No. Question Government Response

Factor 1 On-Site Services – Technical Qualifications: Please confirm that resumes and the five required projects for on-site services should not be included in Section E and on Section G matrix.

Yes, they should be included in Section E and on Section G matrix.

Factor 1 On-Site Services – Staffing Approach: Since the facility type, services, and date of future task orders are not known, it is difficult to predict which staff will be available to provide full-time, on-site services.

Please provide the government’s expectation for full-time, on-site personnel regarding number of hours per week anticipated to be on site and estimated timeframe for notice of need to be on site (at the FBI location or at the contractor’s regional office).

Full-time on site positions are 1920 hours per year (40 hours per week) on site with the government. Disciplines range based on need. Adequate notice will be given to respond to RTORs for on-site needs.

Factor 1 On-Site Services – Staffing approach/Home office staff support

– Please confirm that the staffing plan and management plan should be provided in Section H.

Confirm that the staffing plan and management plan should be provided in Section H

Factor 1 Examples – Please confirm that the maximum five examples showing on-site support are in addition to the 10 Section F projects provided in Factor 2.

Confirmed. The 5 examples for Factor 1 are in addition to the 10 for Factor 2 (Max. 15 total). Include in Section F, and explicitly state what Factor it's related to.

Factor 1 Examples – Please confirm that projects shown for Factor 2 can also be used as an example project in Factor 1.

Yes, if an example project demonstrates both a firm's ability to provide full-time on-site personnel as well as design services, that is acceptable.

Please ensure the description adequately describes how the project meets both factors.

Factor 2 Design-Based Services – Please clarify whether design must be complete to utilize the project or if the project can be ongoing.

Ongoing projects will be considered if the design portion has been completed. The construction portion does not have to be completed.

Request for Information/Question and Answer Spreadsheet A-E IDIQ RFQ Government Responses

For the on-site A-E services, the request for qualifications doesn’t mention the extent of the on-site services. Will on-site A-E services be needed every single day of the week 8-5pm M-F, or will the on-site services be limited to a few days a week or dependent upon deadlines each task order?

a.Figure 1: Snippet of description of “on-site” services from RFQ:

"On-site Architecture-Engineering (A-E) services include assisting the FBI professional staff in efficiently and effectively meeting the increasing requirements of the FBI. The services are meant to expand the FBI staff’s capabilities to successfully accomplish its mission. This is a non-personal services contract. Onsite requirements may provide a wide range of support including but not limited to preliminary planning, feasibility studies, functional studies, conceptual design, development of design intent documents, development and technical review of construction documents for renovation and construction projects, and technical advisory support in proposal evaluations. Construction estimating and review, project facilitation and inspection services during construction of projects may also be necessary. See attached document entitled “Project Description” for additional information including a brief description for each position the FBI has a requirement for. "

On-site services are expected to be full time on-site in government facilities (1920 hours per year). The exact level of support required will be defined at the task order level.

Must Prime Offerors submit for and have the capability for on-site services to be awarded a Contract? Region 1? Region 2? Region 3?

It is not required. However, please note that the importance of this factor per Region. A Firm's ability to provide these services will be considered in their evaluation and overall ranking.

Does the FBI consider it more important and will therefore grade Prime Offerors more highly if on-site services were provided directly by the Prime Offeror rather than a subcontractor specializing in staff augmentation? Region 1? Region 2? Region 3?

Ratings will not change based on whether it is provided directly by the prime offeror or subcontractor.

Does the FBI consider it more important and will therefore grade Prime Offerors more highly if all but the on-site services are performed by subcontractors? Region 1? Region 2? Region 3?

Ratings will not change based on whether it is provided directly by the prime offeror or subcontractor.

11 Are JVs an acceptable form of business entity to the FBI? Yes, JVs are acceptable.

Is it acceptable to include subcontractor project experience in SF 330 Section F: Example Projects?

This is acceptable if they will be the ones doing the relevant work on our contract.

The RFQ lists requirements for Factors 1 (On-Site Services) and 2 (Design-Based Services) on PDF Page 3. Among those requirements, bidders are told to “provide a maximum of five (5) examples of current and previous on-site support within the last 10 years” for Factor 1 and “provide a maximum of ten (10) examples of current and previous work within the last ten (10) years demonstrating specialized experience with both relevant facilities” for Factor 2. Please confirm:

a.Bidders are to include up to 15 total projects in Section F of the

SF330.

b.Projects should be ordered and clearly marked to demonstrate which of the two factors experience is addressing.

