About this file

This document is a Questions and Answers (Q&A) file for the Federal Correctional Institution (FCI) Big Spring HVAC Packing Unit procurement. The solicitation covers the purchase and delivery of three 12.5-ton HVAC package units, specifically downdraft roof-mounted units to replace existing Trane units. Key details include that the procurement is for equipment and delivery only, with installation to be performed separately, and delivery will occur outside the secure facility perimeter.

Vendor requirements include being registered in the System for Award Management (SAM) and capable of accepting Electronic Funds Transfer (EFT) payments. The procurement will consider socio-economic statuses like HUBZone certification, but will primarily evaluate based on price, past performance, and best value. Delivery logistics involve using the warehouse's forklift for unloading, and no specific driver access restrictions are noted. The units must meet specific technical specifications, including 460v/60hz/3ph power, R-410A refrigerant, two-stage cooling, gas heat, and include required curb adapters.
