Questions & Answers
1. Is power available at the site for use during construction for tools, trailers, exct.
There is no power available at the site.
2. If power is not available, is it anticipated that power will become available at some point, and when is it anticipated that power will be available?
At some point, power lines will be installed, however it is unknown at this time if and when power will become available at the site.
3. Are there any endangered or threatened species or plants in the area that we need to watch for or be trained on?
There are species to be aware of, one being the northern Mexican garter snake. We ask that people on site check around their vehicles to avoid harming the snake.
4. What are the acceptable work hours? Will special permission be given to work off hours for items like concrete work that will want to be placed during cooler times?
Normal working hours will be from sun- up to sun-down (daylight hours). Special permission will be granted to work outside of daylight hours, and these exceptions will be considered on a case-by-case basis when submitted with advance notice in writing to the Contracting Officer and Contracting Officer’s Representative.
5. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
No, they do not need to be separate individuals, however in Specification 01 35 30, requirements are listed for the Contractor's Onsite Safety Representative and Onsite Safety and Health Professional. These do not necessarily need to be separate individuals, but they must meet the stated criteria (e.g., shall be qualified by virtue of education, training, certification, and experience, and acceptable to Reclamation). See 01 35 30 for more specifics. Note that the Onsite Safety Representative is to be employed full-time on the job whereas the Onsite Safety and Health Professional is listed as part-time (and typically the qualifications of this position are more stringent). Also, the authorities, duties, and responsibilities are unique to each position though there is some overlap.
6. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
Yes, the period of performance can be extended if awardee provides valid information related to material/equipment lead times.
7. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.
A Topock Marsh Pumping Plant, Geotechnical Report dated 2022, is available and attached.
Soil Boring Information, Topock Marsh, dated 2010, is available and attached.
