1 Introduction

1.1 Background

The Federal Bureau of Investigation (FBI) has dramatically increased the amount of resources dedicated to intelligence, counterintelligence, counterterrorism, criminal investigations, and other areas of operational support to meet the mission of the FBI since the attacks of September 11, 2001. The need for specialized personnel with FBI-specific and/or Law Enforcement (LE)/Intelligence Community (IC) knowledge is a result of the shortage in government staffing and the requirement for experienced personnel in specialized areas. The FBI manages a significant number of programs that vary in scope and complexity to support its mission. These programs include a wide range of daily support services.

The FBI is seeking Subject Matter Experts (SMEs) at varying levels of experience and demonstrated areas of operational intelligence expertise to assist with the support and operation of the various programs and projects. The distinct and specialized SMEs will supplement the FBI government staff and enhance the Bureau’s ability to perform its mission overall.

1.2 Objectives

The objective of this acquisition is to establish a multiple award contract vehicle (due to the limited pool of eligible SMEs in the LE/IC areas) to provide SME contractor personnel with as high as Top Secret (TS) with Sensitive Compartmented Information (SCI) eligibility clearances in response to task order (TO) specific tasks as a means of enhancing the FBI’s ability to perform its mission related requirements. The SMEs experience and background herein are those that are not typically available on the commercial market.

1.3 Scope

The contractor shall have the ability to recruit, retain, and replace operational SMEs with a wide range of LE/IC backgrounds to fulfill TO requests of varying scope and complexity from the FBI branches described herein. The SMEs will perform a wide range of daily support services to the operational programs such as, but not limited to, providing consultation, data collection and analysis, intelligence interviewing, training, and assisting with project implementation and management, and policy and program development.

All FBI branches and divisions requiring Le/IC SME services are eligible for task order requests under this contract vehicle, and examples of these branches/divisions follow. The FBI’s organizational structure is subject to change during the life of this contract.

Counterintelligence Division (CD): CD’s mission is to protect the United States by defeating foreign intelligence services (FIS) and eliminating the capabilities of foreign-sponsored adversaries through the use of intelligence.

Criminal Investigative Division (CID): CID coordinates, manages and directs investigative programs focused on financial crime, violent crime, organized crime, public corruption, violation of individual civil rights, drug related crime, and informant matters associated with these investigative areas.

Criminal Justice Information Services (CJIS) Division: CJIS equips law enforcement, national security, and intelligence community partners with the criminal justice information they need to protect the United States while preserving civil liberties.

Director of Intelligence Division (DI): The DI provides strategic direction, oversight, and support to the FBI’s Intelligence Program.

Office or the Director (DO): The Federal Bureau of Investigation’s (FBI) Internal Policy Office (IPO) manages the coordination, review, approval, publication, and promulgation of all FBI policies and forms. To date, the focus of IPO has been the creation of the FBI’s policy and forms processes and the development of a Policy Library (PL), which is the centrally located source of all Bureau policy. This requires a high level of coordination with Federal Bureau of Investigation Headquarters (FBIHQ) division and field office (FO) policy representatives, called division policy officers (DPO) and field policy officers (FPO), respectively. Additionally, IPO maintains and publishes the FBI’s principal operational policy guide, the Domestic Investigations and Operations Guide (DIOG). The DIOG, originally published on December 16, 2008, requires regular updates and maintenance as FBI policies and federal laws evolve. The primary role of the subject matter experts (SME) of the DIOG and DIOG-related policies will be to assist IPO with this endeavor.

Laboratory Division (LD): LD applies scientific capabilities and technical services to the collection, processing, and exploitation of evidence for the FBI and other duly constituted law enforcement and intelligence agencies in support of investigative and intelligence priorities.

2 Requirements/Specifications Requirements of specific branches and divisions requiring services under this contract are included.
