About this file
This is a Questions and Answers (Q&A) document for Solicitation No. 140R3026Q0123, a Hoover Dam bottled water delivery service requirement.
The requirement is for a firm fixed price Blanket Purchase Agreement (BPA) covering bottled water delivery services to three Hoover Dam locations: Visitor Center (VC), Switchyard and Records Facility (SRF), and Powerhouse (Maint). Annual quantities include 5,100 five-gallon drinking water bottles and 800 five-gallon distilled water bottles, plus 800 cases of 16.9 fluid ounce drinking water bottles (24 bottles per case) for the SRF location. The previous award was BPA 140R3021A0003. Deliveries are scheduled every other Tuesday from October through March and every Tuesday from April through September, with approximately 39-40 delivery dates annually. The contractor must provide clean and usable dispensers as needed; the existing water storage racks are government-furnished property owned by Hoover. At the VC, a Hoover Dam employee will meet the vendor for drop-off and empty bottle pickup. At SRF and Powerhouse locations, the vendor will be escorted and hand-deliver bottles to designated water racks, with forklift assistance available if needed at the central warehouse and powerhouse. Equipment rental, maintenance, racks, and delivery costs should be incorporated into water unit pricing at the vendor's discretion. This is classified as a small business set-aside service contract under NAICS 312112, and the nonmanufacturer rule does not apply. Technical capability will be evaluated based on completion of required RFQ forms, and past performance will be reviewed using CPARS.

HD BOTTLED WATER DELIVERY SERVICE
Solicitation No: 140R3026Q0123
1. Can you please share the awardee and amount of the incumbent? Or is this a new requirement?
A: Previous award was BPA 140R3021A0003 and all award information can be found on SAM.gov
2. Price Schedule line item 1-5, "Bottled Water Cases - SRF," 800 units per year, is not described in the Statement of Work. Could you define the unit for this line item, bottle size and count per case?
A: 24 per case 16.9 fl oz/500ml water bottles
3. The solicitation does not include Section L instructions describing the required format or content for the Technical Capability and Past Performance submissions listed as evaluation factors. Could you advise on acceptable format / number of prior projects required for these two factors?
A: This is a SAP requirement and the RFQ does not contain section L. Technical Capability will be documented by vendor ability to complete required RFQ forms (ie, SF-18, Price Schedule, etc) showing they can meet the terms of this requirement.
Past Performance will be reviewed using CPARS.
4. Can the dispensers and storage racks be used or do they have to be new?
A: the water storage rack in place is currently owned by hoover, vendor will be able to utilize it. Now the dispensers are owned by the current vendor. You will have to provide clean and usable dispensers when needed.
5. What will the drop / delivery protocol be at each location? Will any of the locations require a liftgate? Will the bottles need to be dropped at location, or does the agency require delivery all the way into each location to the end point? (Understand that the distilled water needs to go to the third floor of the Powerhouse) Will there be any government-furnished property such as a forklift?
A: First VC drop off- a hoover dam employee will meet you by the VC, the empty bottles will be waiting for pick up and vendor will drop off required amount needed.
Second central warehouse (srf) drop off- vendor will be escorted to the water rack and will pick up empty water bottles and deliver required amount. Central warehouse will be the drop off point for the cases of water bottles.
Third drop off Powerhouse (maint) - vendor will be escorted to the Powerhouse, pick up empty water bottles and deliver required amount. Powerhouse will be the drop off point for the 5 GL distilled as well.
6. Annual Quantities
The Statement of Work references approximately 4,000 five-gallon drinking water bottles and approximately 1,000 five-gallon distilled water bottles annually. However, the Price Schedule requests pricing for 5,100 five-gallon drinking water bottles and
800 five-gallon distilled water bottles annually. Could you please confirm that offerors should base their pricing on the quantities listed in the Price Schedule?
A: Please refer to the price schedule. Number of bottles are an estimate of quantity;
however, Price Schedule number will be used for comparative evaluations of received quotes.
7. Bottled Water Cases
CLIN 1-5 identifies 800 cases of bottled drinking water annually for the SRF location.
Could you please clarify the required bottle size and case configuration (for example, 16.9 oz bottles, 24 bottles per case)?
A: 16.9 oz bottles, 24 bottles per case
8. Material Handling
Will Government personnel provide material handling equipment, such as a forklift, for unloading palletized deliveries, or should offerors assume all unloading equipment must be contractor furnished? If Government unloading assistance is available, could you please clarify which delivery locations have forklift access and/or personnel available to assist?
A: No forklift is needed; water bottles will be hand delivered right off the truck to the water racks. If forklift is necessary, central warehouse and powerhouse have forklifts available. Personnel will be able to assist.
9. Question about the distilled water, would a case of 6 one gallon bottles be acceptable or does it need to be in 5 gallon bottles ?
A: 5 gallon water bottles is required, as it has its own water bottle rack.
10. To clarify, is maint, srf, and vc locations?
A: Yes, these are different locations at Hoover Dam
11. Equipment and delivery pricing: The SOW requires 53 rental dispensers and four bottle-storage racks, but the Price Schedule does not contain separate line items for equipment rental, maintenance, racks, or delivery. Should these costs be incorporated into the water unit prices, or may offerors provide separate equipment and delivery pricing as an attachment?
A: There is not a separate line item for these items, how you incorporate price is up to each vendor submitting a quote.
12. Number of scheduled deliveries: Based on the required every-other-Tuesday schedule from October through March and every-Tuesday schedule from April through September, we calculate approximately 39 delivery dates annually for Years 1–4 and 40 delivery dates for Year 5. Please confirm whether this is the intended basis for pricing.
A: Quantities on Price schedule are estimates and are not guaranteed or max amount. The price schedule will be used for comparative evaluation and will be the set price of each unit order per year. This will be a firm fixed price BPA with payment being made for services provided. Please refer to SOW for delivery schedule, this is not broken down to how many times a year you will be delivery rather the schedule you will be required to deliver on.
13. Nonmanufacturer rule: Because this procurement is a total small-business set-aside under NAICS 312112, please confirm whether the nonmanufacturer rule applies to this BPA or its annual calls and whether any applicable waiver has been issued.
A: This will be consider a service contract and the nonmanufacturer clause will not be appliable.
