About this file

This document is a Statement of Work (SOW) for Task Order 1 of a Rockfall Mitigation project at Hoover Dam's Visitor Center and Powerplant in Nevada/Arizona. The work involves comprehensive rockfall hazard reduction on canyon walls surrounding the parking structure, including inspection, reporting, cleaning, and implementing permanent mitigation features such as rock bolts, wire mesh netting, and cable anchoring. Specific mitigation methods are detailed for multiple identified areas (216-264), with techniques tailored to individual rock formations ranging from securing loose blocks to installing mesh and cable systems.

The project requires a four-man crew with rope access technicians, mandating a Level 3 SPRAT or IRATA rope access supervisor onsite during work hours. Strict safety protocols are specified, including traffic control, protection of existing facilities, and limitations on mitigation methods (no blasting, only hand-removable rock). The contractor must submit detailed work plans, weekly meeting participation, and a completion report. Measurement and payment will be based on specific units like linear feet of rock bolts, square feet of mesh, and cable lengths, with the government reserving the right to determine final mitigation approaches for each identified area.

Hoover Dam, Nevada/Arizona

1. Description of the Work:

a. The work is located at the Hoover Dam Visitor Center and Powerplant, located approximately 7 miles, via Highway 93, northeast of Boulder City, Nevada, in Clark

County.

The work involves inspection, reporting, cleaning, and the reduction of rockfall hazards by scaling, and the installation of permanent rockfall mitigation features including rock bolts, wire mesh netting, and cabling rock in place. Most of the rockfall hazards are to be mitigated by scaling or by securing with rock bolts, mesh or cable. Scaling large rock onto project sites will be subject to additional approvals by the Government. All work will require that Government property is adequately protected.

The work involves the reduction of rockfall hazards by strapping, bolting or installing wire mesh netting and rock bolts. All work will require that Government property is adequately protected. The areas to be mitigated are shown on Figures 1 & 2. The terms upstream and downstream refer to the direction of flow of the Colorado River.

The Contractor is encouraged to propose alternative mitigation procedures if warranted.

2. Principal Components of Work: The principal components of the work to be performed under these specifications include the following:

a. Mobilization and Preparatory Work. Immediately upon proper submission of bonds and insurance the contractor shall mobilize to perform the work. Work shall not begin prior to approval of the site-specific Safety and Health Plan and Work Plan.
