PWS 1.16.10Replacement of Contractor Positions - Can the Government provide an estimate timeframe of the period of time it will take for ATF Personnel Security Office to grant approval to applicants?Temporary Eligibility can take anywhere from 60-90 days and a favorably adjudicated background investigation could take anywhere from 90-120 days to complete.
SF33 page 71What specific criteria are used to grant or disapprove pre-employment waivers for public trust positions, and how should derogatory information be resolved in favor of the contractor employee?The pre-employment background investigation waiver requirements include: (1) Verification of citizenship (copy of a birth certificate, naturalization certificate, or U.S. passport); (2) verification of compliance with the DOJ Residency Requirement of this Clause; (3) favorable review of the security questionnaire form; (4) favorable FBI fingerprint results; (5) favorable credit report; (6) favorable review of the OF-306 form, Declaration for Federal Employment; (7) verification of the initiation of the appropriate background investigation (for long-term personnel); and; 98) receipt of the signed DOJ Self-Reporting Requirements for All Contractor Personnel (see below). Any derogatory or discrepant information will need to be resolved prior to a waiver being granted. For example, financial delinquencies will need to be resolved. An in-house specialist will contact the subject directly and request resolution documentation.
PWS 1.16.10What is the expected timeframe for the ATF Personnel Security Office to process and approve security clearance applications for new contractor positions? Understanding that these timeframes can be variable, is there a general timeline that contractors can plan around, and are there any expedited processes available for critical positions?Temporary Eligibility can take anywhere from 60-90 days and a favorably adjudicated background investigation could take anywhere from 90-120 days to complete.
PWSIs prior ESF #13 experience required for the field coordinators?No, however experience is required that demostrates to the Government that a proposed resume has sufficient training and experience in compliance with the PWS that demonstates to the government that the candidate can be quickly integrated into the ESS operations either ESF #13 or Incident Support Branch as appropriate.

Quote InstructionsBecause key personnel is an evaluation factor, will the government acknowledge that incumbent staff will be available to the new vendor post-award?The Government has no objection to qualified incumbent personnel continuing on the contract, however, the Governemnt can not represent the availability of any personnel to serve on a new contract on an individual or group basis.
InstructionsIs it ATF's expectation that the resumes of all 20 Key Personnel be submitted to COR/CO?Per Section L, 3.1(e) Section D - Key Personnel, Offerors shall provide ALL resumes and ensure they include either a Letter of intent or a signed resume by the key personnel and the Offeror. The Government will evaluate the Offeror's resumes of proposed key personnel per Section M, 2.1 Factor 1, Key Personnel. Once the award is made, all future replacement or new hires will need to move through the COR/CO.Your request for reumes for ALL 20 positions notated as "key personnel" provides for an unfair advantage for the incumbent contractor, especially since you have advsised that there are no vacancies at this time. Would ATF consider requesting a resume for the Project Manager and 1 stong resume from each aditional LCAT as a backup to your currently filled positons.The requirement of Section L, 3.1(e) Section D - Key Personnel, remains unchanged. However, the Government will extend the proposal due date through March 08, 2024 to allow additional time for Offerors to submit their best proposal in accordance with the solicitation.
InstructionsIs it required as part of the proposal submission that ATF receive 20 resumes as all 20 positions are notated as key personnel? If so, could you please clarify if there are specific details or a particular format in which these resumes need to be submitted, and whether there is a deadline after award for this submission?Yes. Per Section M, the Offeror shall ensure ALL resumes include either a Letter of intent or a siged resume by the key personnel and the Offeror. The format is flexible provided that it provides a standard resume for the individual and a letter of intent as required.The instructions in the RFP state signed resume OR letter of intent which contradicts the response in this Q&A. Can ATF please provide clarification on which requirement should be followed? Additionallly, your request for reumes for ALL 20 positions notated as "key personnel" provides for an unfair advantage for the incumbent contractor, especially since you have advsised that there are no vacancies at this time. Would ATF consider requesting a resume for the Project Manager and 1 stong resume from each aditional LCAT as a backup to your currently filled positons.SEE UPDATED RESPONSE in CELL D12
PWS, page 10, 1.16 Key PersonnelHow many key personnel are required in total?In the base year, 20 key personnel are required. Additional ISB SAPO may be required beginning in OY 2.While it is understood that each position is "key" to the performance of the contract, the terminology used that all 20 positions are key with a requirement of resume for each provides for an unfair advantage to the Incumbent Contractor and may provide an undesired optic. Would ATF consider allowing for only rhe resume of the Project Manager as all other positions are currently filled.No change in requirement.
PWS, page 10, 1.16 Key PersonnelHow many key personnel must be identified by each position?One key person or equivalent is required for each position.(Same issue as above)No change in requirement.
1. Column E is locked an upon inputting rates it only shows “#######” as the column is not wide enough in its locked state to show the full number. Unfortunately this does not allow us to review and confirm the calculation/formula the cell. Apologies for not catching this sooner but this is something that would be caught only after rates have been determined and subsequently input.Concur. A revised Pricing Matrix will be issued on a future Amendment.
1. On the Form Att.+C_Pricing_Matrix_REV_2, OY 2, OY 3 and OY 4, additional optional new CLINs for a SAPO are added. However on Schedule B, for OY 2 it is not notated at all and on OY 3 the CLIN is not notated for pricing input (I assume it should show around page 8 or 9) and so on for OY4.

To clarify... from the excel pricing spreadsheet there is ONE (1) OPTIONAL SAPO in OY2, TWO (2) OPTIONAL SAPO in OY3, and THREE (3) OPTIONAL SAPO in OY4, however Schedule B shows NO optional in OY 2, ONE optional in OY3 and TWO optional in OY4, which contradicts the pricing excel spreadsheet. All "Additional ISB SAPO" FOR OY 2 (CLIN 0007), OY 3 (CLIN 0008), and OY 4 (CLIN 0009) are on pg 4 of 12 of 15A00024Q00000013_A0003 (Section B - Supplies or Services and Prices/Costs). CLIN 3007 is on pg 8 of 12, and CLINS 4007 and 4008 are on pg 10 of 12 of 15A00024Q00000013_A0003.
