About this file

This is a Project Manual for the State of California Department of General Services Real Estate Services Division, in partnership with the Department of Forestry and Fire Protection (CALFire), for the replacement of communication facilities in Humboldt and Shasta Counties, California. The project involves Phase V communication facilities replacement covering three mountain sites: Pratt Mountain, Bunchgrass Mountain, and Mt. Pierce. The work encompasses demolition of existing tower foundations, construction of new tower foundations, vault structures, HVAC systems, electrical systems, and antenna installations across all three locations. The project is organized into five books within the manual, with Book III specifically detailing specifications for Bunchgrass Mountain work. Project Director Courtney Wetsell manages the effort through the DGS Project Management and Development Branch, with GHD, Inc. serving as the consultant. The manual includes comprehensive specifications for structural work, concrete operations, masonry, metals, electrical systems, plumbing, site preparation, and erosion control across multiple divisions and sections.

The project specifications establish detailed requirements for materials, execution standards, and quality assurance across all construction disciplines. Concrete specifications require a minimum 4,500 psi compressive strength at 28 days with specific cement content of 765 pounds per cubic yard, water-cement ratios not exceeding 0.45, and retarders extending set time by two hours. Masonry work utilizes concrete block units meeting ASTM C90 standards with minimum 2,000 psi compressive strength, Type S mortar conforming to ASTM C270, and grout meeting ASTM C476 with 2,000 psi minimum compressive strength. Welding operations comply with AWS D1.1 Structural Welding Code standards. Field quality control includes independent testing laboratory services with minimum three concrete test cylinders per 75 cubic yards placed daily, maintaining material temperatures at minimum 50 degrees Fahrenheit during work and 48 hours after completion. All work must conform to the 2019 California Building Code, and contractors assume full responsibility for Federal, State, and local regulatory compliance including worker safety and proper disposal of demolished materials.

CALFIRE REPLACE TELECOM GROUNDWORK FOR STRUCTURES

PHASE V - BUNCHGRASS 02 41 16 - 1 DGS PROJECT 1512

011/29/22 GHD: REV. 1

SECTION 02 41 16

GROUNDWORK FOR STRUCTURES

1.01 SECTION INCLUDES

A. Excavation and backfilling for tower foundation.

1.02 QUALITY ASSURANCE

A. Perform groundwork for structures in accordance with Geotechnical Investigation Reports located in Book II of the Project Manual.

2.01 FILL MATERIAL

A. Provide suitable imported material consisting of soil, mineral aggregates or blend thereof, or suitable excavated material may be used. Fill material shall be approved for use by State. Materials shall compact to hard unyielding surface and thereafter remain stable. Remove stones, bricks or other objects that may puncture waterproofing membranes; also remove wood and rubbish throughout material.

2.02 EXCESS EXCAVATION AND WASTE

A. Remove from site, dispose of off premises unless otherwise indicated.

3.01 EXCAVATION

A. General: Excavate for foundation, to lines and levels indicated or required. Finish bottom of excavations to true, level surface with steps and offsets in foundation located as required. Exercise care when excavating for lower foundation so as to not disturb soil under higher adjacent foundation.

B. Make excavation of sufficient size to provide ample room for construction of forms and shoring.

C. Hand digging will be required if excavating near existing ducts or other utilities that are to remain.

D. Soft, Spongy, or Unsuitable Bearing Material: Remove soft, spongy, or unsuitable bearing material down to solid bearing. See General Conditions.

E. Existing Utilities: Exercise extreme care when excavating near utility lines to avoid damage thereto. Notify the State when utilities not shown on plans are encountered; do not proceed with work in such areas until written instructions are received from the State.

F. Changes in the Work: Pursuant to provisions of the General Conditions, changes in work required by conditions encountered during excavation and comprehensive grading operations and payment, therefore, will be made in accordance with applicable provisions of the General Conditions.

PHASE V - BUNCHGRASS 02 41 16 - 2 DGS PROJECT 1512

011/29/22 GHD: REV. 1

G. Shoring: Provide as required, in conformity with Sections 1540 through 1547, Subchapter 4, Article 6, Construction Safety Orders, Title 8, Industrial Relations.

3.02 PLACING FILL AND BACKFILL

A. Remove vegetation, large stones, soft spots, and objectionable material from existing ground surface. Excavate or fill to required subgrade. Fill and compact soft spots. Prior to placing fill material, thoroughly disc and bond plow entire areas to depth of 8 inches. Thoroughly re-compact scarified subgrade to relative compaction of 90 percent as determined by ASTM Test Method No.

D 1557.

B. Remove wood, rocks, and other rubbish from excavations before placing material. Do not place material against concrete until concrete has reached its 28-day strength. Place material in horizontal layers 3 inches or less in depth before compaction, and thoroughly tamp, roll, or otherwise compact. Place material to limits and grades designated on plans, or if not designated, to original natural ground level.

C. Refer to Geotechnical Investigation Report for Engineered Fill located in Book II of the Project

Manual.

3.03 GENERAL SITE GRADING

A. General site grading is included hereunder. Grade areas within grading limits indicated, to new contours, cross sections and finish grades shown. Except as otherwise indicated, remove vegetation, wood, and other rubbish from areas to be graded.

B. Rough grade areas and treat subsoil in excavated areas and areas requiring 12 inches of fill or less by chiseling to minimum depth of 12 inches.

C. Use chiseling equipment having teeth spaced 12 inches apart maximum. Construct swales to provide drainage from all areas to drainage outfalls (new or existing). Compact by rolling with grading equipment or by other means to produce required results.

D. Grade finish surfaces smooth and even, finish flush with surfaced areas, sidewalks, concrete pads, tops of curbs, manholes, drains, valve boxes, etc., unless otherwise indicated. Adjust tops of existing pull boxes as required to meet finish grades. Finish surfaces shall be clean, free from undesirable vegetation, stones, wood, etc., and suitable for subsequent landscape work.

B. The use of explosives for rock disintegration is not approved.

C. The Contractor shall personally verify site conditions of rock removal and note irregularities affecting work of this item.

D. The Contractor by beginning this work item means acceptance of existing conditions.

E. The Contractor shall coordinate the removal and disposal of excavated material from site with State's representative's permission and coordination.

PHASE V - BUNCHGRASS 02 41 16 - 3 DGS PROJECT 1512

011/29/22 GHD: REV. 1

F. When rock is uncovered that cannot be removed by mechanical means, the Contractor shall notify the State's representative for a determination of method of rock removal.
