Governement Response
Would the Bureau accept proof that the DBIA certification is in progress, given that this was not a requirement within the original solicitation?
Rate more highly if done, will accept in progress
Amendment 01 – Page 5 Factor 2: On-Site Services
Please clarify that the requirement to submit resumes for on-site positions has been removed.
Resumes for specefic positions are no longer required, only the capility to provide personnel.
Amendment 01 – Page 5 Factor 2: On-Site Services
Should the “maximum of five (5) examples of current and previous on-site support within the last 10 years” be submitted in the SF330 Section F format, or would these examples be submitted within SF330 Section H “Additional Information” write-up?
Submit within Section F format
Amendment 01 – Page 5 Factor 2: On-Site Services
Please confirm that the write-up for “Home Office Staff Support/Management of Task Orders” information, including organization chart, qualifications, and resumes for Home Office Staff, is no longer required in our response.
Resumes for specefic positions are no longer required, only the capility to provide personnel. This can also include how your home office expects to retain/recruit personnel
Amendment 01 – Page 6 Factor 2: Design- Based Services
Referencing this requirement: “At a minimum, one of the Key Personnel must be a Leadership in Energy and Environmental Design Accredited Professional (LEED AP), DBIA Design Build Professional Certified, and AIA Certified.” Please clarify whether this requirement is intended to mean that one of our key personnel must hold ALL of these requirements, or at least ONE of these requirements. If all three certifications are required, please clarify if these three certifications must be held by ONE person only or may be fulfilled by more than one Key Personnel.
All 3 are required, each to be held by at least one person. 3 different people can hold each certification. 1 person does not need all 3, but all 3 certs are required in some form.
Amendment 01 – Page 8 Submission Instructions
Referencing this additional requirement that was added in Amendment 1: In accordance with FAR36.601-4(b) contracts for Architect-Engineer services may only be awarded to firms permitted by law to practice the professions of architecture or engineering. Firms must submit proof that they are permitted by law as required by FAR 36.601-4(b). If a firm is in a jurisdiction that required AE firm registration, the firm must provide proof of eligibility to practice (e.g., a summary explaining under the laws of that jurisdiction.) This documentation is not counted as part of the page limitation. Failure to submit the required proof could result in a firm’s elimination from consideration. An unpopulated Joint Venture cannot be registered as an AE firm because it has no employees. Please confirm that an unpopulated JV with one or more members registered as an AE firm would be eligible for award.
Confirmed as long as the firm that is performing the work is registered in the area.
Factor 1: Past Performance, Page 5, last Requires the past performance reference POC to submit the completed PPQ's to ejoens@fbi.gov and bmsanford@fbi.gov. However, the original RFQ had the government contacts listed as ejoens@fbi.gov and mbrantly@fbi.org. Please confirm that our past performance reference POC's do not need to resubmit the PPQ's to include bmsanford@fbi.gov.
PPQs will not need to be resubmitted to include bmsanford@fbi.gov as long as ejoens@fbi.gov was included in the original submission.
Factor 2: On-Site Services, Page Reference is made to Attachment A, which was not provided. Can this attachment be provided?
Will provide Attachment A.
Factor 3: Design-Based Services, Page 6, second to last sentence in last paragraph
AIA does not "certify" Architects. The right to use a suffix to the member’s name that includes the AIA’s initials is one of the benefits that comes with membership in the Institute, it is not a certification.
Acknowledged. The intent is to have a licensed architect.
Factor 3: Design-Based Services, Page 6, second to last sentence in last paragraph
Also, since many Architect or Engineering firms may not have a DBIA Certified individual, will the Government consider making the DBIA requirement optional, or permit the firm to attain this certification after award, as the timing of the requirement and the due date for a response does not provide sufficient time to acquire prior to submission?
See above.
Submission Instructions, Page 8, second Please confirm that proof to practice architecture or engineering in a particular state (for example West Virginia for Region 3) is for the firm as a whole, and not for the personal professional licenses of the personnel with the firm.
Confirmed to the extent that the DOR needs to be licensed within the region.
Submission Instructions, Page 8, second Please confirm that a copy of the States Certificate of Authorization is suitable evidence of eligibility to practice.
Confirmed.
Amendment 01 states: “The total page limit for the entirety of the SF330 packages shall not exceed 100 8.5” x 11” pages with font size no smaller than 11 point.” The initial Request for Qualifications allotted for a 150-page response. Please confirm this is accurate.
The page limit has been adjusted to 100 pages since individual SF330s will not be submitted.
Factor 3: Design-Based Services Would the government consider 10+ years of Design Build experience as an alternate to
DBIA Design Build Professional Certified?
No, experience will not be accepted as an alternate.
Factor 3: Design-Based Services Per the FBI’s Amended RFQ, it states that “At a minimum, one of the Key Personnel must be LEED AP, DBIA Design Build Professional Certified, and AIA Certified.” DBIA is a contractor certification, as opposed to a design certification. Can the FBI please clarify that it wants one person to have all three certifications?
