Description of Changes:

1. In Part I – The Schedule, remove Specification Section 03 81 10 – Concrete Removal in its entirety and substitute therefor the attached Revised Section 03 81 10.

For convenience, essential changes on the revised solicitation pages are indicated by a vertical line within the margin, whereby the lines or paragraphs are changed from the previous version.

However, all portions of the revised solicitation pages shall apply whether changes thereon have been indicated or not.

Acknowledgement: See Block 11 on the Standard Form 30 regarding acknowledgement by offerors to this amendment. The Government requires acknowledgment by offerors to this amendment at the place designated for receipt of proposals. (Please see Block 19 on the Standard Form 1442.)

CONCRETE REMOVAL

PART 1 GENERAL

1.01 MEASUREMENT AND PAYMENT

A. Concrete Removal:

PART 3 EXECUTION

3.01 GENERAL

A. Cease operations and notify COR if concrete removal operations:

1. Contact unexpected embedded items.

2. Crack concrete to remain in place.

B. Do not resume operations until approved by COR.

C. Control wastewater in accordance with:

1. Approved plan.

2. Section 01 57 30 - Water Pollution Control.

3.02 EXAMINATION

A. Locate and mark embedded pipe, conduit, and metalwork within concrete removal areas before beginning concrete removal.

3.03 P14PREPARATION

A. Provide temporary barriers and enclosures to protect structure occupants and equipment.

B. Location of concrete removal on drawings is approximate. Verify and adjust concrete removal areas with COR in the field.

3.04 EQUIPMENT CALIBRATION TEST AREA

A. Perform equipment calibrations in the presence of the COR.

B. Continue to modify calibration settings in order to achieve acceptable concrete removal operations.

C. Calibration Tests:

1. P19F6-inch Calibration

a. COR will designate approximately 30 square foot representative area of damaged concrete for hydrodemolition equipment calibrations.

b. Contractor shall take calibration concrete cores from each calibration section.

c. Test concrete cores in presence of COR.

d. Calibrate hydrodemolition equipment to achieve removal of P20F6-inches of sound concrete, as measured from the original elevation.

e. Record nozzle pressure, speed of travel, flow rates, application heights and other parameters required for each calibration.

2. 12-inch Calibration:

a. COR will designate approximately 30 square foot representative area of damaged concrete for hydrodemolition equipment calibrations.

b. Contractor shall take calibration concrete cores from each calibration section.

c. Test concrete cores in presence of COR.

d. Calibrate hydrodemolition equipment to achieve removal of P20F12-inches of sound concrete, as measured from the original elevation.

e. Record nozzle pressure, speed of travel, flow rates, application heights and other parameters required for each calibration.

3. 18-inch Calibration:

a. COR will designate approximately 30 square foot representative area of damaged concrete for hydrodemolition equipment calibrations.

b. Contractor shall take calibration concrete cores from each calibration section.

c. Test concrete cores in presence of COR.

d. Calibrate hydrodemolition equipment to achieve removal of P20F18-inches of sound concrete, as measured from the original elevation.

e. Record nozzle pressure, speed of travel, flow rates, application heights and other parameters required for each calibration.

3.05 REMOVAL

A. General:

1. Remove concrete such that repair thickness indicated on the drawings is achieved.

2. Initially remove damaged, deteriorated, loosened, or unbonded portions of existing concrete by high and ultra-high-pressure water blasting, jetting, hydrodemolition, jack hammering, or other approved method. Follow with approved mechanical means if necessary.

3. Produce rounded 1-inch radius corners.

4. Produce surfaces and edges suitable for required construction.

5. Use methods which will not damage concrete or reinforcement to remain in place.

6. Do not line drill perimeters of large openings.

7. Do not pry on concrete to be removed or existing reinforcement.

8. Do not use bush hammers or scabblers.

9. Blasting not permitted.

B. Saw cutting:

1. P25FPerform before concrete removal in areas where hydrodemolition is not used.

2. Perform after:

a. Hydrodemolition.

b. Removal of concrete damage resulting from reinforcing steel corrosion.

3. Fully encompass removal area.

4. Produce clean, sharp edges.

5. Saw cut depth: P26F

a. 2-inches at hydrodemolition locations.

b. Full depth where shown on drawings.

c. Do not damage reinforcing steel or other embedded items intended to remain.

d. If embedment or other conditions prevent a minimum 1-inch saw cut depth, use a grinder to create a minimum 1/4-inch perpendicular face.

