About this file

This is a Project Manual for a state and local contract opportunity issued by the State of California Department of General Services Real Estate Services Division, in conjunction with the California Department of Forestry and Fire Protection (CALFire), for Phase V Communication Facilities Replacement across three sites in Humboldt and Shasta Counties. The project encompasses the replacement of communication facilities at Pratt Mountain (Project 1512A), Bunchgrass Mountain (Project 1512B), and Mt. Pierce (Project 1512E). The scope of work includes demolition of existing structures, construction of new 120-foot-tall telecommunications towers with 28-foot lightning masts, vault structures, generator installations, propane tank placement, and comprehensive electrical, mechanical, and structural systems. The project manual contains five books organized by procurement and contracting requirements, site-specific construction documents for each mountain location, and appendices including geotechnical investigations, environmental commitment tables, and tower equipment specifications. Courtney Wetsell serves as the Project Director (279.799.4650), with GHD Inc. as the consultant, represented by Project Manager Matt Weber (916-296-3222).

The manual establishes detailed bidding and contracting procedures including invitation for bids, instructions to bidders, bid forms, performance bonds, payment bonds, and general conditions of contract for construction. Specifications address site preparation, demolition, concrete work, masonry, structural steel, HVAC systems, plumbing, electrical systems including grounding and bonding requirements, and antenna installation across all three sites. Geotechnical investigations recommend shallow foundations with 3,000 psf allowable bearing capacity for dead loads and 4,500 psf for dead plus live loads, with alternative deep foundation options using pipe piles. Environmental compliance requirements include erosion and sedimentation control, storm water pollution prevention, and construction waste management. The project incorporates seismic design criteria with peak ground acceleration of 0.51 to 0.6 g based on ASCE 7-10 provisions, and includes provisions for DVBE participation and small business subcontractor requirements consistent with California state contracting standards.

RE: Geotechnical Investigation, Pratt Mountain Telecommunications Replacement Humboldt County, California

Dear Ms. French, GHD Inc (GHD) is pleased to present the attached report containing the results of our geotechnical investigation for the proposed Calfire Phase V Telecommunications Replacement project at Pratt Mountain in Humboldt County, California. It is our understanding that improvements are planned for the site that include a new 120-foot-tall tower with a 28-foot lightning mast, vault structure, generator and propane tank.

The accompanying report presents our findings, conclusions, and recommendations developed from our geotechnical investigation. Contained in the report are geotechnical design criteria and recommendations for design and construction of the proposed improvements. The results of the subsurface exploration and laboratory testing programs, which form the basis of our recommendations, are also included in the report.

On the basis of our investigation, the site is suitable, from a geotechnical perspective, to receive the planned improvements provided the recommendations presented in the report are incorporated into the design and construction of the project.

If you have any questions regarding the information contained in this report, or if we may be of further assistance, please do not hesitate to contact us.

Sincerely, GHD Inc

Eric S. Smith, P.E. Christopher D. Trumbull, P.E., G.E., DG.E Project Engineer Senior Geotechnical Engineer

1. Introduction

This report presents the findings, conclusions, and recommendations developed from a geotechnical engineering investigation for the Calfire Phase V Telecommunications Replacement Project at Pratt Mountain. The investigation was conducted in accordance with Agreement Number 2130 between GHD, Inc. (GHD) and the Department of General Services, RESD, Project Management & Development Branch, dated October 24, 2017. A geologic hazards report, under separate cover, was also prepared for this site.

1.1 Project Description

Pratt Mountain Telecommunications Tower is located in Humboldt County east of Garberville, California, as shown on Figure A-1, Vicinity Map (40.119 latitude, -123.693 longitude). The site is along the north coast backbone of Calfire facilities and serves as the only microwave path to the Humboldt-Del Norte Unit Local Net, used to dispatch three fire stations and one inmate camp.

Failure at the site would impair emergency response to structure fires, traffic accidents, hazardous material spills, and wildfires in the service area.

To maintain these existing services, a 80-foot-tall, 22-foot-wide (at base) tower is proposed at the site in addition to a new generator, propane tank, and vault structure. The tower will also include a 28-foot-tall lightning mast. The vault structure will be supported on continuous strip footing, and the tower will be supported on a large mat foundation or a combination of mat and pile foundation system. The layout of the proposed features is shown on Figure A-2, Exploration Map.

1.2 Purpose and Scope of Work

The purpose of this study was to evaluate the suitability of the project site, from a geotechnical perspective, for the proposed improvements. The main objectives of the investigation were to characterize the subsurface materials, perform engineering analyses, develop geotechnical recommendations and criteria, and document our findings, conclusions, and recommendations in this report.

The scope of the geotechnical investigation included the following tasks:

• A review of published geologic and geotechnical material pertaining to the site vicinity

• A field exploration program consisting of three exploratory borings drilled to a maximum depth of approximately 35 feet below ground surface (bgs) and one seismic refraction line within the site to characterize the subsurface conditions

• Geotechnical laboratory testing on select soil samples collected from the borings

• Engineering analyses to develop geotechnical design criteria and recommendations for the proposed project

• Preparation of this report

2. Field Exploration and Laboratory Testing

2.1 Field Exploration

Three borings were drilled between June 27 and August 10, 2018 at the approximate locations shown on Figure A-2. The borings were located in the field based on measured distances from existing features and aerial maps. The borings were drilled to a maximum depth of approximately 35 feet bgs under the supervision of GHD technical personnel utilizing truck- and track-mounted CME-55 drill rigs equipped with an automatic hammer with a weight of 140 pounds and a drop of 30 inches. Coring was started at a depth of 21½ feet bgs on Boring B-1.

The number of blows required for each 6-inch increment of drive were recorded and the cumulative blow count for the 12 inches of drive (following the first 6 inches of “seating” drive), or fraction thereof where resistance was encountered, is presented in the logs of borings. The blow counts presented in the logs are uncorrected and shown as they were recorded in the field. Both the samples and drill cuttings were visually classified in the field based on the Unified Soil Classification System (USCS) in general accordance with ASTM D2488.

The standardized N60 value is also presented and is calculated based on field blow counts and coefficients for hammer energy correction to normalize the automatic hammer blow count to the energy of the original SPT rope and cathead hammer (approximately 60%), borehole diameter to normalize the blow count for the diameter of the borehole, sampler type to account for the type of sampler and the presence of liners, and rod length to normalize the blow count to a standard length of 33 feet.

Subsurface conditions encountered are summarized in Section 3.3. Logs of the borings were prepared based on the field logging, visual examination of the soil samples, and the…
