Questions
Questions from Prospective Contractors – Solicitation No. 140R6024R0009 Amendment No. 0001
1. I do not see anything in the bid documents regarding Lightning Protection. Will this be required on the new structures?
A: Lightning protection is required for the Flagpole as detailed within specifications Section 10 75 16. Lightning protection is only required where identified in the contract.
2. Lake County Concrete has recently provided ready-mix concrete for a Parkville Water
District treatment plant. They are the only local ready-mix supplier. The next closest ready-mix supplier is about 40 miles away. Logistically speaking, Lake County Concrete would be best ready-mix source for the project. They cannot meet some of the specification requirements in specifications Section 03 30 00. The first is the “automatic digital recording” requirement in Paragraph 1.04.A.2. Another is the Pozzolan requirements. Is the USBR willing to approve a concrete specification in line with the Parkville Water District in order for the local ready-mix supplier participate in the project?
A: No.
3. a. Has USBR made initial contact with XCEL Energy for this project?
A: Yes. Their engineering requirements have been incorporated into the design.
b. Will the KTR be responsible for XCEL's cost for design reviews/correspondence?
A: Yes.
c. Does USBR have a local contact with XCEL for this project?
A: Yes. Peter Schmidt, Senior Manager, Distribution Design, Silverthorne, Colorado
4. a. What are the requirements for Project Labor Agreement?
A: Required for this project in accordance with Executive Order 14063. Please reference FAR Part 22, Subpart 22.5 for instructions. Please also see solicitation for proposal submittal requirements.
b. Does the Project Labor Agreement apply to subcontractors?
A: Yes.
5. Does the Government have drawings showing details of the motor control centers?
A: Refer to specifications Drawing No. 1335-D-61159 for the main water treatment plant (WTP) one-line diagram with callouts from the switchgear to motor control centers (MCC). Refer to specifications Section 26 24 19 - 600V Motor Control Centers for requirements for MCC.
6. Should our proposal schedule reference the Government Furnished Equipment (GFE) dates listed in the specifications?
A: Yes. After review and approval of the Contractor’s Baseline Schedule following award, the Government will consider revision to the Government Furnished Equipment Delivery Dates listed in specifications Section 01 64 40 - Government-Furnished Products, Table 01 64 40A.
7. Will USBR be removing the equipment and materials in the storage building.
A: Yes, refer to specifications Section 02 41 00 - Demolition, Paragraph 1.04 B.2.
8. What is the depth of the pond pump sump basin?
A: Refer to specifications Drawing No. 1335-D-130 (for information only) for the pond pump station wet well dimensions.
9. Can there only be a certain number of submittals in the queue?
A: Refer to specifications Section 01 33 00 – Submittals, Paragraph 1.06 A.3.b. and c.
10. Is May 6, 2024 a hard deadline for submitting a proposal?
A: At this time, May 6, 2024, is the proposal due date. Any extensions will be posted via solicitation amendment in SAM.GOV.
11. What is the anticipated sequence of construction?
A: The Contractor is to develop the sequence of construction. Refer to specifications Section 01 32 10 - Construction Program for further information.
12. Has the government-furnished equipment (GFE) been paid for?
A: The Government-furnished equipment (GFE) will be paid for in three separate supply contracts which were previously awarded. Offerors shall not include the cost for purchasing the Government-furnished equipment (GFE) in their proposal for this contract.
13. Will solid waste containers remain onsite?
A: Refer to specifications Section 01 14 00 - Work Restrictions, Paragraph 1.03 A.3.
14. Does the perimeter fencing at the site meet security requirements? Will contractors have to supplement the fence in any way?
A: Yes, the existing perimeter fence at the site meets existing security requirements. Refer to specifications Section 01 56 20 - Existing Fences for further information.
15. Does the contractor have to provide storage and environmental protection for equipment arriving early at the site?
A: Refer to specifications Sections 01 60 00 - Product Requirements and 01 64 40 - Government-Furnished Products for further information.
16. When is the anticipated arrival time for the government-furnished equipment (GFE)?
A: Refer to specifications Section 01 64 40 - Government-Furnished Products, Table 01 64 40A

A: Refer to specifications Section 01 56 10 - Protection of Existing Installations, Paragraph 3.03 for further information.
19. Is the back fence at the site the property line? Would it be an issue if underground anchors for a retaining wall extended past the fence?
A: Refer to specifications Drawing No. 1335-D-60557 for the property line location details. The south fence is not on the property line.
20. Where do we send additional questions?
A: Dwane “Dusty” Esplin (CO) or Steven Stone (CS). Their contact information is available at SAM.gov.
21. Do the plant personnel only use the front parking lot?
A: Refer to specifications Section 01 14 00 - Work Restrictions for coordination requirements with existing WTP operations.
22. What is the shaft material for the vertical turbine pumps? Should it be made from 316, like the rest of the vertical turbine pumps, in order to mitigate corrosion?
A: Refer to specifications Section 43 23 00 - Vertical Lineshaft Pumping Units, Paragraph 2.01 A.7.a.
23. Are there any weight restrictions on the road leading to the laydown yard?
A: Unknown, the access roads are maintained by Lake County. Offerors could contact Lake County's Road and Bridge Department, https://www.lakecountyco.gov/293/Road- Bridge
