About this file

This document is a federal solicitation amendment for the NGWSP Pumping Plant 1 project, issued by the Bureau of Reclamation's Upper Colorado Region. The amendment updates the proposal instructions, specifically extending the solicitation question due date to July 21, 2025 at 9am MT and updating Microsoft Teams proposal submission directions. The solicitation seeks a contractor to construct a raw water pumping plant with 71 cubic feet per second capacity and 315 Total Dynamic Head, including associated site improvements, electrical and mechanical equipment, and commissioning.

The solicitation includes detailed requirements for proposal submission, with four primary evaluation factors: Technical Approach/Staff Qualifications, Quality Control and Safety, Past Performance, and Small Business Participation. Small business subcontracting goals are set at 45.87% total, with specific targets for socio-economically disadvantaged, women-owned, HUBZone, veteran-owned, and Indian-owned small businesses. The contract will require oral presentations, a comprehensive technical proposal limited to 75 pages, and a pricing proposal. Contractors must demonstrate experience with pumping plant construction, safety protocols, and ability to meet project-specific technical challenges such as pump installation, groundwater control, access road design, and commissioning implementation.

• Repair Approaches: Provide preliminary plan (drawings and narrative) for proposed methods of improvements such as culverts, other drainage improvements, retaining structures (walls, piles) and grading.

4. Commissioning Implementation

• Given that incoming and outgoing (Reach 2 and Reach 3) pipes may not be completed when pumping plant is ready for commissioning, describe approach to commissioning. The contractor shall note how they will deal with the challenges of commissioning a closed loop system; to include managing water quality, maintaining acceptable water temperatures, simulating pump suction head and total dynamic head conditions, and covering the entire pumping plant flow range (minimum to maximum). Include temporary additions to the system such as valves, construction water tanks and other equipment as needed to facilitate commissioning.

5. Other Contractor Engagement

• At least 2 other projects (Reach 2/3 HDD and Reach 2/3 Opencut Pipe) may be under construction while the pumping plant is under construction. The Reach 2/3 HDD contractor will be advancing an HDD up the adjacent bluff and may have equipment and grout ponds at the base of the bluff. Describe plan for engaging other contractors, and methods for resolving conflicts.

• Reclamation is in the process of purchasing transformers for the PP1 project. Explain coordination needed to ensure equipment is safely delivered to site and installed when needed.

6. Schedule Constraints

• Completion of the pumping plant is critical in delivering water to the San Juan Water Treatment Plant. Describe methods and recommendations used to optimize the schedule.

• Explain the project specific plan for reducing delays and how delays will be addressed.

Staff Qualifications and Key Personnel Experience:

Object of Evaluation:

The technical qualifications and experience of the contractor’s staff, specifically key personnel assigned to the project. This will be

Document Title

NGWSP PP1
