Pueblo Dam Buttress Contraction Joint Treatment

Pueblo Dam Contraction Joint Leak Repair Solicitation No. 140R1680R0003

1. On drawing 382-D-60018 Note 4 states a polysulfide filler must be removed. Has the polysulfide coating been tested for hazardous material? Several dams we have covered have had polysulfide coatings. The polysulfide coatings were tested and proved to contain hazardous materials.

No. For proposal preparation, the polysulfide joint filler should be treated as a nonhazardous material. The Government will test a sample of the material once available, and if test results indicate the material is hazardous, a modification to the contract will be issued for increased handling and disposal costs.

2. Can the government classify the type of sediment at the bottom of the joint? The method to move the material out of the way will be determined based on the size of the sediment we encounter. If the material exceeds 2 inch in diameter it will change our means and methods to remove it.

No. The Government cannot classify the type of sediment.

3. There is no wood identified as being in the contraction joints on the plans or specifications except in one photo on page 168/304. Will you please quantify the amount, type and size of the wood that needs to be removed or expected by the contractor?

No. The Government cannot quantify the amount, type and size of wood that may be present in the contraction joints. A forthcoming amendment will provide additional clarification regarding removal requirements.

4. The amount of caulking that needs to be removed is very vague, and is described that it may or may not exist above and below two elevations. Can the government create bid items in the schedule to remove the caulking and wood on a unit price?

No. Refer to specifications Section 03 81 14, Concrete Surface Preparation and Repair for measurement and payment, and Section B, CLIN 3 for the bid item. A forthcoming amendment will provide additional clarification regarding removal requirements.

5. Do any underwater videos or pictures exist that depict the condition of the contraction joints or the chamfered lift lines underwater?

Yes. There are two underwater inspection videos (one from 1995, and one from 1997). To request a DVD copy of these videos, send a request to Howard Bailey: hbailey@usbr.gov mailto:hbailey@usbr.gov

6. Have any surveys been conducted either by fathometer, diving or ROV to determine the extent of sediment that might exist at the upstream base of the dam? Is there any information available relating to any debris that might also exist at the bottom such as tree limbs, etc.?

Yes, Refer to Drawing 382-D-60014.

7. Drawing 382-D-60019, Section F-F indicates that the tolerances for concrete surfaces prior to installation of the sponge rubber seals are plus ⅛” and minus ¼” in the vertical plane and refers to Note 7 for concrete repair and architectural chamfer fill. Note 7 also advises that use of shorter steel seal plates may be used to accommodate changes in alignment. Shorter steel plates may assist with changes in alignment in the vertical plane. At the site visit, a number of joints were observed which had offsets in both the vertical and horizontal planes at the juncture between the vertical contraction joint and the horizontal lift line joint which could cause significant installation challenges for the seal plates. In addition, there is no information regarding the condition of the underwater joints as it relates to alignment. Please address vertical or horizontal offsets at the lift line construction and contraction joints and what the contract requirements will be.

The Government has no additional information regarding the condition of the underwater joints as it relates to alignment and offset. Vertical and horizontal offsets will be addressed in a forthcoming amendment

8. The wage determination included in the RFP does not have a wage rate for divers, standby divers or tenders. Please advise us of the wage rates which should be used for these labor classifications as their total hours on the project will be significant.

A Standard Form 98 has been submitted to the Department of Labor (DOL) requesting applicable wage rate and fringes for diver, dive tender, standby diver, etc. for the state of Colorado. DOL has not yet responded. The Government cannot delay proposal due date until such time as DOL does provide guidance. Therefore, interested contractors shall perform a survey to determine what they believe is a reasonable wage rate and fringe for these labor classifications in Pueblo County. These rates and fringes shall be used as the basis of their price proposal. After award, the successful contractor shall submit a Standard Form 1444 requesting approval for their proposed rate and fringes. If DOL later requires a higher rate and fringe, the Contractor may submit a request for equitable adjustment.

9. Please advise us of any proposal formatting restrictions or page limitations.

There are no proposal formatting restrictions or page limitations.

10. Based upon having to submit proposals, which are valid for 160 days, and for purposes of developing our proposal schedule, please confirm that the following dates are advisable to use for the proposal schedule. The dates are based upon a proposal due date of 4/16/18.

Contract Award: 09/24/18

NTP: 10/01/18

CCD – Schedule A: 07/02/19

Award of Schedule B: 365 days after completion of Joint 9-10 Award of Schedule C: 365 days after award of Schedule B

Although the Government requested 160 calendar days for acceptance, we will make every attempt to award a contract as quickly as possible. Assuming we need the entire acceptance period, the schedule outlined above appears reasonable.
