SECTION 01 14 12

WORK AND FLOW RESTRICTIONS

PART 1 GENERAL

1.01 MEASUREMENT AND PAYMENT

A. Cost:

1. Include in prices offered in the Price Schedules for other items of work.

1.02 WORK AND FLOW RESTRICTIONS

A. The Contractor shall fully complete work on contraction joint 9-10 prior to beginning work on any other contraction joints. All Zone 1 and Zone 2 seal assemblies shall be installed, including bottom seals.

B. Pueblo Reservoir and Park are open to the public for boating, camping and fishing year round. The Lake Pueblo Park is open to the public 24 hours a day throughout the year and accessed by Thatcher Blvd. (Hwy 96), or Nichols Road (South and North entrances to park). A lighter volume of public activity is anticipated to and from the Pueblo Reservoir and State Park during the winter season than what occurs during summer season.

C. The “Annual Operating Plan” for the Fryingpan-Arkansas Project, which includes Pueblo Reservoir, is prepared each year by the Pueblo Dam Field Office Water Scheduling Staff.

In this annual report the previous year’s operations are reviewed and documented. These operating plans usually indicate that Pueblo Reservoir’s content will be at its lowest level near the end of September. Normally, Pueblo Reservoir’s storage content will be at its highest level in April or May. Pueblo Reservoir’s storage content decreases as the irrigation demand increases during the summer.

D. Continuous operation of Reclamation’s facilities, other utilities, and roadways are of critical importance during construction. The Contractor is required to schedule and conduct construction activities to enable existing facilities to operate continuously.

Under no circumstances will the Contractor be allowed to proceed with work affecting a facility’s operation without obtaining advanced approval from the COR.

E. The following operational data presented below is approximate, and releases will vary from month to month and year to year depending on multiple factors. A better estimation of expected and real time flow releases can be provided to the Contractor by the Pueblo Dam Field Office Water Scheduling Group once the time and duration of the underwater work has been determined.

1. River Outlet Works and Spillway Outlet Works: Water deliveries to the Arkansas River are made year round through the River Outlet Works and Spillway Outlet Works. Releases are also made year round to the Southern Delivery System

Work and Flow Restrictions

(SDS), through the River Outlet Works intake. The River Outlet Works intake structure is located on buttress No. 16. The Spillway Outlet Works intake structures are located on buttress No.’s 9, 11 and 13.

a. Yearly Average Flow (from 1996 to present) = 518 ft3/s.

b. Yearly Average Maximum Flow (from 1996 to present) = 3,250 ft3/s.

c. Maximum Recorded Flow (from 1996 to present) = 5,832 ft3/s.

1) Flow rates can vary month to month and year to year based on snow pack, delivery requirements, storm events and other factors.

2) Historically, the maximum yearly flow rates occur in the spring months.

2. South Outlet Works: Municipal water deliveries are made year round through the South Outlet Works multi-level intake structure located on buttress No. 7.

a. Yearly Average Flow (from 2002 up to 2009) = 104 ft3/s.

1) Flow rates vary month to month and year to year dependent upon demand.

2) Historically, the maximum yearly flow rates occur in the spring and summer months.

3. Fish Hatchery Outlet Works: Water deliveries to the fish hatchery located immediately downstream from Pueblo Dam are made year round through the Fish Hatchery multi-level intake structure located on buttress No. 8.

a. Yearly Average Flow (from 2002 to present) = 28 ft3/s.

b. Yearly Average Maximum Flow (from 2002 to present) = 35 ft3/s.

c. Maximum Recorded Flow (from 2002 to present) = 46 ft3/s.

1) Flow rates vary month to month and year to year dependent upon hatchery requirements.

2) Historically, the flow rates are highest in the summer months.

4. Bessemer Ditch Outlet Works: Irrigation water deliveries are made through the Bessemer Ditch Outlet Works intake structure located on the right embankment dam. The Bessemer Ditch typically only operates during the spring months (March and April). Flow rates shown below are taken only from months operating.

a. Yearly Average Flow (from 1996 to present) = 85 ft3/s.

b. Yearly Average Maximum Flow (from 1996 to present) = 238 ft3/s.

c. Maximum Recorded Flow (from 1996 to present) = 286 ft3/s.

F. Historical reservoir elevation data, and reservoir elevation exceedance curves are included in Section 51 00 11 - Leakage Data.

01 14 12 - 3

G. The maximum historic reservoir elevation to date at Pueblo Dam is 4888.35. The spillway crest elevation is 4898.7. The spillway is an uncontrolled ogee crest overflow spillway, and has never operated since construction of Pueblo Dam.

H. Flood operations at Pueblo Dam vary during the year, and are subject to change based on expected inflow and reservoir elevation. Typically, when the reservoir elevation exceeds the top of seasonal conservation, and/or when the total discharge downstream from Pueblo Dam is approximately 6,000 cubic feet per second, the reservoir enters flood operations. The top of seasonal conservation pool from April 15 through October 31 is El. 4880.38, and from November 1 through April 14 is El. 4893.80.

1. Reservoir Elevation and Reservoir Work Restrictions (below water and boat or barge work):

a. The Contractor is not allowed to perform reservoir work when the reservoir is in flood operations, unless otherwise approved by the CO.

b. Reservoir work includes: all work performed below the reservoir water surface (diving operations), including work from boats, barges or other floating work platforms.

2. Reservoir Elevation and Dam Work Restrictions (above water work).

a. The Contractor is not allowed to perform dam work when the reservoir is in flood operations, unless otherwise approved by the CO.

b. Dam Work includes: work performed above water including work performed from the top of dam and platforms supported by the dam.