Confirmed. Firms are to are to include up to 15 total projects in Section F of the SF330, and it should clearly identify which factor the experience is addressing.

Does the Government require projects to be completed to be included in the SF330 response? If not, is there a minimum threshold (e.g., 50% complete or greater) that projects need to meet for inclusion?

Ongoing projects will be considered if the design portion has been completed. The construction portion does not have to be completed.

Factor 2 Design-Based Services requests a resume for a Construction Administrator. Since the criteria evaluates design staff, please remove the requirement for a Construction Administrator resume. If not removed, please provide a definition of the responsibilities of the Construction Administrator during the design phase.

Ca Services will be written within the scope of work for design-based services for the construction phase. The firm must be able to provide Ca capabilities not a specific person. The Government will remove the requirement for a Ca resume

Is this a brand new contract OR if there is (was) an incumbent performing these services.

Our firm is a Foreign-Owned Entity firm who has performed Unclassified, SBU and CUI level work for the GSA and US State Department on past and current projects. Due to the nature of our ownership, we cannot obtain a Secret Facility Clearance in accordance with those agencies, due to our foreign ownership. Page 5 of the “Request for Qualifications” indicates the need for a Top-Secret Facility Clearance (TS FCL) to be obtained in order to compete on Task Orders. Would the FBI’s requirements prohibit a Foreign-Owned entity from completing this requirement? If so, is it possible to compete without this requirement?

This will not prohibit a Firm from competing. However, please note that a FCL would be required to perform on-site services and note the relative importance of on-site services per Region. A Firm's ability to provide these services will be considered in their evaluation and overall ranking.

Confirmed. The org chart may be submitted on an 11x17 page and count as 1 page.

Will the Bureau allow the submission of projects under Section F for key named subcontractors?

This is acceptable if they will be the ones doing the relevant work on our contract.

Will the Bureau assign SF 330 Reference Sections to the criteria listed under Factor 1: On-Site Services?

Bureau will not assign SF 330 Sections. Information should be submitted in the appropriate section listed in the SF 330.

Organizational Chart can be 11x17" and it will count as 1 page. Matricies can be 11x17" but will count as 2 pages due to amount of information that could be included in the matrices.

Does this contract have incumbent onsite staff that successful offerors will have the option to retain?

If the answer is yes, will the onsite staff positions be retained under one offeror, or will they be divided up amongst the successful IDIQ contract holders per individual task orders?

There are incumbent positions that will be re-advertised on the new contract. All On-Site support positions will be advertised amongst all successful IDIQ Contract Holders within the applicable Region. This could lead to multiple firms being awarded on-site support task orders.

If the incumbent onsite staff are to be retained by successful IDIQ contract holders, will the government provide the names and phone numbers of these staff so we can ask for Letters of Commitment?

The goverment is not allowed to facilitate communications or introductions between incuments and contract firms. However, the successful contract holders are public knowledge and the incumbent contractors are free to reach out to the firms if they choose.

If the incumbent staff are to be retained, how will resumes be evaluated? Incumbent staff will have to be re-submitted for the position, and the position will be awarded to the Firm with the most highly qualified candidate.

Will onsite staff be required to have a TS clearance at the time of contract award?

This will vary by project, and specific security requirements will be identified in the task order level solicitation. Some projects will require they be TS cleared at time of task order award and others may allow them to start with an active Secret clearance while awaiting their TS.

Are successful IDIQ contract holders required to bid Onsite Services Task Orders?

You are not required to propose on any specific task orders, just the ones you choose to propose on. Please keep in mind that ability to provide on-site support is one of the evaluation factors to receive an IDIQ contract award.

If we provide onsite staff, will this generate an Organizational Conflict of Interest for design-based services work?

Potentially. Firms with on-site task orders will be required to maintain an OCI mitigation plan that will be submitted and reviewed with their proposal for all other project work.

If design work results in an OCI with onsite staff reviewing the same design work, will the FBI build the firewalls to mitigate the OCI?

Yes, the Government will establish internal controls to mitigate potential conflicts and will will work closely with firms who have on-site contractors to ensure onsite staff tasks do not create OCIs.

Since Factor 1 is the Most Important for Region 1 and 2, how does a design firm get selected for the IDIQ if they elect to not provide on-site services?

If a firm elects not to provide on-site services, they do not meet the requirements of Factor 1 and therefore do not have a chance of sucessfully completing the contract.