6. Limit number of corners.

7. Acute angels: Greater than approximately 70 degrees. Do not produce sharp corners.

8. Use diamond blade or diamond wire saws.

9. Make cuts normal to exposed concrete surface except as indicated on drawings.

10. Prevent kerfs from crossing.

11. Do not extend saw kerfs beyond specified limits of removal.

C. FHydrodemolition:

1. Use hydrodemolition equipment in accordance with approved plan to remove existing concrete.

2. Use hydrodemolition equipment setting calibrations determined within the equipment calibration test areas to perform the concrete removal operations.

3. Where more than 1/3 of the diameter of a reinforcing bar is exposed by removal of concrete to the required depth, remove additional concrete to minimum depth of 1-1/2 inches below the bar.

4. Continually monitor hydrodemolition effectiveness. Make calibration adjustments as required.

5. Do not use calibration settings which will lead to damage of underlying or adjacent concrete or foundation materials intended to remain.

6. Calibrate the hydrodemolition equipment to remove abraded and delaminated concrete based on the specified depth and to not damage underlying sound concrete or exposed reinforcement.

7. Remove deteriorated concrete in areas not accessible by hydrodemolition with other approved methods.

8. After hydrodemolition, wash concrete surfaces with 2,000 psi water to remove loose and fragmented concrete debris and other contaminants. Remove cuttings from prepared surfaces before drying.

D. Jackhammer:

1. Do not use jackhammers in excess of 30 pounds or, dry sandblasting, without approval in repair areas where existing concrete is to remain.

2. Points on jackhammer bits shall cleanly break the concrete.

3. For removal away from saw cut edges, cleanly break concrete with pointed jackhammer bits.

4. Replace or sharpen jackhammer bits that are not pointed.

5. Complete removal near repair boundaries with hammers fitted with spade bits.

E. P18P23FDrilling:

1. Drill cores at concrete removal corners as approved.

2. Drill holes in concrete walls and floors with rotary diamond core bit.

3. Make cut edges clean and sharp.

F. Reinforcement:

1. Replace reinforcing steel bar or section of bar that has lost more than 25 percent of its cross-sectional area.

a. If adjacent bars are damaged, replace adjacent bars with 20 percent or more loss in cross-sectional area.

b. Replace bars to match original bar size and splice according to ACI 318. P2

2. If epoxy coating on steel reinforcement is damaged, repair using a coating approved by the rebar manufacturer. Do not coat previously uncoated reinforcing steel.

3. Remove concrete shadows around circumferences of reinforcing bars.

4. When corroded reinforcement steel bars are exposed, remove additional concrete along corroded bars until a continuous length of 2-inches of bar free from corrosion is exposed.

a. Assess limit of active corrosion on a visual basis.

b. Edges of additional areas removed shall be cut square as specified below.

c. Remove additional concrete along bar to accommodate couplers or lap splices for replacement reinforcement.

d. Obtain approval from COR prior to additional concrete removal.

5. P29FWhere more than 1/3 of the diameter of a reinforcing bar is exposed by removal of concrete to required depth, remove additional concrete to minimum depth of 1- 1/2 inches below the bar.

6. When removing concrete in and around reinforcing steel to remain in place, use 15-pound or smaller chipping hammers, high or ultra-high pressure water jetting.

3.06 CLEANING AND SURFACE PREPARATION

A. Primary Cleaning:

1. Remove dust and debris resulting from concrete removal.

2. Use contained shotblasting, wet sandblasting, or water blasting to remove weakened or damaged concrete mircrofractured surfaces.

3. If water blasting, use pressure sufficiently high to prepare surface. Pressures up to 15,000 psi may be necessary.

4. Remove materials that weaken the bond between remaining concrete and repair material.

5. Include saw cut or ground faces.

6. After primary cleaning, protect surface from contaminants.

B. Secondary Cleaning:

1. Within 48 hours prior to placement of repair material.

2. Use low pressure water jetting to remove materials that may impair bond.

C. Concrete substrate surface roughness: Equivalent to or larger than CSP 9 in accordance with ICRI 310.2R.

D. Clean and allow surfaces to dry thoroughly, unless specific repair technique requires application of materials to a saturated surface.

E. Do not use acids for cleaning or preparing concrete surfaces for repair.

F. Any contamination on prepared surfaces including oil, solvent, dirt accumulation, or foreign material shall be removed by additional wet sandblasting and air-water jet cleanup followed by drying.

3.07 REPAIR

A. Repair concrete and reinforcement outside of prescribed removal lines damaged or loosened during cutting and removal operations in accordance with Reclamation M-47.

