About this file
This document is a Statement of Work (SOW) for the Federal Bureau of Investigation's (FBI) Energy and Water Conservation Investment Program (FEWCIP) Solar Lighting Installation project at the Dona Ana Firearms Range Complex – Range 58 located on Fort Bliss Military Base. The project requires a contractor to install an off-grid solar lighting system to address insufficient lighting in the parking area, which poses potential safety hazards. Specific requirements include installing complete Solar Light Systems with LED technology, solar PV panels, and battery backup that meet Illuminating Engineering Society (IES) standards, with an operating profile of 5-7 hours at full brightness and 40% brightness for the remainder of the night.
The solicitation is a competitive small business set-aside for a firm fixed-price contract with a 365-day performance period. The contractor must provide all labor, materials, and engineering to complete the turnkey solar lighting installation, including poles with concrete foundations, commissioning reports, and a comprehensive warranty (5 years for battery units, 20 years for photovoltaic panels, 2 years for LED bulbs and other parts). Additional responsibilities include daily cleanup, providing construction dumpsters, maintaining portable toilets for work crews, and ensuring compliance with safety, environmental, and local regulatory standards. The primary location of performance is the Dona Ana Firearms Range Complex in Chaparral, New Mexico.

STATEMENT OF WORK
1. Scope
The intent is to provide Solar Light System Installation at the Federal Bureau of Investigations (FBI) El Paso Field Division’s Dona Ana Firearms Range Complex – Range 58. To reduce costs of running new electric feeds for new poles and to meet Bureau-wide renewable energy goals, FBI would like to install an off-grid solution using LED Solar Lights System with a Solar PV system and a battery backup. The fixtures will provide an off-grid solution that reduces energy consumption and costs. In addition, the LED should provide maintenance savings due to their higher-rated service life.
1.1 Description of Services/Introduction
The Contractor shall furnish all labor, materials, tools, supervision, incidental engineering, and management required to complete the installation of the Solar Lights System at the Dona Ana Firearms Range Complex – Range
58. Additionally, the Contractor must complete a function test, tune, directional, and ensure each Solar Light System is ready for service in accordance with the manufacturer’s warranty. The Contractor will also verify with the Principal Firearms Instructor that all lights are placed in the correct position. This is a turnkey operation with minimal support from government personnel.
1.2 Background
The Dona Ana Firearms Range Complex (Range 58) located on the Fort Bliss Military Base Installation is used by the Firearms Training Unit of the Federal Bureau of Investigations’ (FBI) El Paso Division (EP). The facilities constructed in 2019 consist of (1) administration facility, (1) range control tower, (30) position target range as well as other components vital to training of Special Agents of the EP Division. The operations and maintenance of the facility is maintained by the Finance and Facilities Division (FFD), Real Property Management Section (RPMS), Real Program Office (RPO). The parking area lacks sufficient lighting during times of low to no light which can prove to be hazardous to range visitors. Coverage will include the range parking lot from the entrance gate to classroom building as well as to the far-reaching corner of the firearms range.
This is a non-personal services contract.
2. Applicable Documents See Appendix A.
3. Requirements/specifications Task Descriptions Solar Lighting Installation Contractor shall:
Install complete Solar Lights Systems that meets or exceeds efficiency standards outlined in the Energy Policy Act (EPA) or Energy Star certifications (where applicable) to provide enough illumination to meet the most up to date Illuminating Engineer Society (IES) and industry Solar Lighting standards through the range parking lot from the entrance gate to classroom building as well as to the far-reaching corner of the firearms range.
The request is for solar lighting with poles to be installed providing adequate lighting for the area shown in appendix A.
Ensure the Light level is in accordance with the Illuminating Engineering Society (IES) recommended heights for Medium Activity (e.g., office buildings, schools, apartments). A minimum to average light level according to those standards for a parking lot is acceptable.
SOLICITATION/ REQ # 15F06725Q0000091 Version 1.1 Page 3

Operating profile is 5-7 hours (customer choice) full brightness at dusk and then dimming to 40% brightness for the remainder of the night. Systems configured to include 5-7 days of autonomy (battery back-up), for days of limited sunlight. Lighting equipment must be capable of operating in all weather conditions, including rain, snow, extreme heat, and cold.