Can the government define the known on-site personnel needed since the government only stated potential needed on-site personnel which includes every discipline. We are being asked to provide relevant previous experience for all known proposed personnel. Is this one position or twelve positions and how will this be scored if a firm only proposed on one candidate versus another firm proposing on all potential on-site positions?

Our on-site needs will change overtime. The exact level of support required will be defined at the task order level.

Will the on-site personnel provide construction administration, or will the design team provide?

The design team will provide Ca services.

Factor 1 - Can you clarify the requirements for on-site staff? Are these team members located on-site for the majority of the work/weeks? Or are they only stationed on site when a task order requires it?

On-site requirements are typically full-time needs (historically ~1920 hours per year) with the team member located in government facilities.

Factor 1 - For Region 2: Can you tell us an estimated percentage breakdown of onsite work vs. designed based services of the $131 million?

Estimate that 80% of the spend will be for on-site services as of now.

Needs and Projects can change.

Factor 1 - Can you clarify the requirement that the staff in Factor 1 must be separate from the staff proposed in Factor 2, in particular, what does separate mean? Are they separated physically? Can information be shared between teams? Can an employee be ½ time of Factor 1 work and ½ time on Factor 2 work?

No, employee cannot be 1/2 time on Factor 1 and 1/2 time on Factor 2.

Information should not be shared between the two and only shared to people with a need to know.

Factor 2 - “If the principal offeror and/or consultants have multiple offices, identify the offices withing the respective regional radius required to qualify for consideration.” Do all consultants need to be located within the required radius?

Consultants are not required to be located within the specified radius.

However, as stated in Factor 4, Firms are to address their capability to provide the majority of services from offices within the designated radius.

Factor 5 - The solicitation states, “A TS FCL is not required to receive an award…Firms receiving award that do not hold a TS FCL will be required to apply for and obtain Cleared Facility status with the FBI serving as sponsor…” Is it acceptable to have our work performed at a separate TS level accredited facility acting as a subcontractor to us with proper updating of the DD Form 254?

No, a firm cannot rely on a subcontractor's clearance. The prime must have an equal or higher level clearance than it's subcontractor. The DD254 must be issued to a prime contractor with the appropriate clearance level, and the prime is responsible for flowing down a DD254 to the subcontractor if needed.

Factor 5 - Do subconsultants have to also apply for a TS FCL? This will be determined at the task order level. If a subcontractor will be used to fill an onsite position that requires the individual hold a TS clearance, then the subcontractor will be required to have a TS FCL.

Are we allowed to participate in one or more regions (1,2 and 3) both as a prime (team 1) and a sub-consultant (team 2)?

Yes, firms may submit proposals for multiple regions regardless of the role they play on the submitted team.

The SF-330 inherently uses fonts smaller than 11 points (ranging from 7 points to 10 points). May we use the font sizes inherent to the SF-330 rather than be restricted to the 11 font minimum for all sections of the SF- 330?

Font should be restricted to 11 point minimum.

May we exclude the cover letter, TOC and section tabs from the 150 page maximum page limit?

Yes, these pages can be excluded from the page count so long as there is no information on them that is expected to be included in the evaluation.

Is there a digital size limit to the proposal PDFs that would be emailed? The maximum file size that can be received via email is 25MB. The document can be split into multiple emails if necessary to meet file size limitations.

Are the proposal PDFs required to be in one file or may be submit in two parts as email programs sometimes limit the digital file sizes per email?

The document can be split into multiple emails if necessary to meet file size limitations. The maximum file size that can be received via email is

25MB.

Is it possible to share the names of the firms who are current incumbents on the IDIQ?

See response to Question #16.

If a firm submits for multiple Regions, could they be awarded a contract for multiple Regions, or can you be awarded for a single Region only?

Firms can receive an award for multiple regions.

Is there a file size limitation when submitting to FBI via email? The maximum file size that can be received via email is 25MB. The document can be split into multiple emails if necessary to meet file size limitations.

How are task orders under this contract anticipated to be competed? If the project description is within SF330, The MHQ will be contacted with a Request for Price Proposal (RFPP). If the project is complex / unique a specific Request for Task Order (RTOR) will be released with more specific evaluation criterions to be competed amongst all IDIQ holders within that specific region. Certain task orders will be set aside for small businesses.

55 Please confirm if SF330 Part II counts toward the page limit. Confirmed

Please confirm if title page, table of contents and section separators counts toward the page limit.

