This is a Bid Terms document for the City of St. George, Utah, regarding the Roadway Improvements Various Locations project (Reference No: 26-286). The document outlines the bidding requirements and contractual obligations for construction work on various roadway locations within the city. Bidders must submit proposals in strict accordance with the Contract Documents, Instructions, Drawings, and Specifications, and must certify that their bids have been prepared independently without consultation with competitors. All work is subject to the City's approval, with the City maintaining authority over quality assessment, material suitability, and specification interpretation. The contract requires completion within a specified contract time period, with the City reserving the right to reject any or all proposals or waive any formality or technicality.
Liquidated damages are assessed at $1,000 per calendar day for failure to complete work within the contract time or any City-granted extension. An additional $1,000 per day penalty applies for failure to repair deficiencies within ten days of notification, with these rates being cumulative. Every bid must be accompanied by a bid bond in the amount of five percent of the total bid amount, issued by a surety company licensed in Utah and on a form acceptable to the City. One hundred percent payment and performance bonds are required for project completion. Bidders must familiarize themselves with existing site conditions and are responsible for furnishing all labor, materials, equipment, incidental items, permits, fees, and services necessary to perform the specified work.
