About this file
This document is a set of Questions and Answers related to a federal solicitation for the EBHD Utility Rehab project. The solicitation number is 140R4024R0014 and it was issued by the Department of the Interior Bureau of Reclamation.
The key details include:
- The site visit on July 22, 2024 was not mandatory, but strongly encouraged per FAR clause 52.236-27.
- Contractors can reuse excavated materials that meet specification requirements as backfill. There is a designated spoil area for materials that cannot be reused.
- Several clarifications were provided on the bid schedule items, including rock excavation, controlled low-strength material, and topsoil placement.
- The sewer line is a remove and replace, with some reuse of existing manholes. The Government tried to limit the number of manholes, but additional ones may be needed.
- Connections are to be made to all existing structures tied into the sewer and water systems, with details on material and sizing provided in historical drawings.
- The road can be closed 24 hours a day during construction in the narrow section, with alternative access provided.
- The water lines in the RV Park are HDPE, while the rest are PVC.

140R4024R0014 – EBHD Utility Rehab Questions/Answers as of 7/30/2024
1. Can we re-use material that is dug out after engineered soil is placed on top of the newly installed pipe?
ANSWER: Yes, materials excavated from the trench may be used as “backfill” provided they meet the Specification requirements for that soil type (see Specifications Division 31).
2. Was the site visit conducted on July 22, 2024, in-fact a mandatory site visit?
ANSWER: As noted in Solicitation Amendment #2, The site visit was not mandatory; however, provision 52.236-27 Site Visit (Construction). (FEB 1995) – Alternate I (FEB 1995) states that clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigation and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
3. May we have a copy of the official sign-in sheet from the site visit held on July 22, 2024?
ANSWER: A copy of the Site Visit sign-in sheet is included as Attachment 1 to the Questions/Answers.
4. Is there a designated dumping area for material which is dug out and cannot be reused?
ANSWER: Reclamation has a spoil area about 2-3 miles from Dam Site Recreation Area that unused dirt, gravel and rock may be disposed at. All materials must be checked by the Contracting Officer’s Representative (COR) or designated official prior to any material being brought to the spoil site. All material must be filtered to ensure no PVC pipe, clay pipe, metal, cable, etc. will be placed at spoils site.
5. There will be a lot of rock excavation, the only rock excavation line item is for structures, where will we be charging the rock excavation for pipe? It would be better to have a separate line item for rock ex. On the bid schedule itself instead of putting it in with our price for installing pipe.
ANSWER: Line item A-19, Rock Excavation for Pipe Trenches was added to the Price Schedule which is highlighted in yellow. See Attachment 2-Updated Price Schedule Excel 7-30-2024 and Attachment 3-00 00 50 – Section B_Rev 7-30-2024.
6. For the wastewater pipe that will be on hilltop that runs on the outside of the property, could this be re-aligned to follow the road than go down the driveway for the 3 hilltop houses? Running this on the current alignment has a lot of unnecessary clear and grub of trees also it is a lot more difficult and time consuming to run the pipe along the side of that hill.
ANSWER: It is acceptable for the wastewater pipe to be rerouted on the west side of the Hilltop houses (Winding Road houses) along the driveway instead of the east side of the hill next to the yards of the houses. Updated drawings will be provided to the awardee.
7. On the bid schedule, Item A-22 is called out as “Controlled Low Strength material”. Can you please define what this refers to?
ANSWER: CLSM refers to Controlled Low-Strength Material such as Flow Fill, Flowable Fill, etc. See Specification Section 31 23 70 – Controlled Low Strength Material (CLSM) for allowed materials.
8. On the bid schedule, Item A-25 is called out as “Placing Topsoil”. Can you please define what this refers to?
ANSWER: This refers to the final top soil placement, where the topsoil stripped and stockpiled separately during excavation is restored to permit site vegetation and restoration.
9. On the bid schedule, Item A-20 is called out as “Mobilization of Trench box”. Item A-21 is called out as “Use of Trench Box”. Trench boxes will be utilized and included in our proposal as needed. Is this breakdown of costs necessary?
ANSWER: Not critical nor typical to break these out as such, but given the limited footprint to work in and the narrow road access, we included a Pay Item/CLIN to account for the potential of multiple mobilizations of the trench boxes.
10. Sheet 24-D-60141 @ 3010+00 it shows for the sewer to cut across country by the existing bathrooms, do these bathrooms get tied into the sewer?
ANSWER: The existing vault toilets will not be tied in at this time. Include a capped, stubout connection at Manhole 3 for future tie-in.
11. Will the sewer line and manholes be a remove and replace? If not to be a remove and replace and existing is to be abandoned in place, do these lines get flow fill? Do manholes get removed or just filled?
ANSWER: Sewer lines are remove and replace. Manholes are to be reused following Typical Detail 2 on sheet 24-D-60183.
12. From manhole 2 to manhole 3 there are significant bends in the sewer alignment, typically you would see at least one more manhole in that section due to the many angles in this line. The same goes for MH 4 to MH 5 and MH 6 to MH 7. Is there a reason why there are not extra manholes in these runs?
ANSWER: The project tried to limit the number of manholes for disturbance and cost by removing and replacing the sewer following the existing alignment, noting that some of the runs had bends and angles in them. Given the slope of these lines, we believe the sewer flows will pass without the need for additional manholes. Also, manholes may be uncovered that have not been recorded or found in the field at these bend locations. If the Contractor feels they cannot construct this pipe without additional manholes, this needs to be brought to the attention of the Contracting Officer for determination.
13. For sewer and water connections, Is there an estimated count on how many existing connections? Is there any information on what existing material is and sizing?
ANSWER: Connections are to be made to all existing structures that tie-into the existing sewer and water systems, as well as to future features called out in the drawings. Existing material and sizing are assumed from historic drawings (See Attachment 4-Historical Drawings and Attachment 5-Historical Sewer System Drawings).
14. Sheet 24-D-60141 from approx.. 1000+00 to 1010+00 the road is extremely narrow; will this need to be left open for people to maintain access during the day or can it be completely shut down during work hours and re-opened in the evening?
ANSWER: The road on sheet 24-D-60141 from approximately 1000+00 to 1010+00 can be closed 24 hours a day during construction. The Marina Operator will provide access to the marina from Ruins Road (the land jutting out to the west of this area).
15. Are the water lines from the RV Park HDPE?
ANSWER: The water lines in the RV Park loop are HDPE. The rest of the water lines in the project are PVC.
16. Correction to Solicitation Amendment #1, Site Visit response from Hannah Schechter regarding the manholes. All existing manholes will remain per Specification 33 05 31. There will be new manholes added on Winding Road. Hannah says there is a manhole located at the end of the pergola where the wastewater line ends. The wastewater line is from Hospital Canyon.
