Response: Provide work plan as if options are awarded at the same time as the base requirement.

2) Specification 01 7419 1.07A/3.01B - These paragraphs state that a third party firm is required to monitor/coordinate waste management on the project. This project is unlikely to produce the types of waste in quantity that would make third-party monitoring cost-effective.

Please clarify what is desired for this item.

Response: Third party monitoring is not required by the solicitation. The requirements of specification section 01 7419 may be met by the

Contractor without the services of a

"third-party" firm.

3) Specification 26 0000 1.14 - Does the successful electrical contractor have to have all of their journeymen licensed in Arkansas? This is not typical of what we see on most Federal projects. If so, is the project limited to

Arkansas licensed contractors?

Response: Where a Master or Journeyman license is required by the specification, an equivalent license, issued in a state other than Arkansas, is also acceptable.

4) Specification Section 26 0000 1.15 - Please verify that cost for AutoCAD drawings from the

FDA will be $50.00 per sheet as stated.

Response: Bid as specified.

5) Specification 26 0573 1.01 C.1 - This paragraph requires an abbreviated short circuit study during the bidding period which would require input from the FDA to accomplish. Is this a bidding requirement?

Response: Contractor is not required to provide a fault current study during bidding. However a preliminary study checking fault interrupting ratings prior to equipment submittals is still required.

6) Drawing S-1 - Please verify whether the continuous HSS beam gets welded at every crossing

of a WF beam or only where detail 3/S-1 is noted.

Also, based on the sequence of work, the HSS beam will have to be installed in two sections. Is there any requirement for butt-welding the two sections together?

Response: The HSS beam shall be welded at every

WF beam. The HSS beam is to be installed in two sections where detail 3/S-1 is located. Each HSS beam is to bear on top of WF beam flange a minimum of 1.5" minimum, weld to WF beam as called out on 3/S-1.

7) Drawing E-3 Note P2-H/E-12 - The note on E-3 indicates to re-use the housekeeping pad for PFC

B. The Option as stated on E-12 notes to remove the concrete pad. Please verify the desired extent of pad demolition at PFC B. Also, is the thickness of the pad known?

Response: The option description on sheet E-12 was revised by amendment number 1 to this solicitation to agree with the note on E-3. See amendment 1, item number 3.

8) Drawing Sheet E-10 - Are any of the panels from which 120v power is to be drawn in a location where conduit cannot be surface-mounted and will require opening walls? If so, is the extent of the drywall work (length of conduit to be mounted behind drywall) known?

Response: Surface mounted conduit is acceptable, except that surface-mounted metallic raceway shall be used below the ceiling in the EMCS room in building 54.

9) General - Do any of the buildings require temporary services during outages to be supplied by the contractor (generator power, temporary air, etc.)?

Response: Contractor-furnished, generator-supplied temporary power or other services to buildings are not included in the solicitation documents.

10) General - Has the paint on the structure of Building 9 (exterior walls, joists, etc.) been tested for lead? If not, are bidders to assume

the paint is lead-free for purposes of bidding?

Response: The glazed-block exterior of Building 9 was painted circa 2000. The interior walls are not painted. Paint on surfaces such as conduits, equipment enclosures, structural steel, etc.

should be assumed to contain lead.

11) Regarding the Fire Alarm System, several of the buildings at NCTR are currently monitored by

Siemens XLS FireFinder panels networked over a fire system. Please verify that the requirements for this project are as shown on E-2, using a standalone panel with two phone lines.

Response: On sheet E-2,change arrowed note to fire alarm control panel (FACP) in "FLOOR PLAN &

GROUNDING PLAN" to read "Provide a Fire Alarm

Panel and associated equipment that is compatible and capable of connecting to NCTR's Siemens XLS

FireFinder Network in lieu of standalone panel with a DACT that is not capable of being monitored by the network. Contractor is responsible for making a fiber connection to building 54 monitoring center using one of the fibers specified in 27 1500."

12) Is there a preference for what model of Siemens panel is required?

Response: New panel must meet the requirements of specification section 28 3111 - Digital

Addressable Fire Alarm System.

13) Where are the phone lines to be run to? Do they go to a terminal board inside building 9, or do they need to be run to some other point?

Response: Telephone punch blocks are located in a hinged box inside the battery room of building

9, on the north wall, just west of column line

"A.1"

Change "construction manager", To: "Contracting

16. It appears that there is no abatement of hazardous material in this project. Please confirm if it is so.

Response: Abatement of hazardous materials is not included in this solicitation. Where hazardous materials requiring abatement (such as asbestos) are later identified or discovered by the Contractor, abatement will be the responsibility of the government. Removal of equipment and materials as shown on the drawings and which are assumed to have lead-based paint, is not considered as requiring abatement of hazardous materials.

17. Would temporary power be required for the existing loads affected by the power shut-downs, during the switchgear replacement?

Response: Contractor-furnished, generator-supplied temporary power or other services to buildings are not required in the solicitation documents.

18. Are there any special requirements or License for the Data Com work?

Response: See paragraph 271500 1.08, "Quality

Assurance" for requirements.
