Due to the volume of work anticipated at certain locations, the FBI has established three “regions” for which Firms may compete for award:

• Region 1 National Capital Region (NCR) (including Quantico, Virginia): Services may be performed at any FBI facility within the NCR. Firms with their home (Headquarters) or a major regional office within a 125-mile radius of the J. Edgar Hoover FBI Headquarters will be eligible to compete for award. NCR is considered to include District of Columbia;

Prince Georges and Montgomery Counties in Maryland; Arlington, Fairfax, Loudoun, Stafford, and Prince William Counties in Virginia; and all cities and towns included within the outer boundaries of the foregoing counties.

• Region 2 Huntsville, Alabama: Services may be performed at any FBI facility on Redstone

Arsenal. Firms with their home (Headquarters) or a major regional office within a 250-mile radius of the FBI Redstone Campus will be eligible to compete for award.

• Region 3 West Virginia: Services may be performed at Clarksburg, West Virginia. Firms with their home (Headquarters) or a major regional office within a 250-mile radius of the

FBI Campus will be eligible to compete for award.

* Services may also be performed at other FBI facilities throughout the United States. If the project does not fall within the geographical boundaries of the three regions listed above, then fair opportunity in accordance with FAR Subpart 36.6, Architect-Engineer Services may be provided to firms within all three regions, and they will be eligible for award provided the individuals state’s licensure and registration requirements can be met.

The FBI anticipates the award of approximately three (3) to eight (8) Indefinite Delivery

Indefinite Quantity (IDIQ) contracts for each region as a result of this Request for Qualifications to the most highly qualified offerors. Of the awards to be made, three will be set-aside for small business within each region. Work will be issued as firm-fixed price task orders under the A-E multiple award IDIQ contracts. Issuance of task order projects will be among the A-E multiple award IDIQ contract holders. The placement of task orders will be consistent with FAR Subpart

36.6, Architect-Engineer Services. The period of performance for resultant awards shall be from date of award for a one-year base period, with four (4) one-year option periods.

The FBI reserves the right to negotiate with the selected firms for each, any, all, or any portion of the services to be provided, or whatever the FBI deems to be necessary, related to or affected by the Construction of new facilities or the renovation of existing FBI facilities. The FBI also reserves the right to obtain services from the selected firm(s) for new or existing facilities for the FBI at the primary locations above or any other part of the United States and its territories, and other locations around the world. The FBI specifically reserves the right to separately compete additional AEP services for specific projects, either new facilities, or the renovation of existing facilities, in which the FBI deems it to be in its best interest, and at the sole discretion of the FBI.

The Government anticipates the following values in reference to IDIQ ceiling award amounts and minimum guarantees.

Request for Qualifications 15F06723R0000013 Amendment 01 Page 3

• For Region1 (NCR) the IDIQ ceiling amount is anticipated to be approximately $196.5

Million.

• For Region 2 (Huntsville, AL) the IDIQ ceiling amount is anticipated to be approximately

$131 Million.

• For Region 3 (Clarksburg, WV) the IDIQ ceiling amount is anticipated to be approximately

$30 Million.

• All IDIQ Contracts shall have a minimum guarantee of $2,000.00. Should you not receive a Task Order within the term of the contract Base and all Option Years you will be entitled to $2K minimum guarantee.

SELECTION CRITERIA:

Firms responding to this request for qualification shall be evaluated to determine the most highly qualified firms to perform the required services in accordance with the selection criteria as defined below. Failure to comply with instructions or provide complete information may affect the firm's evaluation or disqualify the firm from further consideration. FAR 36.602-1(c) states that we will hold discussions with at least three of the most highly qualified firms regarding concepts, the relative utility of alternative methods and feasible ways to prescribe the use of recovered materials and achieve waste reduction and energy-efficiency in facility design. Once the most highly qualified firms have been selected, the Contracting Officer may negotiate in accordance with FAR

36.606. The most highly qualified firms will receive a Request for Price Proposal and will be required to submit a Fixed-Price Rate Proposal to include hourly fees, overhead, and other costs for each year of the 5-year ordering period for negotiation by the Contracting Officer prior to the

IDIQ contract award. The resultant negotiated agreement will be incorporated into the contract and used in future pricing of all Firm-Fixed Price task orders. If a mutually satisfactory contract cannot be negotiated, the Contracting Officer will notify the firm that negotiations have been terminated.

The Contracting Officer shall then initiate negotiations with the next firm considered the most highly qualified. This procedure shall be continued until a mutually satisfactory contract has been negotiated with the optimal number of firms deemed necessary.

All contractors are advised that registration in System for Award Management (SAM) Database is required prior to award of a contract. Failure to register in the SAM Database may render your firm ineligible for award. For more information, check the SAM website: https://www.sam.gov.

The Supplementary Conditions sections of the contract will contain the following contract language addressing organizational conflicts of interest: “Review of FAR Subpart 9.5, Organizational and Consultant Conflicts of Interest is encouraged. The intent is to identify and evaluate potential conflicts of interest prior to contract award. Generally, if the contractor/affiliates/subcontractors under this contract prepares or assists in preparing a statement of work, specifications and plans, the Contractor and its affiliates and any subcontractors/subconsultants may be ineligible to bid or participate, in any capacity, in any contractual effort which is based on such statement of work or specifications and plans as a prime contractor, subcontractor, consultant, or in any similar capacity. In addition, the Contractor and its affiliates and/or subcontractors under this contract are ineligible to bid or participate, in any https://www.sam.gov/
