The purpose of this amendment is to a) provide documentation of the pre-proposal conference, b) provide an official response to contractor questions, c) amend Section J attachments, and d) extend the proposal submission due date and time for electronic and hard copy proposal submissions.
a) Attachment I Pre-proposal Conference Site Visit Information contains information discussed at the pre-proposal conference and the list of attendees.
b) The following is the Government’s official response to contractor questions:
Q-1 No prevailing wage in bid package?
A-1 The wage determination number is cited and the internet link is provided.
Q-2 Drawing m3—engineer specs turning vanes at duct elbows, since this is very expense just want to verify yes or no?
A-2 Yes
Q-3 Engineer has duct pressure test spec. for duct below 3 in static—per SMACNA—no duct below 3 in.
static to be tested—they don’t even have a protocol for testing below 3 in. their comment is per page 1-4 of manual---“ if engr wants anything below 3 inches tested, he must define a specific protocol for this—also— most system are tied into existing systems which you could not verify them. Please advise.
A-3 Low pressure ductwork, i.e. duct below 3 inches, downstream of the supply terminal boxes are not required to be tested. The high pressure duct work from the air handling unit to the terminal boxes shall be tested per Sheet Metal and Air Conditioning Contractors National Association (SMACNA) standards.
Q-4 Dwg. M-1 mentions phasing, but there is no phasing schedule attached.
A-4 There is no phasing on this project. Since the majority of the building is occupied, the contractor shall coordinate the work and any necessary outages with the Contracting Officer Representative (COR).
Q-5 M-2—note 16---says to remove abandoned vav boxes and ducts, but there is nothing on dwgs defining these systems except a key note, how is this to be priced without a duct layout??
A-5 Bid to remove ductwork as shown on the demo plan M-2 and highlighted ductwork on Attachment J-8, Clarification Support Documenting Page 2 of 4.
Q-6 M-2 says to replace damaged ducts, there are no drawings showing damaged ducts. How is an interpretation of this to be done?
A-6 This means any duct damaged by the contractor during work performed is to be repaired or replaced.
There is not any existing damaged ductwork.
15-223-SOL-006 Continuation Page 3 of 6
Q-7 Key note 1—says there are exhaust ducts to be removed, but none shown. How can a price be established if the system to be removed is not shown?
A-7 Keyed note one (1) actually states “sidewall exhaust grilles to be removed”. There are no exhaust ducts enclosed in the wall to be removed. However, there is exhaust ductwork to be removed in the interstitial space. Please see highlighted ductwork on Attachment J-8, Clarification Support Documenting Page 2 of 4.
Q-8 Detail 2 on M-2—says there’s a number of penetrations off duct to be capped, but nothing shown quantity or size—how are we to price without this info?
A-8 There is a quantity of two (2) and the sizes are each approximately 20”x20”.
Q-9 M-2 general note—says all abandon ducts and equip to be removed, but nothing on the contract documents shows anything related to this note—how is an interpretation to be done for pricing for this note?
A-9 Remove ductwork as shown on the demo plan M.2 and highlighted ductwork on Attachment J-8, Clarification Support Documenting Page 2 of 4.
Q-10 M-5---there is a 22 inch duct shown 4-5 and dead ends, is this duct to go somewhere??
A-10 This duct continues under Option 2 on drawing M.14. Otherwise, if only base bid is awarded, this 22” duct shall be capped.
Q-11 M-13---detail 1—general note---states all abandon ducts, and equip along a south wall to be demo---there is no drawings indicating the scope of this work, how is it to be priced with only a key note?
A-11 In addition to M.13, demo highlighted ductwork as indicated on Attachment J-8, Clarification Support Documenting Page 2 of 4, and demo highlighted piping, pipe supports and equipment on Attachment J-8, Clarification Support Documenting Page 1 of 4 and Page 3 of 4.
Q-12 M-14---key note 8—no duct sizes or louver size shown for extension to new wall.
A-12 The outside air ductwork to be extended for AHU-1-5A, MAU-15A and AHU-3-5A are all 78”x18”.
Q-13 No fume hood duct spec?
A-13 Use duct specification 230710, HVAC Sheet Metal in specifications.
Q-14 M-14—no demo shown for any existing ducts in this area, can we assume there are none?
A-14 Yes
Q-15 There are several key notes and gen. notes on the bid documents referring to (abandon ducts to be removed) at the walkthrough there was no one that could define this—we will need a definition of how much and locations of (abandon ducts ) to apply a labor figure to.