See above.
Factor 3: Design-Based Services Can the FBI please confirm that we should include in our proposal a resume for a
Construction Administration individual?
A resume for a Construction Administration individual is not required.
Factor 2, Page 5 The RFP states that "The potential needed on-site positions are included in attachment A". However, Attachement A has not been provided. Please confirm that the intent was the Project Description file instead of Attachment A, or provide offerors with Attachment A.
Will provide Attachment A.
Factor 2, Page 5 In Amendment 01, the requirements for technical qualifications of proposed staff and Home office staff support/management of task orders were removed. Both requirements required Offerors to provide previous experience, qualificcations, and resumes for on-site personnel and/or home office staff. Please confirm that Offerors do not need to provide resumes and/or detailed descriptions of experience for proposed personnel and home office staff.
Confirmed.
Factor 2, Page 5 In Amendment 01, various submissions requirements were removed from Factor 2: On-
Site Services. Please confirm that with those removals, offerors are only required to provide up to 5 examples of on-site support in addition to our staffing approach.
Confirmed.
Submission Instructions, Page 8 Amendment 01 states, "In accordance with FAR 36.601-4(b) contract for Architect- Engineer services may only be awarded to firms permitted by law to practice the professions of architecture or engineering. Failure to submit the required proof could result in a firm's elimination from consideration." Please confirm that Offeror's may submit its proposed subcontractor's proof of eligibility to meet this requirement if the subcontractor will be solely responsible for all AE Design Services (Factor 3) under this program.
As long as the people/firm performing the work are licensed.
Submission Instructions, Page 8 Amendment 01 states, "Firms must submit proof that they are permitted by law as required by FAR 36.601-4(b). If a firm is in a jurisdiction that required AE firm registration, the firm must provide proof of eligibility to practice (e.g., a summary explaining under the laws of that jurisdiction.)" Please confirm that if an AE firm is located in a jurisdiction that does not require AE firm registration, then they do not need to submit the requested proof documents.
The firm will need to be registered where they intend to perform work.
Submission Instructions, Page 8 Amendment 01 states "Firms must submit proof that they are permitted by law as required by FAR 36.601-4(b). If a firm is in a jrisdiction that required AE firm registration, the firm must provide proof of eligibility to practice (e.g., a summary explaining under the laws of that jurisdiction.)" Please confirm that offerors should include their eligibility in Section H.
Yes.
Confirming the removal of the on-site resume portions including that those who do provide will be rated more favorable and those who do not will receive a neutral rating. It appears this has been replaced with a capability to provide personnel statement
Ratings will not be provided for on-site resumes, only on the capability to provide personnel.
The amendment states: At a minimum, one of the Key Personnel must be a Leadership in Energy and Environmental Design Accredited Professional (LEED AP), DBIA Design Build Professional Certified, and AIA Certified. This staff must be separate from the staff being proposed for Factor 1. (Reference SF330 Section E & G). Are you able to provide additional guidance around this requirement? As an alternative, would you permit an Architect or PE with USACE CQM certification and/or A/E with experience on DB Project delivery?
Experience and USACE CQM certification will not be accepted as an alternative. See above for intent to get certified.
This is a large complex program requiring multiple branch offices and a wide variety of subcontractors. Please confirm that the page count only applies to Part I of the SF 330
No, the page limit is for the entire SF330. Individual resume's are no longer required. Just a written statement you have the ability to find these positions if/when they become needed. This should help with the page limit.
Please confirm that one of the Key Personnel must be a Leadership in Energy and Environmental Design Accredited Professional (LEED AP) and that these qualifications apply to Factor 3: Design-Based Services.
Confirmed.
Please confirm that one of the Key Personnel must be DBIA certified and that these qualifications apply to Factor 3: Design-Based Services.
Confirmed.
AIA is not a credential and does not have a certification. It is a professional, non-profit organization.
Please confirm that one of the Key Personnel must be a Registered Architect and that these qualifications apply to Factor 3: Design-Based Services.
Acknowledged. The intent is to have a licensed architect.
Given the newly constrained page count, would the FBI consider not counting Part IIs in the page limit?
No, the page limit is for the entire SF330.
For submitting to all or a combination of Regions 1,2,&3, are we required to submit as a team, or can we submit for only structural engineering?
You must submit as a team as individual positions are unknown at this time when they will be needed. If you cannot submit as a team, you can become a sub to one of the winning firms when task orders start releasing specific positions.
Since there have been no answers to additional questions submitted in response to the new requirements identified in Amendment 01, including requiring Offerors to submit proof of eligibility to provide Architect-Engineer services with their proposal response, we would like to request a two-week extension from the time Q&As are posted.
12/8 is the furthest we can extend the date.