No, these items are not included in the page count.

Please confirm the PPQs and CPARS not counted toward the page count should be provided as an appendix.

Confirmed.

Please confirm PPQs and CPARS are the only documents that should be submitted as an appendix.

Confirmed.

Please confirm if 11x17 is acceptable for the organizational chart and if it counts as one or two pages.

11x17 is acceptable for the organizational chart, and it counts as one page.

CPARS will not be reviewed less favorably than PPQs assuming ratings are the same.

Are the maximum of five on-site services project examples included in the SF 330 Section F: Example Projects (ten total)?

The (5) on-site examples are in addition to the (10) for factor 2. All can be provided within Factor F.

Can the Government please disclose any known future opportunities that the awardee of onsite service task orders would be precluded from as a result of a perceived organizational conflict of interest?

As far as we are aware, there are no known opportunities that the awardee of an onsite service task order would be procluded from. If an opportunity arises and a potential OCI exists, a mitigation plan will need to be submitted.

Are clearances required for all proposed Factor 1 On-Site Services personnel?

TS Clearances will be required for all on-site personnel at the time of the task order award. Each on-site personnel will be task-order specific.

How will a firm be graded if they propose candidates for multiple On-Site Services positions, but not all 18?

Specific personnel do not need to be provided for all or any of the positions at this time. If you have personnel to offer, we will evaluate accordingly, but no unfavorable ratings will be given due to not having all on-site positions "filled' with a proposed candidate at this time.

How will a firm’s proposal’s overall scoring be affected if it receives a neutral rating(s) in Factor 1?

Neutral will neither a favorable nor unfavorable evaluationt will not increase or decrease the overall rating from a neutral position.

How will different firms’ proposals be compared to one another if some receive neutral ratings?

Proposals will not be compared to each other; each proposal will be evaluated individually and the most highly qualified will be awarded. The natural break will determine how many firms are awarded the position. If multiple firms are all rated equally, they will be awarded or not equally.

What commitment will be required from offerors, if any, that proposed Factor 1 On-Site Services personnel will be available to be proposed during task order solicitations?

If you are unsure whether a proposed personnel will be available to fill the position when advertised, please indicate that they are for reference as to the quality of candidate only. This will not affect the scoring since proposed personnel are not required to be submitted at this stage.

Since firms may provide different numbers of On-Site Services resumes, are they included in the 150-page limit?

Yes, resumes are included in the page limit

If they do count, are half page SF330 resumes acceptable for On-Site Services candidates to standardize the number of pages available for the remainder of the SF330?

This is acceptable as long as it's submitted in the SF330 format.

Can an on-site person manage the on-site teams in multiple regions (i.e., dual hat)?

This will be determined at the task order level as most On-Site Support will be to support the Government team and not managing teams.

There are two positions noted in the RFQ document that are not in the “Project Description” document, would you please clarify if these positions, Plumbing Engineer and Construction Administration, are required as Factor 1 key personnel positions and if required, please provide position descriptions.

We will provide key personnel position descriptions for any missing positions at the task order level upon the need of the position.

For specialized experience and technical competence of proposed team for Regions 2 and 3, though they do not have an estimated construction value, are studies, standards, and similar services / deliverables for the relevant facility types listed considered compliant and relevant as Section F projects?

Yes

Can firms bundle multiple CPARS/PPQs, performed for one client / one program, as 1 PPQ for the 3 to 5 required? (Multiple CPARS were provided due to the contract’s task order structure (i.e., they are not repeats but together describe the full scope of services under the contract))

Yes, it is not a requirement that specific on-site personnel be identified at this time. The only requirement is a plan for finding personnel to propose for task orders, demonstrating that you have the capability to fulfill the need for on-site services.

For firms with multiple offices within a region, will personnel from those offices be rated as highly as those from the designated home or major regional office?

personnel will not be rated differently based on what office they are based out of as long as it falls within the 250 mile radius.

Please confirm that covers and tabs do not count towards the 150-page limit.

Confirmed

Please confirm that using 8-, 9-, and 10-point font for graphics, tables, and image captions is acceptable.

This is acceptable but we are not responsible if we cannot read fonts below 11-point.

Please advise if an 11 x 17" SF330 Section D org chart is acceptable and that it will count as one page towards the 150-page limit to accommodate the 11-point font requirement.

11x17 is acceptable for the organizational chart, and it counts as one page.