15-223-SOL-0056 Continuation Page 4 of 6
A-15 Remove ductwork as shown on the demo plan M-2 and Attachment J-8, Clarification Support Documenting Page 2 of 4.
Q-16 See drawing M-5—need duct sizes: detail (1)---note 6 and note 8—detail 2—note 6 and note 1---engineer says figure size of unit openings---we have no source for this, as the engineer has selected the type unit, can he give these dimensions for bidding purposes or calculate a size based on the volume of air he needs?
A-16 The Government is not aware of the specific air handing unit that will be offered. The duct sizes can therefore be obtained by offerors from their suppliers. On similar size AHU’s on previous projects, the full size openings for supply air was approximately 104”x52” and the full size openings for outside air was approximately 104”x42”, which can be used for estimation purposes, but the contractor shall verify dimensions on new air handing unit before construction of ductwork.
Q-17 M-16 DETAIL 7—SHOWS DAMPER AND REMOTE CABLE OPEERATOR IN THE BRANCH TO RA GRILLE— THE RA GRILLE ALSO IS SCHEDULED TO HAVE A DAMPER, DO YOU WANT REDUNDANT DAMPERS IN BOTH?— AS REMOTE CABLE OPERATORS ARE ABOUT 100$ EA, IE: MORE COSTLY THAN THE GRILLE, WANT TO MAKE
SURE OF THIS IN THE SPIRIT OF SAVING THE CUSTOMER MONEY.
A-17 Omit the OBD (opposed blade damper) requirement in the return grill.
Q-18 Can you provide clarification for detail E1 / A7. Note 4 calls for the metal retrofit roof panel to align with the existing metal roofing. The existing roof is a mechanically seamed standing seam metal roof panel. It is not possible to install a new roof sheet under the existing without damaging the existing roof sheets. New roof could be lowered and flashed.
A-18 The new roof needs to be lowered and flashed, see Attachment J-8, Clarification Support Documenting Page 4 of 4 looking at Bldg. 5A from the West Elevation. The contractor shall ensure the following two items:
a. Install watertight flashing at the connection of new retrofit roof to south wall.
b. All bldg. components to remain as designed – only to coordinate with the new retrofit roof height.
Q-19 During the site visit the egress for the new AHU will be via the removal of the Louvers. Auxiliary steel has already been provided for the equipment. If we use the existing roof as a landing, what is the weight limit that the existing roof will support as we bring in the sections of the new AHU?
A-19 The contractor will NOT be allowed to use the roof as a landing. There is an existing structural steel rail system in place to be used for installing air handling unit. The AHU is to be constructed and shipped in 3 sections as shown on drawing M.20 for installation purposes. Rails extend all the way to the west end of the building as depicted on Attachment S.1. Building 5A – Renovation of Animal Rooms, Equipment Platform Existing Framing Demo Plan dated July 6, 2012.
Q-20 Please confirm if the first floor plumbing inside the building is slab on grade.
15-223-SOL-0056 Continuation Page 5 of 6
A-20 Yes
Q-21 Please confirm that there are no seismic requirements for the equipment or piping in this contract.
A-21 Correct
Q-22 In review of the new equipment egress it appears that the AHU closest to the louvers will require some removal of duct in order to get the new unit in place. How long will we be allowed to have this unit offline?
A-22 One day, preferably a Friday, or can be done after hours, after 5:00 PM Monday through Friday and prior to 6:00 AM.
Q-23 On M10/ Detail 1, note 1 states that there will be a new 4” domestic water main installed see the plumbing drawings. No where do I see anything about the demo and replacement of a 4” domestic water main. Is this part of this project?
A-23 The notes are carryover from a previous project. Omit demolishing the 4” domestic water line and there is no need for a new 4” domestic water main.
Q-24 Please provide a part number for the exit lights.
A-24 Exit light shall be Dual Lite LX-U or approved equal.
Q-25 On sheet E.5 just west of column line 2, there are 3 wall mounted light fixtures drawn above the vanities, I don't see them on the fixture schedule, please provide info.
A-25 Vanity light shall be Lite Control W-AI series or approved equal.
Q-26 Are the hard copy proposal due the same day as the electronic submission of proposals?
A-26 Electronic submission of proposals, original due 10:00 AM Central Time on Wednesday, July 29th, is extended to 10:00 AM Central Time on Monday, August 3, 2015 with the submission of the hard copy proposals, Per L-6 Part I and Part II, due by 10:00 AM Central Time Wednesday August 5, 2015.
