Questions from Prospective Contractors – Solicitation No. 140R6024R0009 Amendment No. 0003
42. Drawing 1335-D-61159, Plant Electrical Single Line Diagram has the Main Switchboard labeled ‘DSA’. Drawing 1335-D-61161, Level 1 Equipment Layout has the Main Switchboard labeled ‘SSA’. Which is correct?
A: See revised drawing 1335-D-61161.
43. Drawing 1335-D-61346, Panel Schedules: Two (2) Panelboards are labeled ‘LP-003’. Please clarify Tag Numbers on these Panelboards.
A: See revised drawing 1335-D-61346.
44. Drawing 1335-D-61347, Panel Schedules: Panel Schedule in lower left hand corner of drawing is missing Tag Number and some information. Please provide.
A: See revised drawing 1335-D-61347.
45. Drawing 1335-D-61161 – Electrical, Equipment Layout – Level 01 shows distribution panelboard DP-008 however, this panelboard is not listed on the panel schedule. What is the voltage and amperage for this equipment?
A: See revised drawing 1335-D-61161.
46. Drawing 1335-D-61161 – Electrical, Equipment Layout – Level 01 shows lighting panelboard LP-008 however this panelboard is not listed on the panel schedule. What is the
47. Drawing 1335-D-61161 – Electrical, Equipment Layout – Level 01 shows lighting panelboard LP-017 however, this panelboard is not listed on the panel schedule. What is the
48. Drawing 1335-D-61346 – Electrical, Panel Schedules lists LP-003 twice, are there two lighting panelboards LP-003?
49. Drawing 1335-D-61347 – Electrical, Panel Schedules is missing information for the panelboard on the lower left side of the drawing. Which panelboard should this be and where is it located?
50. Will the exterior Insulated metal wall panels be the same thickness? The specification shows the Santa Fe wall panel as 4” and the 7.2 Insul Rib as 3”. The sheet labeled “exterior wall panel type” shows them to both be the same thickness.
A: Refer to revised specifications Section 07 42 13 – Pre-Insulated Metal Wall Panels for additional information.
51. The 4” x 36” thick Santa Fe insulated exterior wall panel is only available for manufacture in the Hamilton ONT plant. If you choose to stay with the same module width for the Santa Fe (36”) as the 7.2 wall panel (only manufactured in 36”) for the larger WTP facility there will be significant cost added for shipping on the Santa Fe panel. The MOST cost effective would be to keep these wall panels as the same profile so they can ship form the same location. The MOST cost effective of which would be the CF Mesa / Lt Mesa panel. The CF Mesa / Lt Mesa panel can ship from the Shelbyville IN. plant, this plant is closest to the project location and would represent the least shipping cost. Thoughts on changing the exterior profiles? I have included ALL 3 panel data sheets for you to review.
52. The colors specified for the insulated wall panels are the Metl Span COR TEN- Robust and
Raw. The colors selected have a minimum manufacturing qty of 40,000. Square feet per panel profile. The drawings I have show approximately 4500 square feet each of Santa Fe and 7.2 Insul rib. Metl Span CAN still produce the color specified however, the cost to run a much smaller qty than the minimum would be substantial. We can provide pricing for the next manufacturer color group down that would allow your customer to pick from all other colors offered by Metl Span in a 3 coat Kynar.
53. Is the intent of the Control System to have one PLC with a processor as the Master PLC
(Data Room per Network Diagram drawing) with all “00-CPL-xxx” control panels as Remote I/O panels?
A: Contractor shall determine the arrangement of the PLC controllers as long as the supplied equipment meets the specification requirements.
54. If it is not the intent to have one “Master” PLC with a processor and all other control panels as Remote I/O panels, would the Government consider this alternative as a means to reduce the overall cost of the project?
A: Contractor shall determine the arrangement of the PLC controllers as long as the supplied equipment meets the specification requirements.
55. Specification 25 00 01 Water Treatment Plant (WTP) Control System, Section 1.08 Extra
Materials, B.3.a. PLC Processor Modules states “Fully redundant spare set of PLC processor modules, to allow quick replacement of installed facility processor modules in the event of a failure”. There is a total of ten (10) PLC’s throughout the plant and both Well sites. Does the Bureau really want ten (10) pre-programmed PLC processors as spares? We feel that one (1) spare PLC processor is sufficient with all PLC programs stored separately on a USB drive that could be accessed quickly to load the correct program on the spare processor if one of the installed processors should fail. The cost for ten (10) spare processors is quite significant.
A: Maintain existing extra materials requirement.
56. Specification 25 00 01 Water Treatment Plant (WTP) Control System, Section 2.07
Programmable Logic Controller (PLC), C.2. states “No less than 8 MB total memory storage on the PLC process module.” ControlLogix processors go from 5MB total memory storage to 10MB total storage. The price difference for the 10MB processor is approximately $5,000 more per processor than the 5MB processor. There would be a cost savings of $50,000 to use the 5MB processor. We feel the 5MB processor has more than sufficient total memory storage to accommodate all of the required control for each PLC. Please confirm if the 5MB processor is acceptable.
A: Maintain existing extra materials requirement.
57. Specification 25 00 01 Water Treatment Plant (WTP) Control System, Section 1.08 Extra
Materials, B.6. states “Miscellaneous Components: Minimum of one spare of each type of control system component.” Please clarify “each type of control system component”. Each type could be every part used in any of the ten (10) control panels (i.e., terminal blocks, relays, SPD’s, circuit breakers, panel lights, IFM modules, IFM cables, power supplies, etc.).
A: Correct. At least one of each type of component used in the control panels should be supplied as a spare.
58. The Wiring Diagram drawings show all flow meters (magnetic and clamp-on) as communicating via Modbus RTU. Would Ethernet or Modbus TCP/IP communications be acceptable for those instruments that have those communication capabilities?
A: Specifications Section 40 71 00, Paragraph 2.04 H. only specifies that the communication be Modbus, so it can be either Modbus RTU or Modbus TCP/IP.
59. Who is responsible for the Engineering completion of the Electrical system?
A: Contractor scope is described in the Specifications and Drawings.
60. On Drawing 1335-D-60931, Please identify where Service Water Control Panel 20-LCP-001 is connected to the Network, and is this Panel Gov’t supplied?
