About this file
This document contains clarification questions and answers regarding a solicitation for subject matter expert services. The solicitation seeks to recruit, retain, and replace operational subject matter experts from law enforcement and intelligence backgrounds to fulfill task order requests from various branches of the Federal Bureau of Investigation. The subject matter experts would provide daily support services such as consultation, data collection and analysis, intelligence interviewing, training, and assisting with project implementation, management, policy, and program development. Clarification was provided that past performance questionnaires from an offeror's affiliates would be accepted and evaluated, and the SF-30 form was uploaded as an attachment to the solicitation on March 23rd in response to questions. Offerors may only propose one firm-fixed-price labor rate for any labor category.

| A+Combined+Attachement+E+RFP+Questions_22MAR2022, Line 23 | Based on the answers issued on 3/22/22 for solicitation 15F067-22-R-0000048, we are seeking clarification regarding the Government’s answer stating no PPQ from an Offer’s affiliate(s) will be evaluated, as the lack of clarification could impact the competitiveness of the solicitation. In accordance with Amendment 0002 and the Q&A’s provided therein, the Government stated that an Offeror may cite the prime contract past performance of an affiliate company. Will the Government please confirm that Offeror’s PPQs from its affiliate(s) that have been completed by the affiliate(s) Government Customer are acceptable and will be evaluated equally as the Government previously stated? | Yes affiliates are accepted | |||
| The posted Q&A for the FBI SME Recompete mentioned that with Amendment 1 and Amendment 2 SF 30's needed to be signed. We have the SF 33 for the original solicitation, but don't see the SF 30's on SAM.gov. Can you kindly advise? | SF 30 has been uploaded as an attachment 3/23/22 | ||||
| n/a | Response to Q&A posted March 22 | In multiple answers to questions posted on March 22, it was mentioned that an SF-30 was included to the amendment package. However, in the documents included on sam.gov, this SF isn’t part of the package. Would you add this to the RFP files? | SF 30 has been uploaded as an attachment 3/23/22 | ||
| n/a | Pricing Spreadsheet (Attachment D) | Can offerors insert lines into the Pricing Spreadsheet (attachment D) to break out LCATs into various levels of offerings? For instance, proposing various levels of experience and pricing for the four program managers? Or, are we allowed to only propose one FBLR for any LCAT? | Only propose one | ||
| Note: This is the final list of clarification questions. No other questions will be accepted |
