About this file
This is a Project Manual for a state and local construction contract involving the State of California Department of General Services, Real Estate Services Division, and the California Department of Forestry and Fire Protection (CALFire). The project concerns the replacement of communication facilities in Phase V, Group A, at three mountain locations: Pratt Mountain, Bunchgrass Mountain, and Mt. Pierce, located in Humboldt and Shasta Counties, California. The project is being managed by Courtney Wetsell of the Department of General Services, with GHD, Inc. serving as the consultant under project manager Matt Weber. The project manual consists of five books containing specifications, drawings, and technical requirements for tower foundation demolition, vault construction, electrical systems, mechanical systems, and antenna installations at each site. The manual includes comprehensive Division sections covering concrete work, masonry, structural steel, electrical systems, HVAC, plumbing, and site preparation across all three increments, with detailed specifications for materials, execution standards, and quality assurance requirements aligned with 2019 California Building Code standards and various ASTM and industry standards.
The contract specifications establish detailed requirements for concrete mix designs with minimum compressive strengths of 4,500 psi at 28 days, water-to-cement ratios not exceeding 0.45, and specific air entrainment and slump requirements. Materials procurement emphasizes sourcing from consistent suppliers, with all concrete and masonry materials requiring certification and testing documentation. The work includes low-lift and high-lift grouting procedures for masonry with maximum pour heights of 12 feet for 8-inch walls and 16 feet for 12-inch walls, conducted within single working days. Quality control protocols mandate testing by independent laboratories with minimum three concrete test cylinders for every 75 cubic yards placed, along with field samples and shop drawing submittals. The contractor assumes full responsibility for compliance with Federal, State, and local regulations regarding demolition, disposal of materials, worker safety in accordance with ANSI A10.6, and coordination with utility companies for electrical service removal. The project manual does not specify final contract award dates, pricing terms, or funding sources within the provided excerpt.

CALFIRE REPLACE TELECOM GROUNDWORK FOR STRUCTURES
PHASE V – MOUNT PIERCE 02 41 16 - 1 DGS PROJECT 1512
SECTION 02 41 16
GROUNDWORK FOR STRUCTURES
1.01 SECTION INCLUDES
A. Excavation and backfilling for tower foundation.
1.02 QUALITY ASSURANCE
A. Perform groundwork for structures in accordance with Geotechnical Investigation Reports located in Book II of the Project Manual.
2.01 FILL MATERIAL
A. Provide suitable imported material consisting of soil, mineral aggregates or blend thereof, or suitable excavated material may be used. Fill material shall be approved for use by State. Materials shall compact to hard unyielding surface and thereafter remain stable. Remove stones, bricks or other objects that may puncture waterproofing membranes; also remove wood and rubbish throughout material.
2.02 EXCESS EXCAVATION AND WASTE
A. Remove from site, dispose of off premises unless otherwise indicated.
3.01 EXCAVATION
A. General: Excavate for foundation, to lines and levels indicated or required. Finish bottom of excavations to true, level surface with steps and offsets in foundation located as required. Exercise care when excavating for lower foundation so as to not disturb soil under higher adjacent foundation.
B. Make excavation of sufficient size to provide ample room for construction of forms and shoring.
C. Hand digging will be required if excavating near existing ducts or other utilities that are to remain.
D. Soft, Spongy, or Unsuitable Bearing Material: Remove soft, spongy, or unsuitable bearing material down to solid bearing. See General Conditions.
E. Existing Utilities: Exercise extreme care when excavating near utility lines to avoid damage thereto. Notify the State when utilities not shown on plans are encountered; do not proceed with work in such areas until written instructions are received from the State.
F. Changes in the Work: Pursuant to provisions of the General Conditions, changes in work required by conditions encountered during excavation and comprehensive grading operations and payment, therefore, will be made in accordance with applicable provisions of the General Conditions.
PHASE V – MOUNT PIERCE 02 41 16 - 2 DGS PROJECT 1512
12/06/22 GHD: REV. 1
G. Shoring: Provide as required, in conformity with Sections 1540 through 1547, Subchapter 4, Article 6, Construction Safety Orders, Title 8, Industrial Relations.
3.02 PLACING FILL AND BACKFILL
A. Remove vegetation, large stones, soft spots, and objectionable material from existing ground surface. Excavate or fill to required subgrade. Fill and compact soft spots. Prior to placing fill material, thoroughly disc and bond plow entire areas to depth of 8 inches. Thoroughly re-compact scarified subgrade to relative compaction of 90 percent as determined by ASTM Test Method No.
D 1557.
B. Remove wood, rocks, and other rubbish from excavations before placing material. Do not place material against concrete until concrete has reached its 28-day strength. Place material in horizontal layers 3 inches or less in depth before compaction, and thoroughly tamp, roll, or otherwise compact. Place material to limits and grades designated on plans, or if not designated, to original natural ground level.
C. Refer to Geotechnical Investigation Report for Engineered Fill located in Book II of the Project
Manual.
3.03 GENERAL SITE GRADING
A. General site grading is included hereunder. Grade areas within grading limits indicated, to new contours, cross sections and finish grades shown. Except as otherwise indicated, remove vegetation, wood, and other rubbish from areas to be graded.
B. Rough grade areas and treat subsoil in excavated areas and areas requiring 12 inches of fill or less by chiseling to minimum depth of 12 inches.
C. Use chiseling equipment having teeth spaced 12 inches apart maximum. Construct swales to provide drainage from all areas to drainage outfalls (new or existing). Compact by rolling with grading equipment or by other means to produce required results.
D. Grade finish surfaces smooth and even, finish flush with surfaced areas, sidewalks, concrete pads, tops of curbs, manholes, drains, valve boxes, etc., unless otherwise indicated.
