About this file

Summary

This is a measure and payment roadway improvements specification document for the City of St. George, Utah's Roadway Improvements Various Locations Invitation for Bid (IFB) project. The document details 27 distinct line items covering the full scope of roadway construction and infrastructure improvements across multiple project locations. Items include traffic control, surveying, tree and concrete removal, utility relocation and reconstruction (signs, hydrants, water valves, manholes, and inlet boxes), roadway excavation and preparation, asphalt paving and milling, concrete curb and gutter installation, sidewalk construction, storm drainage infrastructure (including 18-inch HDPE and 24-inch RCP pipes), concrete driveway aprons, asphalt trails, and rock buffers and swales. The specification provides detailed descriptions of work scope, measurement units (lump sum, each, linear feet, or square feet), and payment schedules for each line item. The lump sum items for traffic control, survey, and mobilization include specific payment schedules tied to project completion percentages, with mobilization payments capped at 10% of total contract price.

Bidders are required to submit a bid bond equal to 5% of the total bid amount issued by a Utah-licensed surety company acceptable to the City of St. George. One hundred percent payment and performance bonds will be required upon contract award. All bid prices are to be submitted as contract unit prices for the respective measurement units, and payment for work items (except lump sum items with tiered schedules) is made upon completion of the work as a percentage of overall contract completion with each estimate. The City of St. George reserves the right to reject any or all proposals or waive any formality or technicality in the proposals submitted.
