About this file

This document is a Request for Information (RFI) response for a federal contract opportunity to supply a 100-ton air-cooled commercial grade chiller for the Department of Justice Bureau of Prisons Federal Correctional Complex in Beaumont. The solicitation seeks a 100-ton chiller for an HVAC retrofit project in a 36,000 sq. ft. facility, with specific technical requirements including a 44-degree setpoint, copper tube condenser coils with aluminum fins, R-32 or R-134A refrigerant, and outdoor installation in a wet and humid environment with summer temperatures in the mid to upper 90s.

Key technical specifications include a normal flow rate of 240 GPM with a 10-degree delta-T across the evaporator, an integrated pumping package without storage tanks, top hail guards for the condenser, and coated coils. The procurement is supply-only, with no removal or installation services, and does not require connection to building controls or a maintenance contract. Vendors are expected to provide estimated lead times, and the chiller must have an adaptable number of compressors for best fit, with a 25-foot distance from the process it will serve.

Text version

What is the design flow rate, entering and leaving water temp?

We are operating with a normal flow rate for a 100-ton chiller, with a delta-T of 10 degrees across the evaporator.

Does the existing system use glycol, if so, what is the percentage of glycol in the system?

No

Would Victaulic connections be an acceptable alternative to the flange connection?

No

What are the parameters (flow rate and total feet of head) for the pumping package?

This will be based on the design of the chiller

Will these chillers be replacing existing ones; if so, could you provide pictures of the existing chiller’s data tags?

Yes

Does the site have a preferred manufacturer or basis of design?

No

Terminal Block: Could you please provide a detailed explanation of the terminal block referenced in the specification sheet?

All appropriate terminal blocks for a 100 ton chiller

Copper Tubing: Please provide information regarding this.

Copper tube condenser coils with aluminum fins

Pump PSI: Please confirm the pressure rating (PSI) of the pump included with the chiller.

To be determined based on chiller

Item #10 – How many gallons do they want for the storage tank?

We will not use a storage tank

Item #12 – We would be R134A.

Unsure of the intent of the question.

Item #17 – Louvers for the Base, Coils, or Both?

Coils

Are drawings and/or specifications available for review?

No mechanical drawings exist for this solicitation.

Will they be used for cooling production equipment (if so, what type?) , or is this for a comfort-cooling/HVAC application?

HVAC application.

Will the end user accept chillers with R-32 refrigerant?

Yes.

The listed set point range is between 20F and 80F. Does the chiller have to operate at any point within the range at any time? Or is it based on the ambient temperature? For example, at 125F ambient, the chiller would operate at 80F, or at -20F, the chiller would operate at 20F.

Setpoint will be 44 degrees.

Is the chiller required to have exactly 4 compressors, or can we adjust for best fit?

Best fit.

Is there a timeframe the chiller is required on-site?

All offers should include estimated lead times. Lead times will be considered when selecting a vendor

In reference to Item #10 please clarify what is meant by the “Reservoir Capacity: integrated pumping package”?

Submittals should include an integrated pumping system that includes circulating pumps.

In reference to Item #13, do you want aluminum fin/copper tube condenser coils in lieu of microchannel?

Yes

8. Water Flow Rate: Minimum flow around 73 GPM, maximum up to 600 GPM

(Question) Normal flow rate is 240 GPM. What is the design pressure at this flow rate?

What is the max rate needed?

We are operating with a normal flow rate for a 100-tin chiller.

10. Reservoir Capacity: Integrated pumping package

(Question) Do you want just the pumps, or do you want the tanks as well?

Only pumps, no tanks

13. Copper tubing

(Question) Is this for the condenser coils, if not, what is this?

Condenser coils copper coils with aluminum fins

17. Architectural louvered panels

(Question) Top and bottom or just top?

Yes, top hail guards for the condenser

Chiller Removal: Please confirm if the scope of work includes the removal and disposal of the existing chiller unit(s) prior to the installation of the new equipment.

No removal or instillation this is supply only.

Environmental Conditions: Could you provide details regarding the operating environment in which the chiller will be situated? (e.g., indoor/outdoor, ambient temperature ranges, potential exposure to corrosive elements, etc.)

Outdoors, average summer temps range from the mid to upper 90’s. Wet and Humid

Distance from Process: What is the approximate distance (in feet) between the chiller location and the process it will be serving?

25FT

Leaving Fluid Temperature: Please confirm the required leaving fluid temperature for the application.

44 degrees

Do you want coated coils?

Yes

Please also provide mechanical drawings associated with this project originally missing from documents.

No mechanical drawings exist for this solicitation.

Is the chiller going to be used for process cooling or environmental cooling?

Environmental

How big is the facility in terms of square footage?

Approximately 36,000 sq. ft.

Does the chiller need to connect to building controls?

No

Is this new construction or retrofit?

Retrofit

Are you considering a service/maintenance contract for the chiller?

No
