About this file

This document is a Questions and Answers (Q&A) file for an HVAC equipment procurement solicitation for the Federal Bureau of Prisons (FBOP) at FCI Big Spring in Texas. The Q&A addresses five key clarification points about the HVAC package units, including requirements for system components and manufacturing origin. Specifically, the responses indicate that no system economizers, thermostats, or float switch shut-off devices are required for the units. The government prefers American-made units, referencing Federal Acquisition Regulation (FAR) clause 52.225-1, and will potentially accept units less than 65% American-made if they meet the same specifications. The solicitation does not provide preference for 8(a) or Service-Disabled Veteran-Owned Small Business (SDVOB) suppliers.