3.08 DISPOSAL

A. Collect and dispose of wastewater in accordance with approved plan.

B. Dispose of removed materials in accordance with Section 01 74 00 - Cleaning and Waste Management.

Continuation of 140R6021R0027 Glen Elder Dam Questions Received after 4:30 PM on July 30, 2021

49. Section 03 81 10-Concrete Removal, subsection 3.05, paragraph D states that use of jackhammers in excess of 30 pounds may not be used without approval. Please clarify if this restriction applies to all concrete removal areas or only areas where hydro demolition is shown.

Will there be equipment restrictions for the removal of the existing concrete slabs?

A: Refer to the revised specifications Section 03 81 10, Paragraph 3.05 D.1.

50. Please clarify the pay item for “sawcut concrete key” shown in Section J on 495-D-60011 and “sawcut concrete” shown in Section R on 495-D-60014. Would all saw cuts not 2” in depth be paid under pay item “15-sawcut existing concrete, full depth”?

A: 2-inch sawcuts are called out on the specifications drawings. All other sawcuts are full depth.

51. Please provide the values for dimensions “A” & “B” shown in Section Y and Z on drawing 495-D-60023.

A: Refer to specifications Drawing No. 495-D-60018, Note 1.

52. Please provide the specification and the pay item for the 24” flap gates shown in detail 7 on drawing 495-D-60030.

A: Information will be provided in a forthcoming amendment.

53. In Spec 31 03 11- Control Lake Inflow, the bid item 21 – Removal and Control of Water, is intended for the removal of the water sippage through the gate, and not for controlling the lake inflow. The radial gate will remain closed during construction, the inflow for the lake can be channeled through other outlet(s) without opening gate(s) or bypass pumping. Please verify if this interpretation is accurate.

A: Correct.

54. Would the government consider extending the due date for bid to allow adequate time for contractor and subcontractors to assemble the RFP package?

A: The proposal due date will remain unchanged.

55. Please provide details and specifications for the measurement point shown in drawing 495-D- 60025. Please verify if the measurement points are paid under bid item 3 – Benchmarks.

A: Refer to specifications Section 02 21 30, Paragraph 1.01 A, and 2.01 B.

56. Will the Virtual Site tour be made available to potential bidders? If so, will it be released via amendment or will it be posted to sam.gov?

A: In accordance with Amendment No. 0001, contractors who would like a copy of the Pre-Proposal Site Visit presentation shall request it from camaurer@usbr.gov. Due to the file size, the presentation will be sent using Kiteworks.

57. Specification section 03 81 10, part 3.05 D.1 states "Do not use jackhammers in excess of 30 pounds or, dry sandblasting, without approval." Does this statement only apply to concrete demolition adjacent to or in contact with existing concrete that is to remain in place?

58. Is the intent of Specification section 038110, part 3.05 D.1 states "Do not use jackhammers in excess of 30 pounds or, dry sandblasting, without approval" to prohibit use of hydraulic hammers to break up the spillway concrete? For example, can we use hydraulic hammer attachments for excavators, exceeding 30 pounds?

59. If type F fly ash is not readily available in the market, is there is another acceptable product that would give similar ASR and Heat of Hydration benefits?

A: Refer to specifications Section 03 30 00, Paragraph 2.08, contractor is responsible for mix designs and admixtures.

60. With regard to Specification Section 03 37 10 – Shotcrete, there does not appear to be any specified frequency of quality control/assurance testing. Please clarify the required testing and testing frequency of the shotcrete (i.e. are test panels for coring required daily?)

A: Refer to specifications Section 03 37 10, Paragraph 1.03 B.

61. Section 01 14 12, Paragraph 1.02 lists the following restrictions: 1) Excavate and remove spillway in consecutive, adjacent grid panels; 2) To limit damage to exposed foundation during the event of a flood, excavate and remove no more than a) seven adjacent grid panels along the length of the spillway in the direction of flow b) six adjacent grid panels perpendicular to the spillway c) maximum 7x6 adjacent grid panels combined. Under these restrictions, could the contractor work at two separate zones? For example, one 3x6 zone on one side and another 4x6 panel on the other side, as long as the two zones are combined to be less than 7x6 panels?

A: No, the removal of spillway panels are to remain adjacent to other removal areas.

62. Specification 31 24 17, Part 2 Paragraph 2.01, subpart B. states, “Conform to ASTM C 33, Class 4S, for coarse aggregate and the following additional requirements: Minimum specific gravity: 2.62.” Please clarify if this is a dry specific gravity or a saturated specific gravity.

A: Information will be provided in a future amendment.

63. Specification 32 92 20, Part 3 Paragraph 3.06 states, “Anchor with threader.” Please clarify what is meant by threader.

A: Roller punching (i.e., crimper).

64. Where hydrodemolition is shown, is there a restriction on the amount of area allowed to be exposed at one time?

A: No.
