting placement? | Reference paragraph 1 of the document titled "Combined Synopsis/Solictation" there is no plan for a formal site visit. The site parking lot is accessible without escort. |
| 2 | Attachment A - SOW | Para 3 | Is there a light level requirement? | For light level, please reference the Illuminating Engineering Society (IES) recommended heights for Medium Activity (e.g., office buildings, schools, apartments). A minimum to average light level according to those standards for a parking lot is acceptable. |
| 3 | Attachment A - SOW | Para 3 | Does the requirement call for Concrete bases or direct burial? | Anchor Base Pole with Concrete Foundation (Preferred for Most Parking Lots) ; More stable and durable in areas with high winds (El Paso has 90+ mph wind gusts). Easier to replace or repair the pole without digging up the entire foundation. Recommended for taller poles that support heavy solar panels and batteries and when soil conditions aren’t stable enough for direct burial poles. |
| 4 | Attachment A - SOW | Para 3 | What type of poles are required: Wood, Steel , Aluminum, Concrete? | Any pole can be used as long as it meets the following standards: Wind resistance (El Paso has high wind speeds, up to 75–90 mph during storms) |
Corrosion resistance (due to dry, dusty, and sometimes alkaline desert conditions) Height and spacing (to comply with IES lighting levels) Structural strength (to support heavy solar panels and batteries if pole-mounted)
| 5 | Attachment D - Solicitation - Terms & Conditions | N/A | Are there any Buy American Act (BAA) requirements? | Clause FAR 52.225-9 (Buy American—Construction Materials, Oct 2022) is a term and condition for this contract. Therefore, compliance with the Buy American Act (BAA) is required unless an exception or waiver applies. Justifications for exceptions & waivers can be found in FAR 25.103 and include things like Nonavailibility (If specific materials (e.g., solar panels, batteries) are not reasonably available in the U.S., a waiver maybe requested.) , Unreasonable Cost (If using U.S.-made materials increases costs by more than 25% compared to foreign alternatives, an exemption may apply.), and Public Interest (If our leadership determines that using domestic materials is inconsistent with public interest (e.g., delays critical infrastructure), the government may consider a waiver.). |
| 6 | Attachment B - Appendix A | N/A | On the Dona Ana Firearms Range Complex-Range 58 map showing in yellow the area of need for improved lighting, we have no dimensions to help determine the distance between poles or the illumination from a solar pole light. We need the dimensions of each yellow circle, radius, diameter and the overlap between the yellow circles. Global Green needs this to help with pole placement to maximize the illumination coverage. Once we have this, we will have this area mapped out, pole base locations, pole heights, fixture wattage determination so that we are able to provide you with a quotation. | Attachment B - Appendix A includes a display featuring seven yellow circles, which appear to represent suggested light pole placements. However, this is only an example to illustrate the desired coverage areas. Vendors are encouraged to propose the most effective solution—if fewer poles can achieve the required lighting coverage while still meeting all other specifications outlined in the SOW, that approach is acceptable. Attachment B - Appendix A has been revised to capture the information above. |
| 7 | Combined Synopsis / Solicitation | N/A | N.O.A. (Notice of Award) date? How long after NOA is the awardee required to start the project? | Generally, we expect work to begin within 30 days of the issuance of the Notice to Proceed (NTP). However, we understand that certain materials, equipment, or other factors may have long lead times, and we will take that into consideration when determining specific performance timelines. Our goal is to balance timely performance with the realities of procurement and logistics. |
That said, the winning vendor will be responsible for providing a schedule that falls within the 365-day performance period of the contract. If there are any known lead time concerns for critical items, please provide those details with your quote.