95 What time is the proposal due on October 30, 2023? Proposal due date has been moved to 11/30/2023 COB

Will one FBI team be reviewing all proposals, or all proposals for one region?

The SSEB for Region 1 will review all Region 1 proposals; the SSEB for Region 2 will review all Region 2 proposals; the SSEB for Region 3 will review all Region 3 proposals. There may be overlap in personnel on the SSEB for multiple regions.

Regarding, “The total page limit for the entirety of the SF330 packages shall not exceed 150 8.5” x 11” pages...”, please confirm that each regional SF330 proposal package must not exceed 150 pages, or if firms who are proposing on more than one region are limited to 150-pages total amongst all SF330 packages.

Each firm is limited to 150 pages total per Region they propose in.

When describing “on site” services, are those persons physically located in the offices of the FBI or are they located in the city where the services are performed and in easy access?

On-site contractors are expected to sit in FBI offices with the FBI team.

Specific work locations will be identified at the task order level.

Are these folks located on-site for the majority of the work/weeks? Or are these people only coming when a task order requires it.

On-site contractors are expected to sit in FBI offices with the FBI team.

RFQ page 3, Factor 2: Design Based Services, General Question.

Much of the detailed information requested within the first paragraph, such as firm history, history working with consultants, list of awards, is outside of the space allotment/format provided by SF330 Sections C, D, and F (the referenced sections). Please confirm that this extra information can be put into Section H

Yes, anything that does not fit clearly into the SF330 Sections C, D, and F can be added as Additional Information in Section H

RFQ page 3, Factor 2: Design Based Services, Second Paragraph.

Please confirm that "both relevant facilities" in the second sentence as it pertains to Region 3, is meant to distinguish new construction from renovation projects.

Ignore the term "both".

RFQ page 4, Factor 3: Past Performance

If selected to provide services for Region 1, will the FBI consider it a conflict of interest for the Prime firm or any of its consultants in pursuing and submitting an A/E design or Design-Build proposal for the new FBI headquarters?

every on-site contractor will have to sign an NDA and the firm will be asked to submit an OCI mitigation plan. If the on-site contractor participates in documents used in the solicitation of design-build work for new projects the firm may be precluded from competing. Any task order work will be identified at the task order level, and the firm should ask about any preclusions at that time.

Are firms permitted to submit for one or more regional contracts? Yes, as long as they meet the distance requirements for multiple regions.

Can you provide a description of the procurement process for task orders related to On-Site personnel?

A REQUEST FOR TASK ORDER RESPONSE (RTOR) will be sent out to all firms in the region detailing the on-site service(s) needed, including a description of services and skills required, years of experience, any certifications or licensure necessary/preferred, etc. The contract firms have a period of time in which to identify a candidate (whether someone already on their staff or a contingent hire for the position) and respond with qualified resume(s). The government will review the resumes received, and set up interviews with the top 3 candidates who meet minimum requirements. The interview serves as a way for the government to learn more about the candidate's experience, ask technical questions, and also allow the candidate to ask questions about the position. The government will send an RFPP to the firm with the most qualified candidate.

Is the home office responsible for the office space occupied by the On- Site personnel?

This is not a government requirement. On-site contractors will have a desk, office supplies, etc. on-site with the government. It is up to the contract firm if they wish to provide any additional space or accommodations at the home office.

What types of task orders will typically be performed by On-Site personnel versus the task orders performed by design-based services?

The on-site personnel will perform A/E duties in support of Government personnel, to include but not limited to: submissions reviews, site surveys, documentation (SOW, Program of requirements (POR), requirements, etc.) developement, advise leadership, conduct meetings, etc.

Design-based services duties will include but will not be limited to:

develop PORs, SOWs, studies, condition assessments, analysis, MEP and structural support, etc.

Can you provide more clarification on how the FBI will give day to day direction to the On-Site personnel?

On-site personnel RTORs will contain a list of types of tasks that the contractor will be asked to perform, similar to what is in the statement of work. As AESU or CJIS are requested to provide architectural and engineering expertise to a project, that project will be divvied out to team members (government employees and contractors alike) depending on experience, task order allowance, and bandwidth. Project status and involvement are tracked though regular reports, i.e. weekly work log which is provided to the government through the contract firm to the COR. The government expects regular communication between the on-site contractor and COR, AESU and CJIS management who receive the requests for support, and the contract firm to ensure adequate work loads for contractors.
